Delaware ASSIST and Food Stamps 2026-27: Apply, Limits

By GrantsightsUpdated 22 official sourcesHow we checkCorrections

Quick Answer: Delaware's official online application for food stamps is ASSIST at assist.dhss.delaware.gov (opens in a new tab), run by the Department of Health and Social Services (DHSS); the Division of Social Services (DSS) decides your case, and its Customer Relations line is 1-866-843-7212.

Full answer and how we checked it

Grantsights is a separate, independent guide and will never request your ASSIST password, Social Security number or case number. For October 1, 2026 through September 30, 2027, most families of four qualify with gross income under $5,500 a month (200% of poverty), there's no asset test, and the most a family of four can get is $1,023 a month. DSS mails a decision within 30 days.

This guide is for: Delawareans trying to apply for food stamps (SNAP) on ASSIST, keep benefits after a work-rule letter, or deal with a card problem: a Wilmington parent whose hours were cut, a Dover retiree on a fixed income, a Seaford worker who just turned 55 and lost an old exemption, or someone helping a relative with a renewal.

Data note: Grantsights checked DSS's SNAP page (income chart, eligibility, how to apply, EBT safety), its SNAP Alert page on work rules and noncitizen changes, its SUN Bucks, State Service Centers and Contact pages, and ASSIST's home, About, Help, Contact Us and FAQ pages on November 2, 2026. On the federal side, we read USDA's broad-based categorical eligibility chart (June 29, 2026), FY2025 payment error rates (June 24, 2026), state participation tables (data as of October 9, 2026), food restriction waiver page (October 30, 2026), EBT chip card map (October 28, 2026), Restaurant Meals Program page (August 7, 2026), Summer EBT map (August 14, 2026) and stolen benefits page (September 8, 2026). Funding figures are Delaware's federal fiscal year 2025 (October 1, 2024 to September 30, 2025) obligations on USAspending.gov (opens in a new tab) for Assistance Listings 10.551 (SNAP benefits), 10.561 (state administration) and 10.646 (Summer EBT), divided by the Census Bureau's July 1, 2025 estimate of 1,059,952 Delawareans. Those obligations are what Washington committed to Delaware's program, not what any household is paid.

Nobody can sell you a faster route into Delaware SNAP. It isn't a grant, it costs nothing to apply, and anyone asking for a fee to file or "unlock" benefits doesn't work for DHSS.

Medicaid is a separate check. For Delaware's 2026 adult, child and pregnancy limits, see Delaware Medicaid income limits.

Delaware SNAP Income Limits for October 2026 to September 2027

Delaware sets its gross income limit for most households at 200% of the federal poverty level, according to DSS's SNAP page (opens in a new tab). USDA's broad-based categorical eligibility chart (opens in a new tab) (updated June 29, 2026) lists Delaware with "all households are eligible," no limit on assets, and a 200% gross limit.

Source: DSS SNAP page, "Income Limits and Benefit Amounts, October 1, 2026 to September 30, 2027." DSS labels the 165% column "Elderly / Disabled Separate Household"; it isn't a general income limit, but a test for whether an older person with a disability who can't buy and prepare meals can have SNAP separately from the people they live with.

Who skips the income test. DSS says people getting TANF, General Assistance or SSI don't need to meet an income test to receive SNAP.

A Delaware worked example

Specifically, consider a Dover family of four with $3,900 a month in wages and $1,600 in rent that includes utilities. Gross income is under Delaware's $5,500 line, though it's over the $3,575 federal 130% figure, so the 200% rule is what lets the family in. Using USDA's FY2027 federal deductions, subtract 20% of wages ($780) and the $229 standard deduction for four, leaving $2,891. Rent above half of that ($1,445.50) gives a $154.50 shelter deduction. Net income is $2,736.50, and 30% of it rounds up to $821. Take that from the $1,023 maximum, and the family would get about $202 a month. A household that pays its own heat or electric bill may get a utility allowance on top; ask DSS which one applies. Our national SNAP guide explains each deduction.

A common mistake is assuming a car, a retirement account or savings rules you out. Under the BBCE rules USDA lists for Delaware, there's no asset limit.

How to Apply for SNAP in Delaware: Steps and Timeline

DSS sends a notice saying whether you're eligible within 30 days of your application, per its SNAP page.

StepHow it works in DelawareWhat to have ready
1. ApplyASSIST online, or in person at a State Service CenterASSIST lets you save and finish within 180 days
2. Eligibility interviewDSS says you'll show documents that prove what you reportedProof of citizenship or eligible status, Delaware residency, recent pay stubs, lease or mortgage, utility bills
3. DecisionNotice by mailWithin 30 days
4. Disagree?Ask for a Fair HearingEmail DHSS_DSS_FHRequest@delaware.gov

Residency proof can be a state-issued driver's license or ID card, a utility bill or official mail, DSS says. All children up to age 21 who live with their parents must apply with their parents.

Keep your contact details current. DSS's SNAP Alert page (opens in a new tab) says official notices go by U.S. mail to the address on file, and it's your responsibility to keep that address current. A missed letter is one of the easiest ways to lose benefits.

When rent or a utility shutoff is the bigger worry, Grantsights' free eligibility checker lists other official programs without connecting to ASSIST or your DSS case, and it doesn't promise any food grant. Choose "Individual," then "Personal financial help" or "Student," and it returns the USA.gov benefit finder, rental and bill help, food help, studentaid.gov and Delaware 211.

Delaware SNAP Work Rules and the 2025 Federal Law

Delaware now applies the 2025 federal work rules to adults 18 to 64. DSS's SNAP Alert page (opens in a new tab) lists what changed on November 1, 2025:

RuleBeforeSince November 1, 2025
Upper age for the time limit5464
Child that exempts youUnder 18 in the homeUnder 14 in the home
People experiencing homelessnessExemptExemption ended October 31, 2025
VeteransExemptExemption ended October 31, 2025
In state care on 18th birthday (under 24)ExemptExemption ended October 31, 2025
Indian, Urban Indian, California IndianNot listedNew exemption

DSS also notes that USDA waived the time limit for November 2025 because of the federal government shutdown.

How the rule works. You get 3 months of SNAP without meeting it. To keep SNAP after that, you need at least 80 hours every month of work and/or SNAP Employment and Training, a signed doctor's form saying you can't work, or an approved exemption. DSS says it's your job to call your case manager at 1-866-843-7212 with proof; benefits don't continue just because you're working.

Exemptions DSS still lists include being under 18 or 65 and older, a physical or mental health limitation, pregnancy, a child under 14 in your home, caring for a child under 6 or someone who can't care for themselves, working 30 hours a week or earning at least $217.50 a week, receiving or applying for unemployment, attending school or training at least half time, meeting TANF work rules, and being in a drug or alcohol treatment program.

If your hours drop below 80 a month (20 a week), DSS says you must tell your case manager within 10 days.

Free job help that counts. SNAP Employment and Training in Delaware is run by Career Team; call 302-654-4949 or email teamdelaware@careerteam.com, per the SNAP Alert page. Hours in the program count toward the 80.

Noncitizens. DSS says the federal change took effect in Delaware on April 1, 2026. Eligible groups are now U.S. citizens and nationals, Cuban and Haitian entrants, COFA citizens of Micronesia, the Marshall Islands and Palau, and green card holders with 5 years in that status or an exemption from the wait. People without one of those statuses lose SNAP at their next renewal or reapplication, but eligible family members keep theirs. Call 1-866-843-7212 to report a status change.

Your Delaware EBT Card: Locking It, Checking It and Stolen Benefits

DSS's SNAP page says benefits go on your EBT card each month. ASSIST's About page calls it the Delaware Food First card. Card services run through ConnectEBT.

Card taskHow to do it, per DSS
Check your balanceLast store receipt, ConnectEBT.com, or 1-800-526-9099
Lock the cardConnectEBT app or website: choose "Lock my Card Everywhere," unlock to shop, relock after
Change your PINConnectEBT or 1-800-526-9099; DSS suggests changing it each month before benefits load
Strange purchasesCall 1-800-526-9099 right away for a new card and PIN
Theft reportPolice report plus DHSS's SNAP Stolen Benefits Form

Stolen benefits. DSS is blunt: "Federal rules do not allow Delaware to replace food benefits stolen from your EBT card." ASSIST's home page adds that replacement covered electronic theft from October 1, 2022 to December 20, 2024 only, with a request form due within 60 days of the theft. USDA's stolen benefits page (opens in a new tab) confirms Congress didn't extend that authority past December 20, 2024. The DSS form now helps investigators track fraud; it won't put money back on your card.

Deposit dates. DSS's current SNAP pages don't publish a monthly issuance calendar. Check the date benefits arrive in ConnectEBT, or ask Customer Relations, rather than trusting a schedule from a third-party site.

Chip cards. USDA's EBT modernization map (opens in a new tab), updated October 28, 2026, lists Delaware as a bordering state, not one with its own chip project. Maryland and New Jersey already issue chip cards, so Delaware stores near those lines should accept them.

SUN Bucks and Other Delaware Food Programs

ProgramDelaware status (checked November 2, 2026)
SUN Bucks (Summer EBT)Active; $120 per eligible child each summer
Restaurant Meals ProgramNot offered; Delaware isn't on USDA's RMP state list
Soda or candy restrictionsNone; Delaware isn't on USDA's food restriction waiver page
Online SNAP shoppingAllowed at USDA-approved online retailers; delivery and membership fees can't be paid with SNAP
Chip EBT cardsNo Delaware project listed

SUN Bucks. DSS's SUN Bucks page (opens in a new tab) says families get a one-time $120 per eligible school-age child each summer. Children getting SNAP or TANF, income-tested Medicaid under the SUN Bucks limit, approved free or reduced-price school meals, or with foster, homeless, migrant, runaway or Head Start status are enrolled automatically and get a letter. Others can apply on ASSIST if household income is at or below 185% of poverty and the child attends a National School Lunch Program school. The deadline for summer 2026 was August 31, 2026, and ASSIST now shows a link to apply for summer 2027. Most families received benefits in June or July, and unused SUN Bucks expire after 122 days. Keep the SUN Bucks card; DSS reloads it each summer. USDA's Summer EBT map (opens in a new tab) lists Delaware as participating.

According to USAspending.gov FY2025 data, Delaware's Summer EBT obligations (Assistance Listing 10.646) were $12,809,665, or $12.09 per resident, 13th of the 50 states and D.C. and above the $8.16 national figure. For the federal rules behind SUN Bucks and a state-by-state list, read our Summer EBT guide.

Delaware's 16.00% Error Rate and the Delayed Cost Share

Delaware's FY2025 SNAP payment error rate was 16.00% (14.55% overpayments, 1.45% underpayments), according to USDA's FY2025 payment error rates (opens in a new tab), dated June 24, 2026. That's one of the highest in the country, against a 10.62% national rate.

2025-law rule (Public Law 119-21 (opens in a new tab))What it means for Delaware
Benefit cost share (Section 10105)15% of benefit costs at an error rate of 10% or more
Delayed startFY2025 rate times 1.5 is 24%, over the 20% trigger, so Delaware starts in FY2029, not FY2028
Second delayIf the FY2026 rate times 1.5 is also 20% or more, the start moves to FY2030
Which rate countsFrom FY2029, USDA uses the rate from three years earlier (FY2026 for FY2029)
Admin share (Section 10106)Federal share fell from 50% to 25% starting in FY2027

Grantsights analysis of USAspending.gov (opens in a new tab) FY2025 obligations ($238,866,506 in SNAP benefits) puts a 15% share at roughly $35.8 million a year once it applies. The delay buys time, but only a lower FY2026 rate shrinks the bill. On administration, USAspending.gov FY2025 data shows $24,515,190 for Delaware (Assistance Listing 10.561), or $23.13 per resident against $19.53 nationally. If spending held steady, the lost federal half would cost the state about $12.3 million a year.

Your benefit formula doesn't change. What does change is how closely DSS checks paperwork, which is why the SNAP Alert page keeps telling people to report hours and exemptions with proof.

Delaware SNAP by the Numbers: Funding and Enrollment

According to USAspending.gov FY2025 data, Delaware received $238,866,506 in SNAP benefit obligations. Grantsights analysis of those obligations and Census estimates comes to $225.36 per resident, 29th of the 50 states and D.C. and 11.4% below the $254.36 national figure.

Delaware and neighborsFY2025 SNAP benefits obligatedPer residentFY2025 error rate
Pennsylvania$3,891,754,187$298.009.21%
Delaware$238,866,506$225.3616.00%
Maryland$1,351,255,141$215.6713.08%

50 states and D.C.$86,936,054,747$254.3610.62% (national)

How we got these: FY2025 SNAP benefit obligations (Assistance Listing 10.551) by recipient state from USAspending.gov (opens in a new tab), over the Census Bureau's July 1, 2025 population; error rates are USDA's FY2025 figures. Next door: our Maryland, Pennsylvania and New Jersey food stamps guides.

Who's enrolled. USDA's state participation tables (opens in a new tab) (data as of October 9, 2026) count 101,854 Delawareans in 50,427 households on SNAP in July 2026, about 9.6% of residents. That's down 14.8% from 119,568 in July 2025, a bit steeper than the 13.3% national drop. July 2026 benefits came to $18,111,521, about $178 per person. The newest month is marked "initial" and usually gets revised, and the tables run about three months behind.

Delaware SNAP, USDA tablesJuly 2025June 2026July 2026

Funding per resident reflects how many people are enrolled, not the size of anyone's benefit: the federal maximum for four is $1,023 in Delaware, Maryland and Pennsylvania alike.

What DSS's SNAP Pages Don't Tell You

  1. The enrollment figure on the SNAP page is out of date. DSS says about 120,000 Delawareans rely on SNAP; USDA's July 2026 count is 101,854. The 120,000 figure matches July 2025.
  2. There's no published deposit calendar. DSS's pages don't list which day benefits arrive. Watch ConnectEBT instead of a third-party chart.
  3. The office count doesn't match. The contact page says 19 locations; the State Service Centers list shows 20 entries. Call before you drive.
  4. The app link is odd. DSS's text says "ConnectEBT mobile app," but the link points to Propel, a private app. Use connectebt.com or 1-800-526-9099 if you'd rather stay with the official card vendor.
  5. Stolen SNAP isn't coming back. The Stolen Benefits Form is for tracking fraud. Locking the card is the protection.
  6. The work rule puts the burden on you. Even if you're working 80 hours, DSS expects you to call with proof; don't wait for a caseworker to call you.

Avoid ASSIST and Delaware EBT Scams

DSS says plainly that DHSS will never ask for your card number or PIN. USDA's SNAP scam alerts page (opens in a new tab) warns about fake messages and sites that use food benefits to collect personal information, and the FTC's government grant scams page (opens in a new tab) says real agencies don't charge up-front fees for government money.

Red flags in Delaware:

  • A text or post with a link to "restore" your EBT card that isn't connectebt.com or a delaware.gov address.
  • An ASSIST lookalike that isn't at assist.dhss.delaware.gov.
  • A caller asking for your PIN, card number or ASSIST password.
  • Anyone offering to "guarantee" SNAP approval or a work-rule exemption for a fee.

If you shared card details, lock the card in ConnectEBT, call 1-800-526-9099 for a new card and PIN, report it to police, and file with the FTC at ReportFraud.ftc.gov (opens in a new tab).
