Full answer and how we checked it

If you're running a nonprofit film festival, screening series or touring film program, your main grant sources are the National Endowment for the Arts' Grants for Arts Projects ($10,000 to $100,000, with a 1:1 cost share), your state arts agency, which the NEA funds through partnership agreements, and private foundations that report giving on IRS Form 990-PF.

Data note: Foundation counts come from Grantsights analysis of IRS Form 990-PF grant records tagged to arts and culture, grouped by recipient state and pulled October 29, 2026, with filings mostly from tax years 2023 through 2025. The arts cause covers 51 state groups. Federal totals are USAspending.gov obligations by fiscal year.

Across the US, these foundations gave 220,125 grants totaling $10,606,816,531.

Historical giving does not establish an open application or eligibility for your organization. For-profit operators should check each foundation's applicant rules before buying.

The full list names all 31,050, state by state: what each gave, to whom, for what, and a link to its filings. One payment, no subscription.

$29 keeps this list for good. $99 opens all nine causes, including churches and ministries, in every state for a year.

  • Foundation data from the foundations' own public tax returns (IRS Form 990-PF), not government grants. We never promise funding.
  • Paid by card through Stripe, with an emailed receipt (refund details in our terms).
  • For comparison, full foundation databases are subscriptions: Candid Premium is $1,199 a year (nonprofit price, billed annually) and Instrumentl starts at $299 a month (billed annually). This list is $29, once.

Film festivals mix arts presenting, tourism and community events. Funders that see you as an arts organization fund programming; funders that see you as an event fund marketing and access. Say clearly which you are in each request.

Film festival source review, Grantsights, October 29, 2026: Grantsights checked the NEA's Grants for Arts Projects page (opens in a new tab), its FY2027 Visual and Media Arts application instructions (opens in a new tab), its Partnership Agreements page (opens in a new tab), USAspending.gov totals and 990-PF filings naming film festivals and film centers. Where official sources stop: the NEA lists festivals as eligible. It doesn't say how many festival applications win, or which festivals your state arts agency already funds.

NEA Grants for Arts Projects: $10,000 to $100,000 for Festivals

According to NEA guidance, the FY2027 Visual and Media Arts instructions list "film/audio/new media festivals; curated series, screenings, installations, and/or touring programs" among the activities the discipline supports. That puts a nonprofit film festival squarely inside Grants for Arts Projects (GAP), the agency's main grant for organizations.

GAP ruleValue
Request range$10,000 to $100,000
Challenge America requests$10,000 only
Cost shareAt least 1:1, cash or in-kind
Eligible applicants501(c)(3) nonprofits, units of state or local government, federally recognized tribes
Track recordAt least 5 years of arts programming before the deadline
SizeAt least $20,000 in operating expenses in the most recent completed fiscal year
ApplicationsGenerally one per calendar year

The 5-year rule is the first filter. A festival in its third year can't apply on its own; it either waits, or partners with an eligible presenter that applies for the project.

FY2027 dates and what comes next

FY2027 cycleGrants.gov deadlineNEA portal deadlineDecisionEarliest start
February cycle (GAP 1)February 12, 2026February 25, 2026November 2026January 1, 2027
July cycle (GAP 2)July 9, 2026July 21, 2026April 2027June 1, 2027

Both FY2027 deadlines have passed. The NEA's pattern is two cycles a year, so check its site for the FY2028 guidelines. Pick the cycle whose earliest start date falls before your festival's planning costs begin; a fall festival often fits the July cycle of the year before.

Challenge America: the $10,000 option

According to the NEA's Challenge America page (opens in a new tab), the category is limited to organizations with operating budgets under $250,000 in their last completed fiscal year, projects focused on underserved communities (those whose chances to experience the arts are limited by geography, ethnicity, economic status or disability) and requests of exactly $10,000. The 1:1 match still applies. For a small rural or community festival, it's often the more realistic first NEA application.

State Arts Agencies: The NEA's Money, Closer to Home

According to the NEA's Partnership Agreements page (opens in a new tab), the agency makes partnership grants to state arts agencies and regional arts organizations. Those agencies then run their own grant programs for arts organizations in their state or region; categories and sizes vary, so read your agency's current guidelines.

For a film festival, the state arts agency is usually the easier first public grant. Requests are smaller, the applicant pool is local and staff will often talk through eligibility before you apply. Ask three questions:

  1. Does the agency fund media arts organizations and festivals in its current guidelines?
  2. Does it offer general operating support to organizations of your size?
  3. Does your region have a local arts council that regrants state money?

Grantsights didn't find evidence that state film offices fund nonprofit festivals as a matter of course; most film-office pages describe production programs. Ask yours, but don't build a budget around it.

3 Budget Lines and Who Pays for Each

Festivals have three kinds of costs, and different funders like different lines.

Budget lineExamplesPublic sourcesPrivate sources
ProgrammingScreening fees, filmmaker travel, panels, curationNEA GAP, state arts agency project grantsArts and family foundations
Access and educationFree screenings, student programs, captioning, rural toursChallenge America, state arts agenciesEducation and community funders

Programming is the easiest line to fund. Operations is the hardest, which is why the foundation gifts below matter.

Which Foundations Fund Film Festivals: What 990-PF Filings Show

Grantsights counted 220,068 arts and culture grants across 51 state groups in 990-PF records pulled October 29, 2026. According to IRS rules, private foundations report each grant on IRS Form 990-PF (opens in a new tab), and film festivals and film centers appear by name.

These tax year 2025 grants went to film festivals and film presenters:

FoundationFestival or presenterStateGrantStated purpose
The Shared Earth FoundationDC Environmental Film FestivalDC$125,000Financial support for general purposes
Dancing Llama FoundationUtah Film CenterUT$100,000Arts

The Provident Community Charitable OrganizationFriends of the Music HallNH$21,000Give the Gift of Magic; NH Film Festival
The Ninigret FoundationThe Colonial TheaterRI$8,000Learning through music, film and art

Two things stand out. First, the largest gift here was for general purposes, the kind of unrestricted money NEA rules don't cover. Second, the environmental festival drew two foundations that care about the topic, not film. A themed festival can approach funders of its theme. One center in Salt Lake City, the Utah Film Center, drew $100,000 from a single family foundation.

Festival organizers can browse the Grantsights arts and culture funder list for their state at no charge; foundations that accept requests appear first, with their recent grants. Look for gifts to cinemas, film centers, theaters and arts councils near you, plus funders of your festival's theme. One $29 payment opens every state's full list, the $99 plan includes all cause lists for 12 months, and both carry a full 30-day refund.

What the NEA Doesn't Tell You About Funding a Film Festival

These 4 points come from reading the NEA's rules against festival budgets.

  1. The 1:1 match is a timing problem. You need matching money committed or spent within the grant period. Line up sponsors and foundation gifts before you apply.
  2. Five years means five years of arts programming. Count your history carefully; a young festival may do better partnering with an older presenter.
  3. Your theme is a second funder pool. Environmental, human rights, disability and regional festivals can ask foundations that fund those causes, as the DC example shows.
  4. Community access wins points. Free or rural screenings, captioning and student programs fit Challenge America and state agency priorities better than premieres do.

The honest view: NEA money is competitive and covers project costs, not your year-round office. Most festivals build on a base of sponsors, ticket income, the state arts agency and two or three steady foundations.

Common Mistakes in Film Festival Grant Requests

Check every draft against these 5 points.

  • Describing the festival, not the project. A common mistake is a mission essay. NEA and state reviewers fund defined activities with dates, venues and audiences.
  • No audience data. Report attendance, share of free tickets, zip codes or counties served and student participants. A request with no numbers is a red flag.
  • Underestimating the match. Count only commitments you can document; in-kind venue space needs a written value.
  • Programming without a curatorial rationale. Explain why these films, for this community, now.
  • Registration gaps. NEA applications start on Grants.gov and need a Unique Entity ID. See the SAM.gov registration guide.
