Grants for Free Tax Preparation Programs 2026: VITA, TCE

By GrantsightsUpdated 8 official sourcesHow we checkCorrections

Quick Answer: If you're running a Volunteer Income Tax Assistance (VITA) site or a Tax Counseling for the Elderly (TCE) site, the IRS itself is your biggest grant source.

Full answer and how we checked it

According to USAspending.gov data, the VITA matching grant program obligated $39.28 million in FY2025 and TCE obligated $11.83 million. Both post on Grants.gov (opens in a new tab) each May 1, and the VITA application is due May 31. Private foundations, especially bank and financial company foundations, add money for coordinators, outreach and equipment. Foundations reporting on IRS Form 990-PF are a real but smaller source for this work, and many of the bank funders give by invitation only.

Data note: State figures are Grantsights analysis of IRS Form 990-PF grants tagged to human services, grouped by recipient state and pulled October 29, 2026; the human services data covers 51 state groups and 206,056 grants, mostly from tax years 2023 to 2025. The 2 tax help gifts named below are from tax year 2025 filings. VITA and TCE totals are USAspending.gov obligations for listings 21.009 and 21.006 by fiscal year (FY).

Across the US, these foundations gave 206,147 grants totaling $7,313,379,620.

Historical giving does not establish an open application or eligibility for your organization. For-profit operators should check each foundation's applicant rules before buying.

The full list names all 33,185, state by state: what each gave, to whom, for what, and a link to its filings. One payment, no subscription.

$29 keeps this list for good. $99 opens all nine causes, including churches and ministries, in every state for a year.

  • Foundation data from the foundations' own public tax returns (IRS Form 990-PF), not government grants. We never promise funding.
  • Paid by card through Stripe, with an emailed receipt (refund details in our terms).
  • For comparison, full foundation databases are subscriptions: Candid Premium is $1,199 a year (nonprofit price, billed annually) and Instrumentl starts at $299 a month (billed annually). This list is $29, once.

Free tax help is one of the few nonprofit services with its own dedicated federal grant. The trade-off is IRS rules on training, quality review and reporting.

Free tax preparation source review, Grantsights, October 29, 2026: Grantsights checked the IRS VITA grant program page (opens in a new tab), Applying for a VITA grant (opens in a new tab), the Tax Counseling for the Elderly page (opens in a new tab), Applying for a TCE grant (opens in a new tab), the IRS free tax return preparation page (opens in a new tab) and 990-PF filings naming VITA and tax help programs. Where official sources stop: none of them says how to pay a site coordinator in the 8 months a year when no returns are filed.

VITA grants

According to IRS guidance on the VITA grant program page (opens in a new tab), the IRS awards matching funds to organizations that offer free tax preparation during filing season in all 50 states and the District of Columbia. The page lists 3 common uses:

  1. Staff. Hiring people who build community partnerships and recruit and keep volunteers.
  2. Outreach. Designing and printing posters, flyers and postcards about free tax help and volunteering.
  3. Site operations. General operating costs such as laptops and office supplies.

The application page (opens in a new tab) says the opportunity appears on Grants.gov under Assistance Listing 21.009 beginning May 1, with applications due on or before May 31. You'll need Publication 4671, registration in the System for Award Management (SAM) and a Grants.gov account. The checklist includes a narrative with program, civil rights and financial sections, Form 13978 (projected operations) and Form 13977 (budget plan).

Because it's a matching grant, plan your non-federal share before you write. Volunteer time, donated space and foundation gifts are common candidates; confirm what counts in Publication 4671.

Tax Counseling for the Elderly

According to IRS guidance on the TCE page (opens in a new tab), the program offers free tax help to people 60 and older through cooperative agreements between the IRS and eligible organizations. The funds reimburse volunteers for out-of-pocket costs like transportation and meals. TCE also posts on Grants.gov from May 1, under Assistance Listing 21.006, with instructions in Publication 1101.

Senior centers, area agencies on aging and groups with retiree volunteers are natural TCE applicants. If your site sits inside a senior center, the grants for senior centers guide covers the building and meal funders that can carry the rest of the year, and grants for senior services covers in-home and caregiver programs that often share volunteers with TCE.

Who VITA Sites Serve

The IRS free tax preparation page (opens in a new tab) says VITA generally serves people who make about $70,244 or less, persons with disabilities and limited English-speaking taxpayers, and focuses on filers who meet Earned Income Tax Credit (EITC) guidelines. Individual sites can set their own limits.

The same page notes 2 quality rules that shape your budget:

  • Every volunteer who prepares returns must pass tax law training that meets or exceeds IRS standards.
  • Every return gets a quality review check before it's filed.

Training and review take staff time. Funders who don't know VITA may assume volunteers make it free to run, so explain why it isn't. Sites that serve many limited English speakers can also pitch interpreters and translated outreach to the funders in grants for immigrant services.

Which Foundations Fund Free Tax Help: What 990-PF Filings Show

Private foundations list each grant on IRS Form 990-PF (opens in a new tab). Across Grantsights' sample of named tax year 2025 grants in every cause, only 2 named VITA or tax help directly:

FunderTax help recipientStateAmountPurpose written on the 990-PF
Wells Fargo FoundationUnited Way of North Central New Mexico, AlbuquerqueNM$40,000Tax Help New Mexico
Wells Fargo FoundationRural Dynamics Inc. (RDI), Great FallsMT$30,000Financial health: VITA program support

Both came from the same bank foundation, which Grantsights data marks as not taking unsolicited requests. That's the honest picture: tax help money from foundations often comes from financial companies that pick their grantees through local relationships, not open applications.

The broader human services records show who else gives in each state. Wells Fargo Foundation alone reported $917,500 across 11 human services grants in New Mexico and $960,000 across 16 in Montana, with medians of $25,000 and $17,500. Those figures show how much a bank foundation can matter locally, even when it isn't open to cold requests.

Find tax help funders in your state

Preview your state on the Grantsights human services funder list at no cost. Funders open to applications are listed first, each with recent grantees, so you can see who already backs United Ways, financial coaching and anti-poverty programs near you. A $29 one-time purchase covers every state on the list, and the $99 plan covers every cause list for a year; both carry a 30-day full refund.

How a Year-Round Tax Help Program Pays for Itself

A free tax program runs on a 12-month cycle with only 3 to 4 months of filing. The programs that last plan the other 8 months as carefully as the season itself.

Pair tax help with other financial services

Consider pairing tax help with benefits screening, financial coaching or credit counseling outside tax season. That gives a coordinator year-round work and gives funders a broader reason to give. A request to a United Way or community foundation that says "tax help in spring, benefits and budgeting help the rest of the year" reads as a program, not a seasonal event. The community foundation grants guide explains how donor-advised funds and field-of-interest funds work, which helps when a community foundation is your largest local backer.

Ask companies for more than money

If staff from a local bank or accounting firm volunteer as preparers or quality reviewers, their employer has a reason to fund your site. When you ask a company for volunteers, ask about its giving program in the same meeting, and keep the 2 conversations linked. The corporate grants for nonprofits guide covers how company giving programs decide.

Count what funders want to see

Track a small set of numbers every season and keep them for 3 years:

MeasureWhy funders askWhere it comes from
Returns filedShows volumeSite records
Total refundsShows money returned to local householdsReturn summaries
EITC claimsShows reach to working familiesReturn summaries
Volunteers certifiedShows training capacityIRS certification records
Languages servedShows accessIntake forms

Report only what your records support. If a number isn't tracked, leave it out rather than estimating.

A small example of stacking sources

Specifically, the Montana and New Mexico gifts above were $30,000 and $40,000. One program in Great Falls or Albuquerque could pair a gift that size with a VITA award and a United Way grant so that no single source pays the full coordinator salary. That's illustrative: Grantsights doesn't know how either recipient built its budget.

What the IRS Doesn't Tell You About Funding a VITA Site

These 4 points come from comparing the IRS pages with 990-PF filings.

  1. The calendar is backward. You apply in May for a season that starts the following January. Budget so the program survives summer and fall without returns coming in.
  2. The grant is a match. The IRS sends matching funds, so the program you can run depends on the local money you raise first.
  3. Bank funders are relationship funders. The 990-PF filings show tax help gifts from a bank foundation that doesn't take unsolicited requests. Meet local bank branch and community relations staff before you ask.
  4. "Volunteer" doesn't mean free. Training, quality review, software and coordination are real costs. Funders who see only volunteers will underestimate the budget.

Grantsights' honest take: the strongest VITA programs stack the IRS grant, a United Way or community foundation gift and 1 or 2 bank relationships, so no single source carries the coordinator.

Common Mistakes in VITA and TCE Grant Requests

Use these 5 checks on every application.

  • Missing the May window. A common mistake. The VITA application is due May 31, and federal registration can take weeks; see the SAM.gov registration guide.
  • No match plan. Name the non-federal sources before you apply.
  • Counting returns only. Report refunds returned to the community, EITC claims and languages served too, if your data supports it.
  • Ignoring data security. Funders and the IRS care how taxpayer information is protected.
  • Cold-emailing bank foundations. Many don't take requests. Ask for a local introduction.

The Grantsights grant database lists open federal and state notices for anti-poverty and financial programs.

Sites that serve seniors share funders with grants for senior services and grants for senior centers. Programs serving new arrivals should read grants for immigrant services. Sites that help young adults in transitional housing file a first return can point those programs to grants for homeless youth programs. Bank and company giving is covered in corporate grants for nonprofits, and the community foundation grants guide explains how local donor funds work.
