Food Stamps North Carolina 2026-27: FNS Limits and ePASS
Quick Answer: In North Carolina, food stamps are called Food and Nutrition Services (FNS).
Full answer and how we checked it
NCDHHS oversees the program and your county Department of Social Services (DSS) takes the application. Apply online at NCDHHS ePASS (opens in a new tab), in person at your county DSS (opens in a new tab), or by mail. North Carolina uses broad-based categorical eligibility with a 200% of poverty gross income limit and no asset limit, so a family of four can have gross income up to about $5,500 a month for October 2026 through September 2027, well above the usual federal $3,575. The most a family of four can get is $1,023 a month. Since December 1, 2025, adults 18 through 64 without a child under 14 at home face the 80-hour monthly work rule.
This guide is for: North Carolinians who are short on grocery money, newly out of work, raising kids on a tight budget, or helping a parent or neighbor apply for Food and Nutrition Services.
Data note: Grantsights checked NCDHHS's Food and Nutrition Services, Apply for FNS, Changes to FNS, ABAWD work requirements, Electronic Benefit Transfer, card skimming and SUN Bucks pages; NCDHHS's June 1 and August 6, 2026 SUN Bucks releases; NCDHHS's January 13, 2026 presentation to the legislature's Joint Legislative Oversight Committee on Health and Human Services; USDA's June 2026 broad-based categorical eligibility chart, FY2027 SNAP cost-of-living tables, FY2024 and FY2025 payment error rates, food restriction waiver page and state participation tables (data as of October 9, 2026); and the 2026 HHS poverty guidelines, all on October 28, 2026. State funding figures are FY2025 (October 1, 2024 to September 30, 2025) obligations by recipient state from USAspending.gov (opens in a new tab) for Assistance Listings 10.551 (SNAP benefits), 10.561 (SNAP state administration) and 10.646 (Summer EBT). For North Carolina's per-resident figure, we divided those obligations by the Census Bureau's July 1, 2025 population estimate for North Carolina and every other state. Obligations are what the federal government committed for North Carolina, not what any one household gets.

North Carolina FNS at a Glance
About 1.24 million North Carolinians in 624,112 households got FNS in July 2026, according to USDA's state participation tables (initial July 2026 figures, data as of October 9, 2026). That's down 8.1% from 1,353,090 people in July 2025. July 2026 benefits totaled $218,110,505, or about $175.37 per person, below the national July 2026 average of about $187.56.

How to Apply for Food Stamps in North Carolina
You have 3 ways to apply, and NCDHHS says benefits start from the day the county gets your application, even if it's incomplete. Here's the process from NCDHHS's Apply for FNS page (opens in a new tab):
| Route | How it works | Good to know |
|---|---|---|
| Online | Create an account at ePASS (opens in a new tab) and file there | A caseworker contacts you within a few days for the interview |
| In person | Go to your county DSS office, fill out the paper application there or bring one you've completed | You can do the interview on the spot or schedule it |
| By mail | Mail the paper application to your county DSS | Find the address in the local DSS directory (opens in a new tab) |
The interview. NCDHHS says the interview can be in person, by phone or by video conference, and a representative you choose can be interviewed for you. The caseworker explains whether you qualify, your expected benefit and what comes next.
What to bring or upload. NCDHHS's checklist asks for a photo ID for the head of household; Social Security numbers, birthdates and citizenship status for everyone applying; cash, bank, investment and retirement balances; monthly bills, including child care, child support and adult care costs; medical bills for anyone 60 or older or disabled; proof of income; and papers from other benefits such as Medicaid, SSI or Work First. Don't wait to collect everything. NCDHHS says to submit even if something's missing.
How long it takes. NCDHHS says it can take up to 30 days to get your EBT card. If your household has almost no cash or income, ask for expedited service; USDA's rules let very low-income households get benefits within 7 days, as our national SNAP guide explains.
Help by phone. The NC EBT Call Center (1-866-719-0141, Monday to Friday, 7:30 a.m. to 5:30 p.m.) answers FNS questions and arranges interpreters. Relay NC is 711. NCDHHS's Customer Service Center is 1-800-662-7030.
If you're denied or cut off, NCDHHS says you have 90 days from the date on the letter to ask for a hearing.
North Carolina FNS Income Limits for 2026-27
North Carolina's gross limit is 200% of poverty, not the federal 130%, because the state uses broad-based categorical eligibility (BBCE). USDA's June 2026 BBCE chart (opens in a new tab) lists North Carolina as giving all households BBCE through a statement on its application and recertification forms, with no limit on assets and a 200% gross income limit. The FY2027 federal figures took effect October 1, 2026.
| Household size | Federal gross limit (130%) | NC gross limit under BBCE (200%, Grantsights calculation) | Net limit (100%) | Max monthly benefit |
|---|---|---|---|---|
| 1 | $1,729 | $2,660 | $1,330 | $306 |
| 2 | $2,345 | $3,607 | $1,804 | $562 |
| 3 | $2,960 | $4,554 | $2,277 | $808 |
| 4 | $3,575 | $5,500 | $2,750 | $1,023 |
| 5 | $4,191 | $6,447 | $3,224 | $1,217 |
| 6 | $4,806 | $7,394 | $3,697 | $1,463 |
| 7 | $5,421 | $8,340 | $4,170 | $1,616 |
| 8 | $6,037 | $9,287 | $4,644 | $1,841 |
| Each additional person | +$616 | +$947 | +$474 | +$225 |
Sources: 130%, net and maximum benefit columns are USDA's FY2027 SNAP cost-of-living tables (opens in a new tab) for October 1, 2026 to September 30, 2027. The 200% column is Grantsights' calculation: twice the 2026 HHS poverty guidelines (opens in a new tab) ($15,960 for one person and $33,000 for four), divided by 12 and rounded up the way USDA's 130% column is. NCDHHS hadn't posted its own FY2027 table on October 28, 2026, so your county DSS has the final figure.
What the 200% limit means in practice:
- More working families get through the door. A family of four earning $4,000 a month gross fails the federal 130% test ($3,575) but passes North Carolina's 200% test. Whether that family gets a benefit depends on its deductions. Under the federal formula, the benefit is the maximum ($1,023) minus 30% of net income, so a household needs enough rent, utility and child care costs to bring net income well down.
- Savings don't disqualify you. With no asset limit under BBCE, a household that kept a small emergency fund or a retirement account isn't turned away for it.
- Older and disabled households have a second path. USDA says households with someone 60 or older or disabled don't have to meet a gross limit under regular rules, only the net limit.
The common mistake: leaving shelter and care costs off the application. Rent, mortgage, utilities, child care and, for older or disabled members, medical bills over $35 a month all lower net income. NCDHHS specifically mentions medical and shelter deductions as ways to qualify. Bring the lease and the bills.
FNS Work Requirements in North Carolina Since December 2025
NCDHHS put the 2025 federal law's work rule changes into effect on December 1, 2025. Its ABAWD page (opens in a new tab) says you're subject to the 3-month time limit if all of these are true: you're 18 to 64, no one under 14 lives in your household, and you're physically and mentally able to work.
| Rule | North Carolina detail (NCDHHS) |
|---|---|
| Ages covered | 18 through 64 (before: 18 through 54) |
| Hours needed | 80 a month (about 20 a week) of work, volunteering, unpaid caregiving or More Than a Job NC activities |
| Time limit if you don't meet it | 3 months in a 36-month period |
| Current period | January 1, 2025 to December 31, 2027; a new one starts January 1, 2028 |
| Reporting | Report a drop below 80 hours by the 10th of the next month |
| Exemptions that ended | Veterans, people experiencing homelessness, young adults who aged out of state care |
| Exemption that narrowed | Living with a child now counts only if the child is under 14 |
| Exemptions that remain | Under 18 or 65 and older, pregnancy, disability benefits from any source (including VA disability at any rating), being unfit for work, and others on NCDHHS's list |
Source: NCDHHS ABAWD and Changes to FNS (opens in a new tab) pages, checked October 28, 2026.
NCDHHS says job search alone doesn't count toward the 80 hours, and job search can make up no more than 25% of hours inside a work program. More Than a Job NC, the state's free SNAP employment and training program, offers training, GED and vocational classes and supervised job search, and those hours count. If you lose benefits under the time limit, you can regain them by working 80 hours in any 30-day period and contacting your caseworker.
Two more North Carolina details matter. First, NCDHHS says your county DSS will screen you for these changes at application or your next recertification, so don't assume an old exemption still applies. Second, NCDHHS says North Carolina's Medicaid work rule starts January 1, 2027 for ages 19 through 64, and meeting the FNS work rule also meets the Medicaid rule.
Non-citizens. Since February 1, 2026, NCDHHS says refugees, asylees, people granted withholding of removal and most parolees no longer qualify based on those statuses. U.S. citizens, nationals, Cuban and Haitian entrants, citizens of Micronesia, the Marshall Islands and Palau, and lawful permanent residents who've met or are exempt from the 5-year wait still qualify. Current recipients keep benefits until their next recertification.
The North Carolina EBT Card: Deposit Dates, ebtEDGE and Stolen Benefits
North Carolina loads FNS on 10 different days each month, from the 3rd to the 21st. NCDHHS's EBT page (opens in a new tab) says benefits post after 6 a.m. on the same day every month, weekends and holidays included, based on the last digit of the Social Security number:
| Last digit of SSN | Benefits available |
|---|---|
| 1 | 3rd |
| 2 | 5th |
| 3 | 7th |
| 4 | 9th |
| 5 | 11th |
| 6 | 13th |
| 7 | 15th |
| 8 | 17th |
| 9 | 19th |
| 0 | 21st |
| No SSN | 3rd |
Managing the card. Check your balance, activate the card, change your PIN or cancel a lost card 24 hours a day at 1-888-622-7328 or through the ebtEDGE website and app. You can also text BAL or MINI to 42265 for a balance. After four wrong PIN attempts in a row, you'll need a new PIN or have to wait until after 12:01 a.m. the next day.
Stolen benefits aren't replaced. NCDHHS's card skimming page (opens in a new tab) says that as of December 20, 2024, FNS recipients "can no longer receive replacement of stolen FNS benefits." A new card arrives in about 3 to 5 business days, but it won't contain the stolen money. That makes prevention the only real protection:
- In the ebtEDGE app or portal, use Freeze Card under Account Services, and unfreeze only when you shop.
- Use Protect My Account to block out-of-state and online purchases if you don't use them.
- Use only the ebtEDGE app; NCDHHS says other benefit apps can't freeze the card or block transactions.
- Change your PIN regularly and avoid patterns like 1234.
North Carolina isn't on USDA's list of states that had issued chip EBT cards as of its October 2026 map, so the card still relies on a magnetic stripe. North Carolina also isn't on USDA's food restriction waiver list (opens in a new tab) (updated October 13, 2026), so soda and candy remain eligible purchases here, unlike in Florida or Louisiana.
SUN Bucks in North Carolina: Funded for Summer 2027
North Carolina paid $120 per eligible child in SUN Bucks for summer 2026. NCDHHS said on June 1, 2026 that the first round reached more than 1 million children with $121 million in benefits, and that philanthropic partners paid the program's administrative costs after the state went a year without a budget.
The bigger news is 2027. NCDHHS's August 6, 2026 release says the state budget signed in July "fully funds SUN Bucks for the summer of 2027." The NCDHHS SUN Bucks page (opens in a new tab) says most children are enrolled automatically, including those approved for free or reduced-price school meals and children 7 to 16 in FNS, Work First or Medicaid (income under 185% of poverty) households. Applications after the August 15, 2026 deadline are being held for the 2027 program, and NCDHHS says to check back in early spring for 2027 details. Benefits expire 122 days after they're available on the card. The national rules are in our Summer EBT (SUN Bucks) guide.
According to USAspending.gov FY2025 data, North Carolina received $112,292,763 in Summer EBT obligations, or $10.03 per resident.
North Carolina's Error Rate and What the 2025 Law Costs the State
North Carolina's FY2025 payment error rate was 7.36%, down from 10.21% in FY2024, according to USDA's FY2025 (opens in a new tab) and FY2024 payment error rate tables. That drop matters for the state budget, not your benefit. Under the 2025 law, a state with a rate from 6% to under 8% pays 5% of benefit costs starting in FY2028, and a state can use its FY2025 or FY2026 rate for that first year.
| Measure | North Carolina | Source |
|---|---|---|
| FY2024 payment error rate | 10.21% (15% cost-share tier) | USDA |
| FY2025 payment error rate | 7.36% (5% tier) | USDA |
| NCDHHS's January 2026 estimate at the FY2024 rate | $420 million or more a year | NCDHHS presentation to legislators |
| Grantsights estimate at 5% of FY2025 benefit obligations | About $140.6 million a year | Grantsights analysis of USAspending.gov |
| Extra state and county admin costs from October 2026 | About $16 million (state) and $69 million (counties) a year | NCDHHS presentation |
In its January 13, 2026 presentation to legislators (opens in a new tab), NCDHHS warned that "If NC cannot pay for increased state benefit cost share, NC will have to stop offering the SNAP program completely." That's the department's own warning about a worst case, not a plan. The FY2025 rate puts North Carolina in the lowest paying tier, which is a big improvement, but it's still a cost the state hasn't had before. What it means for you: expect the county to ask for proof of income and household changes and to check it closely. Answering verification requests quickly and keeping copies protects your case.
FY2025 SNAP Funding in North Carolina per Resident
North Carolina's FY2025 SNAP benefit obligations were the 10th-largest of any state: $2,811,396,212, according to USAspending.gov FY2025 data. Grantsights analysis of USAspending.gov FY2025 obligations, using Census Bureau July 1, 2025 estimates, puts that at $251.06 per resident, about 1.3% below the national figure of $254.36 for the 50 states and D.C.
| State | FY2025 SNAP benefit obligations | Per resident | FY2025 error rate |
|---|---|---|---|
| North Carolina | $2,811,396,212 | $251.06 | 7.36% |
| Georgia | $3,228,668,751 | $285.65 | 15.21% |
| South Carolina | $1,307,437,542 | $234.72 | 8.80% |
| Tennessee | $1,554,080,025 | $212.45 | 9.44% |
| Virginia | $1,622,916,734 | $182.76 | 12.32% |
| 50 states and D.C. | $86,936,054,742 | $254.36 | 10.62% (national) |
Data: USAspending.gov (opens in a new tab) obligations for Assistance Listing 10.551 by recipient state, FY2025; per-resident math uses Census Bureau July 1, 2025 estimates; error rates are USDA's FY2025 figures.
Specifically, North Carolina's $251.06 per resident sits between Virginia's $182.76 and Georgia's $285.65, and it's close to the national figure. That's despite a gross income limit (200%) higher than the 130% USDA's June 2026 BBCE chart lists for Georgia and South Carolina; Virginia also uses 200%, and Tennessee isn't on the BBCE list.
North Carolina stands out on administration. According to USAspending.gov FY2025 data, the state received $235,521,652 for SNAP state administration (Assistance Listing 10.561), or $21.03 per resident against $19.53 nationally, the 5th-largest dollar total. That money was the federal 50% share of running the program. Since October 1, 2026, the federal share is 25%, which is why NCDHHS projected extra state and county costs.
How to read this: the per-resident figure isn't your benefit. A North Carolina family of four faces the same $1,023 maximum and the same federal deductions as a family in Virginia; what differs is how many residents are eligible and enrolled.
What NCDHHS's FNS Page Doesn't Tell You
NCDHHS's pages are clear about how to apply, but a few things are missing or out of date, and they change what you should do.
- The benefit table is a year old. On October 28, 2026, NCDHHS's main FNS page still showed maximums of $298 for one person and $994 for four. Those are the October 2025 to September 2026 figures. USDA's current maximums are $306 and $1,023. Use the USDA numbers when you estimate your benefit.
- It doesn't publish the 200% limit. The page says caseworkers decide which income limit applies. USDA's chart is where the 200% figure and the no-asset-limit rule appear. If someone tells you that you make too much at $3,600 a month for a family of four, ask the county whether BBCE was applied.
- There's no way to get stolen money back. The skimming page says it plainly, but many families learn it only after a theft. Freeze the card in ebtEDGE between shopping trips. In our view, it's the single most useful thing an NC cardholder can do this year.
- Your old exemption may have ended. If you're a veteran, homeless, 55 to 64, or a parent whose youngest child is 14 to 17, the time limit may now apply. NCDHHS screens at recertification, and the 3 months can run out fast. Ask your caseworker in writing.
- Lost power can mean lost food. If food bought with FNS spoils in a disaster or power outage, ask your county DSS right away whether you can get a replacement, and keep proof of the outage.
- SNAP enrollment opens other doors. FNS households with young children can use that enrollment for WIC; see our WIC program guide. Kids on FNS get SUN Bucks automatically, and FNS households can still apply for heating help through our North Carolina LIHEAP guide.
Avoid FNS and EBT Scams in North Carolina
NCDHHS says it and county DSS offices will never ask for your EBT card information or PIN. USDA's SNAP scam alerts page (opens in a new tab) describes texts claiming a card is locked, posts offering instant cash and websites promising monthly food stamp payments. The FTC's government grant scams page (opens in a new tab) says real government agencies don't charge to apply.
Red flags:
- A text or call asking for your EBT card number or PIN
- A fee to apply for FNS or to "speed up" approval
- A website that isn't epass.nc.gov or ncdhhs.gov collecting your Social Security number
- An offer of a "North Carolina food grant" you didn't apply for
If you've been targeted, change your PIN at 1-888-622-7328, freeze the card in ebtEDGE, and report the scam at ReportFraud.ftc.gov (opens in a new tab). NCDHHS also encourages reporting theft to local police.
Other Food and Money Help in North Carolina
FNS rarely covers a full month of food; North Carolina's July 2026 average was about $175 per person. Pair it with:
- WIC for pregnant and postpartum women and children under 5, covered in our WIC guide.
- Energy help through LIEAP and the Crisis Intervention Program at your county DSS; see our North Carolina LIHEAP guide.
- Work First, North Carolina's TANF cash program, covered nationally in our TANF guide, and short-term help in our emergency cash assistance guide.
- Food banks and pantries. Dial 211 or visit 211.org (opens in a new tab).
- Neighboring states. If you're moving, compare rules in our Georgia food stamps guide.
If you're not sure FNS is the right fit, Grantsights' free eligibility checker can help you sort out where to go next, though it doesn't approve anyone for FNS and there's no North Carolina food grant for it to find. Choose "Individual," then "Personal financial help" or "Student," and it lists official routes (the USA.gov benefit finder, rental help, help with bills, food help and studentaid.gov) along with the 211 line.
