WV PATH and West Virginia Food Stamps 2026-27: Limits

By GrantsightsUpdated 29 official sourcesHow we checkCorrections

Quick Answer: The official portal for West Virginia food stamps is WV PATH (People's Access to Help) at wvpath.wv.gov (opens in a new tab), where you apply, see benefits, start renewals and report changes; the PATH Help Desk is 1-304-414-0047.

Full answer and how we checked it

Grantsights is an independent guide, not the State of West Virginia, and it'll never ask for your Optum Gov ID password, Social Security number or case number. SNAP in West Virginia is run by the Bureau for Family Assistance (BFA) of the West Virginia Department of Human Services (DoHS), which took over these programs from the former DHHR. For October 1, 2026 through September 30, 2027, most households can have gross income up to 200% of poverty ($5,500 a month for four), most face no asset test, and a family of four can get up to $1,023 a month on the Mountain State Card. Interviews are by phone unless you ask to meet in person.

This guide is for: West Virginians trying to get into WV PATH, apply for food help, or keep it: a Kanawha County parent whose shifts were cut, a retired miner's widow in McDowell County living on a fixed check, a Morgantown worker who just turned 55 and got a work-rule letter, or a grown child helping a parent with a renewal.

Data note: Grantsights checked the BFA SNAP, SNAP Employment and Training, Office of EBT, FAQ and Summer EBT pages, the BFA ABAWD requirements sheet and EBT FAQ, the DoHS field office directory, and DoHS news releases on the ABAWD changes (November 3, 2025), stolen-benefit replacement (January 10, 2025) and the soda waiver pause (July 10, 2026) on October 28 and 29, 2026. We also read the West Virginia Income Maintenance Manual (the full edition posted October 5, 2026, including the October 1, 2026 SNAP tables), the WV PATH public tutorials, and the help text built into the WV PATH site. Federal sources were USDA's FY2025 payment error rates (dated June 24, 2026), its state participation tables (data as of October 9, 2026) and FY2025 state summary, its BBCE chart (June 29, 2026), its EBT chip card map (October 28, 2026) and its West Virginia food restriction waiver page. Funding figures are federal fiscal year 2025 (October 1, 2024 to September 30, 2025) obligations to West Virginia on USAspending.gov (opens in a new tab) for Assistance Listings 10.551 (SNAP benefits), 10.561 (SNAP administration) and 10.646 (Summer EBT), divided by the Census Bureau's July 1, 2025 estimate of 1,766,147 West Virginia residents. Those obligations are federal commitments to the state's program, not a measure of what one family receives.

Using WV PATH: Login, Help Desk, Documents and Renewals

WV PATH handles applications for several DoHS programs, so most "wv path" problems are account problems, not eligibility problems. Everything in this table comes from the official WV PATH tutorials (opens in a new tab) and the FAQ inside the PATH site.

TaskWhat WV PATH's own help says

The PATH Help Desk is 1-304-414-0047, 8 a.m. to 5 p.m., Monday through Friday. The site footer also has "Submit Technical Issue" and "Email Technical Help" options. Call the help desk for login or website problems; call the DoHS Customer Service Center at 1-877-716-1212 about your case itself.

Who can open an account. Any adult 18 or older (or emancipated minor) can create one. The primary person on a case sees everything; other adults see only their own information unless the primary person grants them access in the Permissions section.

Getting paperwork to DoHS. PATH applications are signed electronically, but the PATH FAQ says you'll still need to send any requested documents to your county office. DoHS posts a county office contact list (opens in a new tab) with county email addresses, and the DoHS field office directory (opens in a new tab) covers all 55 counties.

Other programs in the same portal, per PATH's application tutorial: Medicaid and WVCHIP health coverage, home energy help (LIEAP), Medicare premium assistance, School Clothing Allowance, child care services and child support services. PATH's site description also lists WV WORKS cash help among the programs DoHS manages.

Help in person. PATH lists Community Partners by county at the bottom of its home page, with each partner's address, hours, services and languages. West Virginia's No Wrong Door site is another starting point if you don't know which office to call.

Stick to official West Virginia addresses. The real portal is WV PATH (opens in a new tab), and DoHS's SNAP pages live on bfa.wv.gov (opens in a new tab). Search results for "wv path" include third-party pages that copy the name, and none of them can see or change your case.

West Virginia SNAP Income Limits for October 2026 to September 2027

According to the BFA SNAP page (opens in a new tab), which matches the Income Maintenance Manual's October 1, 2026 update, here are West Virginia's gross income figures, alongside USDA's federal net limits and maximum benefits for the same period:

How West Virginia gets to 200%. The Income Maintenance Manual explains that a household eligible to receive information and referral services about TANF-funded programs (the DFA-SNAP information and referral brochure mailed on approval) is categorically eligible when its gross income is at or below 200% of poverty. USDA's BBCE chart (opens in a new tab), updated June 29, 2026, describes the same thing: West Virginia makes all households eligible through its information and referral services brochure, with no asset limit and a 200% gross income limit. The manual's own example is a family of five at 185% of poverty whose gross income is too high under the regular rule but who's treated as passing the gross test and then budgeted on net income.

What 200% doesn't do. It gets you past the gross test, not past the benefit formula. DoHS's manual says if the full monthly benefit works out to $0, the application is denied, categorical eligibility or not.

Older and disabled members. The BFA SNAP page says households with someone 60 or older or disabled skip the gross income test, can deduct more shelter and utility costs, and can deduct medical expenses over $35 a month.

Who can't use the 200% route. The manual lists cases where a household can't be categorically eligible, such as a member disqualified for an intentional program violation, or a member with certain drug-related felony convictions. Those households must meet the 130% gross test, the net test and the asset limit.

A West Virginia worked example

Specifically, take a Charleston family of three with $2,500 a month in wages, $800 rent, and a gas heating bill billed separately. The October 1, 2026 figures in Appendix B of the Income Maintenance Manual give a $217 standard deduction and a $536 Heating/Cooling Standard. Subtract 20% of wages ($500) and $217, and adjusted income is $1,783. Shelter costs of $1,336 minus half of adjusted income ($891.50) leave a $444.50 shelter deduction, under the $769 cap. Net income is about $1,338.50; 30% of that rounds to $402, and $808 minus $402 is about $406 a month. Our national SNAP benefits guide explains each deduction.

West Virginia utility standard (from October 1, 2026)AmountWho gets it
Heating/Cooling Standard (HCS)$536Households billed for their main heating or cooling source, or that got LIEAP in the past 12 months
Non-Heating/Cooling Standard (NHCS)$342Two or more other utilities, such as water and electric
One Utility Standard (OUS)$91One non-heating utility, such as a phone
Homeless shelter deduction$205.66Households experiencing homelessness

A common mistake: assuming a bill for wood, coal or kerosene doesn't count. West Virginia's manual lists wood, wood pellets, coal and heating oil as utilities, and a regular heating bill only during the cold months is enough for the HCS. Internet, cable and prepaid phones don't count.

West Virginia's asset rules

The BFA SNAP page lists an asset limit of $3,000, or $4,750 if at least one person is 60 or older or disabled, then adds that most households won't be subject to it. In practice, savings only matter if your household can't use categorical eligibility. If you're not sure, ask your worker before you spend down savings you may need.

How to Apply for SNAP in West Virginia

StepHow it works in West VirginiaTiming
1. ApplyWV PATH (Apply Now, account required), the partial SNAP application if you have no email, a paper SNAP application (opens in a new tab) (Spanish version also posted), or your county DoHS officeYour filing date starts the clock
2. InterviewBy phone, unless you choose face-to-faceScheduled after you apply
3. VerifySend requested proof to your county officeBy the date on your request
4. DecisionNotice by mail and in PATH's My MessagesFederal rules: 30 days, or 7 days if you qualify for expedited help
5. Mountain State CardMailed in plain envelopes that look like junk mail7 to 10 business days after the card is ordered

The Income Maintenance Manual says, "All individuals who apply for SNAP benefits using any method, are interviewed by phone unless the individual chooses to be interviewed face-to-face." If you apply on or after the 16th of the month and qualify for expedited service, the manual says your first partial month and first full month are issued together.

Grantsights' free eligibility checker can point a West Virginia household that's also short on rent or power bills to other official routes, but it doesn't send anything to DoHS and there's no grocery grant behind it. After you choose "Individual" and then "Personal financial help" or "Student," it lists the USA.gov benefit finder, rental help, help with bills, food help, studentaid.gov (opens in a new tab) and the 211 line.

How long approval lasts changed in 2026. Since January 1, 2026, the manual certifies most West Virginia households for 6 months instead of 12. Households where every adult is 60 or older or disabled, with no earned income, can be certified for 24 months, with a short interim report (PRC-2) at the 12-month point and no interview. The review due date shows in the benefits section of your PATH account, so check it a month ahead.

What you must report between reviews. The BFA SNAP page lists three changes, due by the 10th of the month after they happen:

Report thisThreshold
Income over the gross limitThe 130% or 200% figure printed on your approval notice
Gambling or lottery winningsMore than $4,750 from a single ticket, game or bet
A work-rule exemption endsOr your work hours fall below 20 a week or 80 a month

Report through WV PATH, by phone at 1-877-716-1212, by fax to 304-558-1869, or by mail to DoHS Office of Constituent Services, P.O. Box 1668, Charleston, WV 25326-1668.

West Virginia Work Requirements and the 2025 Law

DoHS's November 3, 2025 announcement (opens in a new tab) put the 2025 law's work-rule changes in place on November 1, 2025, and estimated they'd affect about 36,000 West Virginia SNAP recipients.

ChangeWhat DoHS says
Age rangeNow 18 through 64 (it had stopped at 54)
DependentsOnly a child under 14 in the SNAP group exempts you; parents of 14- to 17-year-olds must meet the rule unless otherwise exempt
Removed exemptionsVeterans, people experiencing homelessness, and former foster youth under 25
New exemptionIndians, Urban Indians and California Indians as defined by the Indian Health Care Improvement Act

According to the BFA ABAWD requirements sheet (opens in a new tab), the time limit is any 3 months in a 36-month period, and West Virginia's current period runs January 1, 2025 through December 31, 2027. You meet the rule by working 80 hours a month (unpaid work counts) or taking part in a work program for 80 hours. Volunteering, WIOA services, Trade Adjustment Act services and SNAP Employment and Training all count. If you use up your 3 months, you can regain eligibility at any time by meeting the 80 hours in a 30-day period. DoHS's sheet doesn't list any waived counties.

SNAP Employment and Training is voluntary in West Virginia and open to any SNAP recipient 18 or older. The BFA E&T page (opens in a new tab) lists adult education, job readiness, transportation help and placements in CDL, nursing, dental, HVAC, plumbing and construction training, with partners including Coalfield Development, Goodwill, West Virginia Women Work and Blenko Glass. Ask your county office or 1-877-716-1212 for a referral.

Other 2025-law changes. We didn't find a DoHS page that dates the law's other SNAP changes, such as the narrower non-citizen rules, for West Virginia. Ask your worker how they apply to your household.

The Mountain State Card: Deposits, Balance, Skimming and Chip Cards

West Virginia's EBT card is the Mountain State Card, run by FIS. The Office of EBT page (opens in a new tab) lists 1-866-545-6502, 24 hours a day, for balances, PINs, lost or stolen cards, cards that never arrived, unauthorized use and claims. The cardholder portal is ebtEDGE.com, and you can activate a new card by phone or there. The Office of EBT's own line is 304-558-4126.

Deposit dates come from the first letter of the payee's last name, per section 1.4.19.B.2 of the Income Maintenance Manual:

First letter of last nameDay benefits post
B, X, Y, Z1st
C, F2nd
H, N, V3rd
I, M, O, U4th
Q, S5th
A, W6th
J, K, P7th
D, E, R8th
G, L, T9th

Stolen benefits generally aren't replaced now. DoHS said in January 2025 that it can only replace benefits stolen by skimming or cloning between October 1, 2022 and December 20, 2024, and that later claims will be denied. Protection is up to you:

  • The Office of EBT says the FIS ebtEDGE app is the only approved mobile app for Mountain State Cards and tells cardholders not to use non-FIS apps, naming Propel and Providers.
  • In the ebtEDGE portal or app, block internet and out-of-state transactions when you don't need them.
  • Three wrong PINs lock the card for 24 hours; the EBT FAQ says only a PIN reset in ebtEDGE reverses that.
  • A replacement card keeps your existing PIN and arrives in 7 to 10 business days.

Chip cards aren't here yet. USDA's EBT modernization map (opens in a new tab), updated October 28, 2026, lists West Virginia only as a "bordering state," meaning it has no chip card project in place. That's another reason to use the ebtEDGE blocks.

Soda is back on the list, for now. West Virginia started a SNAP soda restriction on January 1, 2026 under a USDA waiver. On June 22, 2026, a federal court in Aragon v. Rollins vacated USDA's approval, according to USDA's West Virginia waiver page (opens in a new tab). DoHS announced on July 10, 2026 (opens in a new tab) that sweetened, carbonated drinks are eligible again "while the State and the U.S. Department of Agriculture Food and Nutrition Administration (USDA FNA) evaluate next steps," and the manual removed the soda section on August 1, 2026.

No restaurant meals. USDA's Restaurant Meals Program page, updated August 7, 2026, doesn't list West Virginia, so SNAP can't buy hot restaurant meals here except under a disaster waiver.

Disasters. After the July 21, 2026 storms, DoHS got a hot-foods waiver for Lewis, Pleasants, Ritchie and Upshur counties and ran Disaster SNAP; by September 23 it had helped 86 households (348 people). If your food spoils in a declared storm, call 1-877-716-1212 and ask about food loss replacement.

SNAP Stretch and SUN Bucks in West Virginia

SNAP Stretch is the West Virginia Food and Farm Coalition's farmers market match. Its FAQ (opens in a new tab) says there's no sign-up: spend SNAP at a participating farmers market, farm stand, CSA, mobile market or local grocer and you get a 1:1 match in SNAP Stretch dollars for fruits, vegetables, herbs and food-producing plants. It also lists an added match when a child shops with you and a higher match for shoppers 60 and older. The market finder (opens in a new tab) includes places such as Capitol Market in Charleston and the Charles Town Farmers Market. Every market runs it a little differently, so ask at the market.

SUN Bucks (Summer EBT): yes in 2026. The BFA Summer EBT page (opens in a new tab) says West Virginia paid $120 per eligible school-aged child in 2026, with benefits from June 1 through August 20, 2026. Students 6 to 17 who got SNAP or WV WORKS during the 2025-2026 school year, certain Medicaid categories (MGKF, MFKS or MGPR), or who were in foster care, homeless, migrant, runaway or WV Head Start, were enrolled automatically. Others had to file a paper application; DoHS says there's no online option, and income had to be at or under 185% of poverty. Attending a Community Eligibility Provision school doesn't qualify a student by itself. Benefits are removed if not used within 122 days, and cards from 2025 are reused, so keep yours.

According to USAspending.gov FY2025 data, West Virginia received $21,066,539 in Summer EBT obligations (Assistance Listing 10.646). Grantsights analysis of those records works out to $11.93 per West Virginia resident, 14th of 51 and above the $8.16 national figure. Our Summer EBT guide covers the program nationally.

West Virginia's Error Rate, Cost Share and SNAP Dollars

West Virginia's FY2025 payment error rate was 6.69% (6.22% overpayments, 0.46% underpayments), down from 9.43% in FY2024, according to USDA's FY2025 payment error rates (opens in a new tab). That's well below the national 10.62%. An error rate counts mistakes in both directions; it isn't a fraud rate.

Cost change under the 2025 lawWhat it means for West Virginia
Federal share of admin costs drops from 50% to 25% (from FY2027)FY2025 federal admin obligations were $38,739,624 ($21.93 per resident vs $19.53 nationally)
Benefit cost share from fiscal year 2028At 6.69%, West Virginia falls in the 5% bracket (6% to under 8%)

Grantsights analysis of USAspending.gov FY2025 obligations puts a 5% share at roughly $25 million a year, based on $507,164,044 in West Virginia benefit obligations. Getting under 6% would erase it. The law lets a state use its FY2025 or FY2026 rate for fiscal year 2028, so the FY2026 rate matters. None of this changes your benefit formula.

How much SNAP reaches West Virginia. Federal SNAP benefit obligations for West Virginia were $507,164,044 in FY2025, according to USAspending.gov award records. Grantsights analysis of those obligations and Census estimates puts that at $287.16 per resident, above the $254.36 average for the 50 states and D.C. and 14th of 51.

Two federal totals, about 10% apart. USDA's own FY2025 state summary puts West Virginia's benefits at $558,127,063, about 10% more than USAspending's obligation total. USAspending records money when USDA commits it to the state, while USDA's summary adds up benefits actually issued month by month, so the two rarely match. USDA's figures also show an average of about 272,843 people a month in FY2025, getting about $170 each.

In July 2026, 248,226 West Virginians in 133,972 households were on SNAP, roughly one resident in seven, according to USDA's state participation tables (opens in a new tab) (data as of October 9, 2026). A year earlier the count was 270,722, so the state's caseload fell 8.3%, less than the 13.3% drop nationwide over the same twelve months. Benefits for that July came to $42,262,784, or about $170 a person. Don't read the per-resident column as a benefit amount: a household with the same income and costs gets the same federal maximum in any state in the table. Our guides to food stamps in Ohio, Pennsylvania, Kentucky, Maryland and Virginia cover the neighbors.

What DoHS's SNAP Pages Don't Tell You

  1. The 200% rule is easy to miss. The BFA page shows the 200% column only in its change-reporting chart. A family above 130% of poverty could easily read the federal chart, assume it's over the limit, and never apply.
  2. PATH won't take your SNAP documents. Its tutorial says the upload feature is for child support applications only. Plan to email, fax or hand in proof at the county office, and keep copies.
  3. Approvals are shorter now. Six-month certifications since January 2026 mean twice as many renewals for most working families. A missed renewal is the fastest way to lose benefits you still qualify for.
  4. EBT phone hours are listed two ways. The Office of EBT page says customer service reps answer 24/7; the Summer EBT page lists live help weekdays 8 a.m. to 4:45 p.m., with the automated line around the clock. If you can't reach a person at night, use the automated menu to freeze or report a lost card.
  5. The asset limit for older and disabled households is current. DoHS's $4,750 figure matches USDA's FY2027 limit, but it only matters for households that can't use categorical eligibility.
  6. The LIEAP link to the heating standard may change. West Virginia's October 2026 manual still says any LIEAP recipient gets the $536 Heating/Cooling Standard. The 2025 law limits that energy-assistance shortcut to households with an elderly or disabled member, so ask your worker which rule your case uses and report your real heating bills either way.
  7. The SNAP Stretch FAQ has old Summer EBT links. It points to an online app and a retired DHHR web page; DoHS says Summer EBT applications are paper only. Trust the BFA page.

Avoid WV PATH and Mountain State Card Scams

The Office of EBT warns cardholders to delete non-FIS card apps and use ebtEDGE, and DoHS's stolen-benefit notice says to keep your PIN and card number secret, change your PIN often and check your account for charges you didn't make. USDA's SNAP scam alerts page (opens in a new tab) describes fake texts about locked cards and websites that promise food stamp payments in exchange for personal data, and the FTC's government grant scams page (opens in a new tab) says real government programs don't charge up-front fees.

Red flags for West Virginia households:

  • A text or social media post with a link to "verify" WV PATH or "unlock" a Mountain State Card.
  • Any app other than FIS ebtEDGE asking for your 16-digit card number and PIN.
  • Someone offering to fix your Optum Gov ID or speed up a DoHS case for a fee.
  • A "West Virginia food grant" or "bonus SNAP payment" that isn't from DoHS. Disaster SNAP is real, but DoHS announces it on its news page (opens in a new tab) with specific counties and office locations.

To report SNAP fraud or trafficking, use the West Virginia Office of Inspector General's online complaint form (opens in a new tab) or call (304) 558-1970. For scams aimed at you, block card use in ebtEDGE, call 1-866-545-6502, and file a report at ReportFraud.ftc.gov (opens in a new tab).
