DTA Connect and MA Food Stamps 2026-27: How to Apply
Quick Answer: The official Massachusetts SNAP portal is DTA Connect (opens in a new tab) (DTAConnect.com), a free website and mobile app run by the Department of Transitional Assistance (DTA); phone help is the DTA Assistance Line at 877-382-2363.
Full answer and how we checked it
Grantsights is an independent guide, not DTA, and it never asks for your login, Social Security number or Agency ID. For October 2026 through September 2027, a family of four can have gross income up to $5,500 a month (200% of poverty), the maximum benefit for four is $1,023 a month, and USDA lists no asset limit for Massachusetts. DTA decides within 30 days, or within 7 days for expedited SNAP. Every client should have a new chip and tap EBT card, and it must be activated by November 29, 2026.
This guide is for: Massachusetts residents trying to log in to DTA Connect, apply for SNAP (the program people still call food stamps), keep benefits through a recertification, or sort out the new chip EBT card before the deadline.
Data note: Grantsights checked DTA's SNAP landing page and how-to page (eligibility chart and application steps), How to Contact DTA, DTA Connect mobile app page, EBT card information and chip/tap FAQ, Protect Your Benefits From Scams, the stolen benefits claim form, Using Your EBT Card, Work Rules for SNAP Clients, November 2025 SNAP Updates, HIP FAQ, SUN Bucks FAQ and Restaurant Meals Program pages on mass.gov, Governor Healey's July 29, 2026 chip card release, and USDA's broad-based categorical eligibility chart, FY2025 payment error rates and July 2026 state participation tables, on October 28 and 29, 2026. Federal funding figures are FY2025 (October 1, 2024 to September 30, 2025) obligations to Massachusetts from USAspending.gov (opens in a new tab) for Assistance Listings 10.551 (SNAP benefits) and 10.561 (state administration). Per-resident figures use the Census Bureau's July 1, 2025 population estimates. These are amounts the federal government committed to the Commonwealth's program, not what a given family gets. There's no fee to apply and no such thing as a "SNAP grant" you can buy your way into. Anyone who charges to file a DTA application isn't DTA.
Massachusetts Food Stamps at a Glance: How to Apply
DTA's SNAP how-to page (opens in a new tab) lists five ways in. You can apply with just your name, address (if you have one) and signature; DTA says more detail up front means a faster decision, and if you're approved, SNAP goes back to the date you applied.
| Route | How it works | Details from DTA |
|---|---|---|
| Online | DTA Connect website or app | DTA says applying takes about 20 minutes; access to your case starts about one business day after you apply |
| Phone | DTA Assistance Line, 877-382-2363, press 7 | Monday to Friday, 8:15 a.m. to 4:45 p.m.; interpreters in over 100 languages |
| DTA Document Processing Center, P.O. Box 4406, Taunton, MA 02780 | Include the DTA cover sheet; DTA has a separate SNAP application for seniors 60 and older | |
| Fax | (617) 887-8765 | Include the cover sheet |
| In person | Local DTA office, a SNAP outreach partner, or a community kiosk | Over 100 outreach partners statewide |
Source: DTA SNAP how-to page (opens in a new tab) and How to Contact DTA (opens in a new tab).
The interview. DTA schedules a phone interview after you apply and provides an interpreter if you need one. It tells you what documents it needs once the interview is done. If you send verification with the application, DTA says it can decide faster.
Who's in your household. DTA counts everyone you buy and cook most meals with, and a spouse or children under 22 who live with you must be included even if you eat separately.
Immigrant families. DTA says SNAP isn't part of a public charge test, and a parent who isn't eligible can safely apply for an eligible child, such as a U.S. citizen child. Under the 2025 federal law, DTA's November 2025 SNAP Updates (opens in a new tab) page says certain non-citizens who newly applied from November 1, 2025 aren't eligible, and those already getting SNAP lose eligibility at their next recertification. Ask DTA or a legal aid office how this applies to your status.
How to Use DTA Connect: Login, App, Documents and Help
DTA describes DTA Connect as its free mobile app and website. All of the following comes from DTA's own pages.
What DTA Connect does. According to How to Contact DTA (opens in a new tab), both the app and the website let you:
- Screen yourself for SNAP and apply for SNAP or cash assistance (TAFDC or EAEDC)
- Complete your SNAP Interim Report and SNAP Recertification
- Upload documents and see whether DTA has processed them
- Check your case status, EBT balance and the date benefits are issued
- Request a new EBT card, track it in the mail, and lock or unlock your card
- Get a benefit verification letter, see appointment alerts and reschedule some appointments
- Read and print notices (check "DTA Notices" to see which documents DTA wants)
Website vs. app. The DTA Connect app page (opens in a new tab) says the app is free on Google Play and the App Store for active, pending or recently closed DTA clients, and it's only for phones and tablets. On a laptop or desktop, create an account at DTAConnect.com. You log in with your email and password.
Login or app trouble. DTA's help desk for both the website and app is dtaapphelpdesk@state.ma.us. Include your name and Agency ID if you have one. For anything about your case, call the DTA Assistance Line. DTA doesn't publish a phone line just for passwords, so we won't guess at one.
The DTA Assistance Line, 877-382-2363. Automated prompts run 24/7: hear your case status and EBT balance, your issuance date and amount, what's due and when, the last date DTA got a document from you, request and track an EBT card, report a household misfortune such as a fire, report fraud, or update your phone number. To get case information, you'll confirm your identity with your Agency ID, Social Security number or EBT card number plus the year of birth for the head of the case. A worker can take your SNAP application or questions Monday to Friday, 8:15 a.m. to 4:45 p.m.
Kiosks and offices. DTA has staffed iPad kiosks around the state for using DTA Connect, and local offices have phones, copiers and kiosks for self-service. If you need an EBT card the same day, a local office can issue an emergency card. DTA's office phone directory (opens in a new tab) lists each Transitional Assistance Office.
Texts from DTA. DTA's texts come from short code 382-674, and DTA says it will never ask for information about your case by text. That's a quick way to spot a fake.
Massachusetts SNAP Income Limits for October 2026 to September 2027
Massachusetts uses a single gross income limit of 200% of poverty for nearly every household, among the highest in the country. USDA's broad-based categorical eligibility chart (opens in a new tab) (page updated June 29, 2026) lists Massachusetts with "all households are eligible" through a brochure, no limit on assets, and a 200% gross limit. DTA's chart:
| People in your household | MA gross monthly limit (200%) | Federal default gross limit (130%) | FY2027 maximum benefit |
|---|---|---|---|
| 1 | $2,660 | $1,729 | $306 |
| 2 | $3,607 | $2,345 | $562 |
| 3 | $4,553 | $2,960 | $808 |
| 4 | $5,500 | $3,575 | $1,023 |
| 5 | $6,447 | $4,191 | $1,217 |
| 6 | $7,393 | $4,806 | $1,463 |
| 7 | $8,340 | $5,421 | $1,616 |
| 8 | $9,287 | $6,037 | $1,841 |
| Each additional | +$947 | +$616 | +$225 |
Sources: DTA SNAP eligibility chart (opens in a new tab); federal 130% figures and maximum benefits are the SNAP standards effective October 1, 2026 for the 48 contiguous states and D.C.
Specifically, a family of three earning $4,000 a month is about $1,000 over the federal 130% line but under Massachusetts' $4,553, so it can apply and have its rent, utilities and child care deducted. Whether it gets money depends on the federal formula: roughly the maximum for its size minus 30% of net income after deductions. Our national SNAP guide shows that math.
The common mistake is assuming savings disqualify you. USDA lists no asset limit for Massachusetts households under this rule. Apply and let DTA run the numbers.
Massachusetts SNAP Work Rules and the 2025 Law
DTA's work rules page (opens in a new tab) splits the rules in two. General Work Rules cover some people 16 through 59. ABAWD Work Rules cover some adults 18 through 64. DTA sends a letter telling you if and when either applies, so check your mail and DTA Connect.
| Rule | What DTA says (checked October 29, 2026) |
|---|---|
| Who must meet the ABAWD rule | Adults 18 through 64 who aren't exempt; people 59 to 64 may now be included |
| Current time-limit period | January 1, 2024 through December 31, 2026 |
| How to meet it | Work (paid or unpaid) or approved Employment and Training 80 hours a month, or volunteer the hours in your DTA notice |
| Earnings exemption | Earning more than $217.50 a week before taxes, even under 20 hours |
| Key exemptions | Living with a child under 14, pregnancy, under 18 or 65+, unable to work 30 hours a week for a health reason (including as a survivor of domestic violence), American Indian or Alaska Native |
| If you miss 3 months | No SNAP until January 1, 2027, unless you start meeting the rule |
| General rule penalty | Losing SNAP for 3, then 6, then 12 months for quitting a job or refusing work without good cause |
How the 2025 law reached Massachusetts. DTA's November 2025 SNAP Updates (opens in a new tab) page says the federal changes took effect November 1, 2025 and apply at each client's recertification, not all at once. It names the groups newly covered: parents of teens 14 and older, people experiencing homelessness, veterans and people up to age 65. DTA expected up to about 99,000 more people to face the rule over the following year, and said many could lose SNAP because the rules are confusing and hard to document. DTA says you don't need to call about the work rules before your recertification.
Good cause counts. Illness, transportation problems, no child care, a family crisis or an unreasonable job offer can excuse a missed month. Upload a written statement on DTA Connect or call 877-382-2363. Approved Employment and Training counts toward the 80 hours; DTA's free program is SNAP Path to Work, and DTA says families who take part may get free child care.
Your EBT Card: Activate the Chip Card by November 29, 2026
Governor Healey's July 29, 2026 release (opens in a new tab) said Massachusetts was the fourth state to roll out chip and tap EBT cards statewide. A July pilot in the Worcester area mailed 35,000 cards, and the rest of the state got cards in August. DTA's notice on the SNAP page (updated September 17, 2026) says all chip/tap cards have been mailed.
| Step | What DTA's chip/tap FAQ (opens in a new tab) says |
|---|---|
| Activate | Make a purchase with the new card, or call 1-800-997-2555 and set a new PIN |
| Deadline | November 29, 2026; your old card stops working that day |
| Never got the card | Request one on DTA Connect, at 877-382-2363, at 1-800-997-2555, or at a local office (same day) |
| Cost | No fee for a replacement chip card |
| Warning | Requesting a replacement shuts off your current card at once; mailed cards take 5 to 7 days |
| Old card | Activating the new card deactivates the old one; then throw the old one away |
Some stores haven't upgraded, so a cashier may ask you to swipe the new card. DTA says that doesn't mean the card is broken. People who are blind or have low vision can ask a local office to notch the card so it's easier to identify.
Lock your card anyway. DTA's scam protection page (opens in a new tab) still recommends locking the card in DTA Connect between trips ("Lock EBT Card" under your card number), and the Governor's release says you can also lock or unlock it through the EBT customer service line. Change your PIN before each benefit deposit by calling 1-800-997-2555.
If benefits are stolen. DTA's page says you "might be able to" get stolen benefits replaced and offers an online claim form (opens in a new tab). Be realistic: the federal authority to replace stolen SNAP ended December 20, 2024, so ask DTA what can be replaced in your case. Report the theft to DTA and change your PIN right away either way.
EBT Card to Culture. Your card also gets discounted admission to many museums and cultural sites through DTA's EBT Card to Culture program.
HIP, SUN Bucks and Restaurant Meals in Massachusetts
| Program | Massachusetts status (checked October 29, 2026) |
|---|---|
| Healthy Incentives Program (HIP) | Active; $40, $60 or $80 a month back on your card for local produce |
| SUN Bucks (Summer EBT) | Participated in summer 2026; 2027 amount not yet announced |
| Restaurant Meals Program | Active for eligible older, disabled and homeless households |
| Online purchasing with SNAP | Available at participating retailers |
| Soda or candy restrictions | None; Massachusetts isn't on USDA's approved food restriction waiver list |
| Chip EBT cards | Issued statewide; activate by November 29, 2026 |
HIP. Massachusetts pays for HIP with state funds, and every SNAP household can use it with no sign-up. According to DTA's HIP FAQ (opens in a new tab), the monthly amount is $40 for 1 to 2 people, $60 for 3 to 5, and $80 for 6 or more. Buy fruits and vegetables with SNAP at a participating farmers market, farm stand, mobile market or CSA, and HIP pays you back up to your limit. Two rules catch people: you need at least a penny of SNAP on the card for HIP to work, and grocery and convenience stores don't take part. HIP resets on the 1st of the month, doesn't roll over, and keeps working for 60 days after SNAP ends. Find vendors at DTAFinder.com.
SUN Bucks. DTA's SUN Bucks FAQ (opens in a new tab) says most eligible children get it automatically through SNAP, DTA cash benefits, certain MassHealth coverage, SSI with a relative caregiver or foster care. Applications for summer 2026 closed September 7, 2026, and the year-round portal on DTA Connect is taking summer 2027 applications. Benefits come on a separate SUN Bucks card and are removed if not used within 122 days. The hotline is 855-425-8770. According to USAspending.gov FY2025 data, Massachusetts' Summer EBT (10.646) obligations were $54,260,044. See our Summer EBT guide for how the program works nationally.
Restaurant Meals Program. DTA's RMP client FAQ (opens in a new tab) says SNAP households with someone 60 or older, someone receiving disability or blindness payments or government disability retirement for a permanent disability, or someone experiencing homelessness can buy meals at approved restaurants and food trucks. If DTA already knows your situation, you're enrolled. Call 1-800-997-2555 and press 6 to confirm. You can't call ahead to order with SNAP, RMP meals are exempt from meals tax, and SNAP can't pay a tip. DTA's RMP page (opens in a new tab) links the list of approved businesses.
WIC. If you're pregnant or have a child under 5, look at WIC too. According to USAspending.gov FY2025 data, Massachusetts received $119,048,437 in WIC obligations. Our WIC guide explains how to apply.
Massachusetts' 12.49% Error Rate and What the State Could Owe
Massachusetts' FY2025 SNAP payment error rate was 12.49% (11.83% overpayments and 0.66% underpayments), according to USDA's FY2025 payment error rate table (opens in a new tab), dated June 24, 2026. The national rate was 10.62%.
The cost share. Under Public Law 119-21, a rate of 10% or more means the state pays 15% of SNAP benefit costs starting October 1, 2027 (FY2028). Massachusetts' rate times 1.5 is about 18.7%, below the 20% that would push the start to FY2029, so it's on the normal schedule. Grantsights analysis of USAspending.gov (opens in a new tab) FY2025 obligations ($2,361,566,812 in SNAP benefits) puts 15% at roughly $354 million a year. DTA's own estimate, on its November 2025 SNAP Updates page, is $131 million to $394 million a year starting in FY2028. A state may use its FY2025 or FY2026 rate for FY2028, so a lower FY2026 rate would cut the bill. DTA says it's hiring more caseworkers, expanding training on eligibility and income checks, and working with the state's unemployment and revenue departments to get current income data.
Running the program got pricier on October 1, 2026. The federal share of SNAP administrative costs fell from 50% to 25%. According to USAspending.gov FY2025 data, Massachusetts received $116,560,285 in SNAP state administration funds (10.561), or $16.29 per resident, below the national $19.53. If spending stayed flat, Grantsights analysis estimates the state would need about $58 million more a year to replace the lost federal half.
None of this changes your benefit formula. It's a reason DTA will ask for verification more carefully, so respond to every request by its due date and keep copies.
Massachusetts SNAP by the Numbers: FY2025 Funding Per Resident
According to USAspending.gov FY2025 data, Massachusetts received $2,361,566,812 in SNAP benefit obligations, the 11th-largest total. Grantsights analysis of USAspending.gov (opens in a new tab) FY2025 obligations divides that by the Census Bureau's July 1, 2025 estimate of 7,154,084 residents: $330.10 per resident, which is $75.74 (29.8%) more than the national $254.36 and 8th among the 50 states and D.C.
| Massachusetts and neighbors | SNAP benefits obligated, FY2025 | Per resident (July 2025 population) | FY2025 payment error rate |
|---|---|---|---|
| Massachusetts | $2,361,566,812 | $330.10 | 12.49% |
| New York | $6,801,702,252 | $340.04 | 13.18% |
| Rhode Island | $310,775,773 | $278.84 | 12.42% |
| Vermont | $139,436,933 | $216.29 | 5.38% |
| Connecticut | $779,229,206 | $211.26 | 9.08% |
| New Hampshire | $127,641,895 | $90.18 | 8.85% |
| 50 states and D.C. | $86.94 billion | $254.36 | 10.62% (national) |
Per-resident figures divide FY2025 obligations for Assistance Listing 10.551 by Census Bureau July 1, 2025 estimates; error rates are USDA's FY2025 figures. For neighboring states, see our New York food stamps guide and Connecticut food stamps guide.
Participation fell faster here. USDA's state participation tables (data as of October 9, 2026) count 893,889 Massachusetts residents in 563,923 households on SNAP in July 2026, receiving $172,024,236. A year earlier, in July 2025, the count was 1,077,698 people, so enrollment dropped 17.1%, steeper than the national 13.3% decline. About 12.5% of residents were enrolled, and the average was roughly $192 per person, a bit above the national July figure of about $188.
What DTA's Pages Don't Tell You
DTA's pages are clear, but a few points are buried:
- Requesting a replacement card kills the old one instantly. If your chip card hasn't arrived, plan groceries for the 5 to 7 days the new one takes, or go to a local office for a same-day card.
- HIP needs a SNAP balance above zero. With $0.00 in SNAP, you can't use HIP even if HIP money is left for the month. Keep a dollar on the card for the farmers market.
- The ABAWD clock ends December 31, 2026. DTA's page doesn't yet say what the next period looks like; watch for a DTA letter.
- There's no published password hotline. DTA Connect help runs through dtaapphelpdesk@state.ma.us; case questions go to 877-382-2363.
- Workers verify more as the cost share nears. DTA's own penalty estimate of up to $394 million a year is a clear signal that paperwork requests won't ease up.
- Enrollment dropped 17.1% in a year. Some of those households may still qualify. If you were cut off at recertification, it costs nothing to reapply.
Avoid Massachusetts EBT and DTA Scams
DTA's scam page explains skimming (devices on card readers that copy your card) and phishing (texts or calls that trick you into sharing card details). Its advice: use the chip card, change your PIN before each deposit, and never give your card number or PIN to an unknown caller or a link in a text or email. DTA texts come only from 382-674, and DTA won't ask about your case by text. Report suspicious calls or messages to the DTA Fraud Hotline at 800-372-8399. The FTC's government grant scams page (opens in a new tab) adds that no real government program charges a fee to get you money.
Red flags in Massachusetts:
- A text saying your EBT card will be "suspended" unless you click a link to activate the chip card
- A website that looks like DTA Connect but isn't at DTAConnect.com or a mass.gov address
- A fee to apply for SNAP or to "speed up" DTA's decision
- A caller asking for your PIN, Agency ID or the last 4 digits of your Social Security number
If your card or PIN is exposed, lock the card on DTA Connect, change your PIN at 1-800-997-2555, tell DTA, and file at ReportFraud.ftc.gov (opens in a new tab). For food today, DTA points to Project Bread's FoodSource Hotline at 800-645-8333 (Monday to Friday, 8 a.m. to 7 p.m., and Saturday, 10 a.m. to 2 p.m.), and 211 can help too.
Grantsights' free eligibility checker can't open a DTA case or log you in to DTA Connect. Choose "Individual," then "Personal financial help" or "Student," and it lists official routes: the USA.gov benefit finder (opens in a new tab), rental help, help with bills, food help, studentaid.gov (opens in a new tab) and the 211 line. For cash help, see our TANF guide and emergency cash assistance guide; for heating bills, see our LIHEAP guide.
