Alabama LIHEAP 2026: Income Limits and How to Apply
Quick Answer: Alabama's LIHEAP is run by the Alabama Department of Economic and Community Affairs (ADECA) through 18 regional Community Action Agencies covering all 67 counties.
Full answer and how we checked it
Under the approved FY2027 plan (October 1, 2026 to September 30, 2027), a family of four qualifies with gross income up to $4,125 a month (150% of poverty), regular heating help runs $280 to $580, and crisis help can reach $1,100 in winter. The heating season runs October 1, 2026 to April 30, 2027 and the cooling season May 1 to September 30, 2027, with one regular and one crisis payment allowed in each.
This guide is for: Alabamians behind on an Alabama Power, Spire or co-op bill, anyone holding a disconnect notice in a cold snap or a July heat wave, households heating with propane or wood, and family members setting up a LIHEAP appointment for a grandparent.
Data note: Grantsights checked ADECA's LIHEAP page (opens in a new tab), the FY2027 Alabama LIHEAP State Plan (opens in a new tab) (marked "Submission Accepted," revision 2, for October 1, 2026 to September 30, 2027), the FY2026 LIHEAP Policy Manual (opens in a new tab) and its payment chart, and the Alabama Public Service Commission's General Rules (opens in a new tab) against ACF's October 9, 2026 funding release (opens in a new tab) on November 3, 2026. The Alabama per-resident comparison uses ACF's allotment table and Census Bureau 2025 state population counts.

Alabama LIHEAP 2026-27 at a Glance: 2 Seasons, 4 Payments
Alabama splits its LIHEAP year into 2 seasons and allows 4 payments in all: one regular and one crisis payment in the heating season, and the same again in the cooling season. That makes Alabama one of the few states that spends almost as much on summer as on winter. The approved FY2027 plan puts 25% of funds into heating, 25% into cooling, 12% into winter crisis and 12% into summer crisis.
| Payment | Season | FY2027 plan amount | Who it's for |
|---|---|---|---|
| Regular heating | October 1, 2026 to April 30, 2027 | $280 to $580 | Eligible households, paid to the main heating source |
| Crisis heating | October 1, 2026 to April 30, 2027 | Up to 200% of the regular amount; capped at $1,100 | Households in an energy-related crisis |
| Regular cooling | May 1 to September 30, 2027 | $320 to $520 | Eligible households, paid to the electric account |
| Crisis cooling | May 1 to September 30, 2027 | Up to 200% of the regular amount; capped at $990 | Households in an energy-related crisis |
Sources: Alabama FY2027 LIHEAP State Plan, sections 1.2, 2.6, 3.6 and 4.12; FY2026 LIHEAP Policy Manual, sections 3.1 and 3.2. The plan's own date table repeats the prior year's calendar; the manual sets the seasons by month every year.
The rest of the FY2027 budget goes to weatherization (13%), administration (10%), carryover into FY2028 (2%) and energy-saving services (1%). Compared with the prior year, the plan shifted money from regular heating (29% to 25%) and cooling (28% to 25%) toward summer crisis (8% to 12%) and weatherization (10% to 13%).

Alabama LIHEAP Income Limits for 2026-27 (150% of Poverty)
Alabama's limit is 150% of the HHS poverty guidelines for heating, cooling and crisis help, according to sections 2.1, 3.1 and 4.1 of the FY2027 plan. Section 2.5 says ADECA uses the 2026 guidelines and counts gross income for the month before the month you apply: apply in December, bring November's income.
| Household size | FY2027 monthly limit (2026 guidelines) | FY2026 monthly limit (effective October 1, 2025) |
|---|---|---|
| 1 | $1,995 | $1,956 |
| 2 | $2,705 | $2,644 |
| 3 | $3,415 | $3,331 |
| 4 | $4,125 | $4,019 |
| 5 | $4,835 | $4,706 |
| 6 | $5,545 | $5,394 |
| 7 | $6,255 | $6,081 |
| 8 | $6,965 | $6,769 |
| Each additional person | add $710 | add about $688 |
Sources: FY2027 figures are Grantsights' application of the plan's 150% line to the 2026 HHS poverty guidelines (opens in a new tab); the plan itself works the one-person figure ($15,960 × 1.5 ÷ 12 = $1,995). FY2026 figures are from ADECA's Summarized Eligibility Requirements (opens in a new tab), effective October 1, 2025. ADECA says it will update the chart again when the 2027 guidelines are released, usually in January.
One out-of-date sheet to watch for. ADECA's eligibility summary still posted on its documents page is the FY2026 version, with lower limits. The FY2027 plan's limits are higher by $39 to $196 a month depending on household size. If an agency quotes you the older number and your income falls between the two, ask about the FY2027 chart.
Who counts in the household. The FY2026 manual counts the income of every household member, including a non-qualified non-resident whose income is counted even though that person isn't counted in household size. A grandparent caring for grandchildren without custody papers is counted as a household of one, but the children's income still counts.
For health coverage on similar income, see our Alabama Medicaid income limits guide, and for food help, our Alabama SNAP guide.
How Much Alabama LIHEAP Pays: The 3-Tier Payment Chart
Alabama's payment chart uses 3 factors: last month's gross income, household size and fuel type. Section 2.5 of the FY2027 plan splits each household size's income limit into 3 equal tiers; the lowest-income third gets the most. For one person, the plan gives the FY2027 tiers as $0 to $665, $666 to $1,331 and $1,332 to $1,995 a month.
ADECA hadn't posted its PY2027 payment chart on November 3, 2026. The dollar amounts below are from the PY2026 chart in the FY2026 manual (Appendix D). The FY2027 plan keeps the same $280 minimum and $580 maximum, and its worked example (a one-person electric household at $700 a month getting $410) matches the PY2026 chart, so the payments appear unchanged; only the income tiers move up.
| Household size and income tier | Propane | Natural gas | Electric | Wood, coal or kerosene |
|---|---|---|---|---|
| 1 person, lowest third | $500 | $480 | $440 | $400 |
| 1 person, middle third | $470 | $450 | $410 | $370 |
| 1 person, top third | $380 | $360 | $320 | $280 |
| 3 people, lowest third | $520 | $500 | $460 | $420 |
| 3 people, middle third | $490 | $470 | $430 | $390 |
| 3 people, top third | $400 | $380 | $340 | $300 |
| 4 or more, lowest third | $530 | $510 | $470 | $430 |
| 4 or more, middle third | $500 | $480 | $440 | $400 |
| 4 or more, top third | $410 | $390 | $350 | $310 |
Source: ADECA FY2026 LIHEAP Policy Manual, Appendix D (PY2026 Payment Assistance Chart). Households larger than four get the four-person amounts. Add $50 for a high-energy-need household.
The $50 add-on. Section 6.1.6 of the manual lets the agency add $50 to a regular payment, and another $50 to a crisis payment, when the household has a child under 18, someone 60 or older, or a disabled member. It's all or nothing: the $50 can't be split.
Crisis math. A crisis payment is the least it takes to restore service or fix the crisis for the next 30 days, but it can't be more than twice your regular payment. Crisis money can also cover deposits, reconnect fees, late fees, propane tank set-up and rental fees, and delivery surcharges, according to section 6.2.5 of the manual.
Worked example. For example, a family of three in Birmingham earning $3,000 a month with Spire gas heat is under the $3,415 limit and falls in the top income third. At the PY2026 chart's rates, its regular heating payment would be $380, plus $50 because there are two children under 18, for $430 to Spire. If Alabama Power then sends a disconnect notice for $900 in January, crisis heating could pay up to $760 (twice the $380 chart amount) plus another $50, or $810, leaving the family to cover $90. The plan's own example works the same way: a one-person electric household at $700 a month gets a $410 regular amount, so its crisis cap is $820, plus $50 for being elderly and disabled.
Subsidized tenants. If you get a monthly utility allowance with a Housing Choice Voucher or public housing, the manual says the allowance is subtracted from your regular payment. An electric household of four at $1,000 a month with a $100 allowance would get $310 instead of $410.
Season Dates and Funding for 2026-27
Alabama's heating season is 7 months long, October 1 to April 30, and the cooling season is 5 months, May 1 to September 30, according to section 3 of ADECA's policy manual. Heating and crisis heating payments can only be made in the heating months; cooling payments only in the summer months.
| Date | What happens |
|---|---|
| October 1, 2026 | FY2027 LIHEAP year and heating season begin |
| October 9, 2026 | First FY2027 federal LIHEAP money reaches Alabama ($52.6 million) |
| Any freezing day | No residential gas or electric cutoff when 32°F or below is forecast |
| January 2027 | ADECA expected to update income limits to the 2027 guidelines |
| April 30, 2027 | Heating season ends |
| May 1, 2027 | Cooling season begins |
| September 30, 2027 | FY2027 year ends |
Federal funding status. Alabama's share of the first FY2027 federal release is $52,632,620, according to the ACF allotment data in its October 9, 2026 state table (opens in a new tab). ACF says the $3.63 billion release is 90% of the funding available under the Continuing Appropriations and Extensions Act, 2027 (Public Law 119-103), signed September 2, 2026, and that funds are restricted for states without an approved FY2027 plan; Alabama's plan shows "Submission Accepted." The LIHEAP Clearinghouse lists Alabama's full FY2026 funding as $58,667,004. How much more arrives in FY2027 depends on a full-year spending bill that Congress hadn't passed as of November 3, 2026.
Money goes fast at some agencies. ADECA's summary says the amount a household gets depends on available federal funds, and ADECA allocates funds to agencies by each area's share of poverty. When a local agency's money is gone, appointments stop until more arrives, which is why an early call matters.
How to Apply for Alabama LIHEAP in 4 Steps
Alabama has 18 LIHEAP regions, and ADECA's page is blunt: it doesn't schedule appointments or take applications. Everything goes through your county's Community Action Agency, which the FY2027 plan says has service centers in all 67 counties.
- Find your agency on ADECA's LIHEAP map and contact list (opens in a new tab).
- Book an appointment by the agency's call center or online scheduler. The FY2027 plan says many agencies hold appointments for older adults on specific days at senior centers.
- Bring your documents (list below). If you mail an application, send copies, never original Social Security cards or IDs.
- Follow up. If your application isn't approved or denied within 15 days, you can ask for a conference or hearing.
Agencies for the largest counties, as ADECA lists them on November 3, 2026:
| County | Community Action Agency | Phone ADECA lists |
|---|---|---|
| Jefferson, Blount, St. Clair and 4 more | Community Action Agency of Northeast Alabama | Call center 855-287-1730 |
| Mobile, Washington | Mobile Community Action | Call center 251-206-6117 |
| Madison, Limestone | Community Action Agency Huntsville/Madison and Limestone Counties | Call center 256-907-1550 |
| Montgomery | Montgomery Community Action Committee and CDC | Call center 334-230-5259 |
| Baldwin and 6 more | Community Action Agency of South Alabama | Call center 877-246-7836 |
| Tuscaloosa and 9 more | Community Service Programs of West Alabama | Call center 833-836-7817; 60 and older 205-469-0386 |
| Shelby, Autauga, Chilton, Elmore | Community Action Partnership of Middle Alabama | Call center 205-287-0139 |
| Lee | Alabama Council on Human Relations | Call center 334-246-5266 |
| Morgan, Cullman, Lawrence and 2 more | Community Action Partnership of North Alabama | Morgan 256-260-4050 |
| Houston, Coffee, Dale area counties | Southeast Alabama Community Action Partnership | Call center 844-680-2044 |
Documents to bring, from ADECA's eligibility summary:
- The applicant's photo ID and Social Security cards for everyone in the home
- Proof of gross income for every household member for the month before you apply, or a Declaration of Household Income if someone has no income that a government agency can verify
- A recent heating or cooling bill with your account number, in the name of the head of household or spouse
- For crisis help: the disconnect notice, a doctor's or nurse's statement if the crisis is medical, or proof your propane tank is low
Crisis Help and Cutoff Rules: 48 Hours and the 32-Degree Rule
Alabama agencies must resolve a crisis within 48 hours after the application and documents are complete, and a life-threatening crisis within 18 hours of the signed application, according to sections 4.2 to 4.5 of the FY2027 plan.
What counts as a crisis. Any of these, in heating or cooling season:
- A household member's health would likely be in danger from weather and lack of heat, air conditioning or ventilation (with a physician or nurse statement)
- The household was hurt by a state or federally declared disaster or emergency
- The household includes a child under 18, someone 60 or older, or a disabled member
Life-threatening crisis. A documented life-threatening medical condition plus any of these: no home energy service, a pending disconnection, or less than 10% of a propane, wood, coal or kerosene supply with no backup heat. A member who relies on electric medical equipment also qualifies, with a medical statement.
Alabama PSC cutoff rules. Rule 12 of the Alabama Public Service Commission's General Rules (opens in a new tab) sets these protections for the utilities the PSC regulates:
| Rule 12 provision | What it means |
|---|---|
| 5 days' written notice | The utility must warn you in writing at least 5 days before cutting service for a past-due bill |
| 32°F rule | No residential electric or gas cutoff for nonpayment when the National Weather Service forecasts 32°F or below for your location that day |
| 3:30 p.m. rule | No cutoff after 3:30 p.m. on a day before the utility office is closed |
| Pay before the truck | You can pay the full past-due amount any time before the actual disconnection |
| Extensions and installments | Each utility office must have someone with authority to extend the due date or set up installments |
| Health and age | Utilities must have tariff rules for cases where a shutoff threatens life or health, or the customer needs special consideration due to age or disability |
There's no summer heat rule in the PSC's General Rules, according to the LIHEAP Clearinghouse's disconnect policy summary (opens in a new tab), updated July 20, 2026. Electric co-ops and city-owned utilities can follow their own cutoff policies, so ask yours for its rules. To file a complaint about a regulated utility, use the Alabama PSC complaint page (opens in a new tab) or call 800-392-8050.
Vendor protection. Every vendor that takes LIHEAP money signs ADECA's Home Energy Supplier Agreement, which the manual says protects households against loss of service for at least 30 days.
Alabama's FY2027 LIHEAP Money Per Resident
Alabama's first FY2027 LIHEAP release is $52,632,620. Grantsights analysis of ACF's October 9, 2026 allotment table and Census Bureau July 1, 2025 population estimates found Alabama received $10.14 per resident, slightly below the $10.44 average for the 50 states and D.C.
| State | ACF's first FY2027 allotment | 2025 population (Census) | Per Alabamian or neighbor resident | National rank, 51 jurisdictions |
|---|---|---|---|---|
| Alabama | $52,632,620 | 5,193,088 | $10.14 | 33rd |
| Mississippi | $31,855,822 | 2,954,160 | $10.78 | 30th |
| Tennessee | $61,629,663 | 7,315,076 | $8.43 | 38th |
| Georgia | $82,619,533 | 11,302,748 | $7.31 | 43rd |
| Florida | $104,478,877 | 23,462,518 | $4.45 | 50th |
| 50 states and D.C. | $3,569,741,735 | 341,784,857 | $10.44 | n/a |
Alabama numbers come from ACF's first FY2027 release by state (opens in a new tab) and the Census Bureau's Vintage 2025 state totals (opens in a new tab); the five territories aren't ranked.
Specifically, Alabama's $10.14 is more than double Florida's $4.45 and $2.83 ahead of Georgia's $7.31, according to the Census population data and ACF's table, though it trails Mississippi by $0.64. Applying the FY2027 plan's split to this first release, about $13.2 million (25%) is set aside for regular heating and another $13.2 million for regular cooling, with about $6.3 million each for winter and summer crisis. Neighbors can compare our Mississippi LIHEAP guide, Georgia LIHEAP guide and Florida LIHEAP guide.
What ADECA's LIHEAP Page Doesn't Tell You
The honest gap: ADECA's page lists the agencies and the 150% rule, but 6 things that change your outcome aren't on it.
- You can get help twice a year, not once. One regular and one crisis payment in the heating season, then the same again in the cooling season. Plenty of households underestimate this and never come back in May.
- Fuel type changes the check. A propane household gets $100 more than a wood or kerosene household in the same tier. Tell the agency your real primary fuel.
- The $50 add-on isn't automatic. It's the agency's option. If you have a child, someone 60 or older, or a disabled member, say so at intake.
- Crisis can pay deposits and reconnect fees. If you've already been cut off and the utility wants a deposit, crisis money can cover it (except for prepay accounts).
- The bill must be in your name or your spouse's. A bill in a relative's or roommate's name can stop the application.
- Freezing days protect you, but only that day. The 32°F rule blocks a cutoff on the forecast day, not for the season. Use the cold day to call the agency, not to wait.
Programs That Stack With Alabama LIHEAP
At least 4 Alabama utility and charity programs can add to a LIHEAP payment, according to the LIHEAP Clearinghouse. It calls the charity funds last-resort money with limited dates, so apply for LIHEAP first.
| Program | Who runs it | What it does |
|---|---|---|
| Base charge discount | Alabama Power | About $14.50 a month off the base charge for customers verified as SSI or Medicaid for Low Income Families recipients; apply at an Alabama Power office or 1-800-245-2244 |
| Project SHARE | American Red Cross, funded by utility customer donations | Year-round bill help for seniors, disabled people and those on fixed or low incomes; apply at your county Red Cross office |
| Operation Warm | Decatur Utilities, Joe Wheeler EMC and Hartselle Utilities, through Community Action Partnership of North Alabama | One-time help for elderly, disabled or health-crisis customers |
| Weatherization Assistance Program | ADECA through local agencies | Air sealing, insulation and repairs, up to 200% of poverty |
Weatherization gets 13% of the FY2027 LIHEAP budget, up from 10%. It's the only one of these that lowers the bill for good. Alabama taxpayers can also give to the state's Neighbors Helping Neighbors Fund on their income tax return, which supports low-income weatherization. Homeowners facing bigger repairs can read our home repair grants guide for Alabama-eligible options.
Common Mistakes and Scam Red Flags
These 5 mistakes cost Alabama households LIHEAP money, based on ADECA's manual and eligibility summary:
- Bringing this month's pay stubs. Alabama counts last month's income. A common mistake is bringing the wrong month and having to rebook.
- Skipping the cooling season. Summer payments are a separate pot with their own crisis help.
- Mailing originals. ADECA says to send photocopies of Social Security cards and IDs, never originals.
- Using a relative's bill. The account must be in the head of household's or spouse's name.
- Waiting for the cutoff truck. A disconnect notice plus a child, senior or disabled member in the home already qualifies as a crisis.
Scam red flags. The FTC's warning about fake utility collectors (opens in a new tab) says real utilities don't demand gift cards, wire transfers, cryptocurrency or payment apps. In Alabama, a caller threatening to cut Alabama Power service the same day without the 5-day written notice the PSC requires, or on a day forecast at 32°F or below, is a red flag. So is anyone charging a fee to book a LIHEAP appointment or promising a cash grant. Hang up, call the number on your bill, and report scams at ReportFraud.ftc.gov (opens in a new tab).
Alabama LIHEAP Denials and Empty Funds: 4 Next Steps
Alabama gives you 45 days to ask for a fair administrative hearing, according to the denial notice template in ADECA's FY2026 manual.
- Ask for a conference or hearing. You can request one if you're denied, if no decision comes within 15 days, if you think the amount is wrong under the payment chart, or if you disagree with the eligibility decision. Put the hearing request in writing to your agency within 45 days.
- Expect the state to decide. The agency's hearing officer sends the record to ADECA in Montgomery, and the state office makes the final call.
- Come back next season. A denial for "no funds available" in the heating season doesn't block you from cooling help starting May 1.
- Look past LIHEAP. Dial 211, ask your utility for an extension or installment plan, and check our emergency cash assistance guide, rental assistance guide and help for seniors guide. Our Lifeline guide covers cheaper phone service.
Our national LIHEAP guide explains the federal rules behind Alabama's program.
If you aren't sure where to start, the free eligibility checker on Grantsights takes a couple of minutes: choose "Individual," then "Personal financial help," and it lists official routes for bills, rent, food and benefits screening. It doesn't hand out grants. For an Alabama power or gas bill, the route ends at your county's Community Action Agency.

Frequently Asked Questions
What is the income limit for Alabama LIHEAP in 2026-27?
Alabama's approved FY2027 LIHEAP plan uses 150% of the 2026 HHS poverty guidelines, counted as gross income for the month before you apply. That's $1,995 a month for one person, $3,415 for three and $4,125 for a family of four. ADECA says it will switch to the 2027 guidelines when they come out.
How much does Alabama LIHEAP pay?
The FY2027 plan lists regular heating help of $280 to $580 and regular cooling help of $320 to $520, based on income, household size and fuel type. Crisis help can't be more than double your regular amount, with caps of $1,100 in winter and $990 in summer. Agencies may add $50 for a household with a child under 18, someone 60 or older, or a disabled member.
When can I apply for LIHEAP in Alabama?
ADECA's policy manual splits the year into a heating season from October 1 to April 30 and a cooling season from May 1 to September 30. You can get one regular payment and one crisis payment in each season. Local agencies book appointments while their money lasts, so call early in the season.
How do I apply for LIHEAP in Alabama?
Contact the Community Action Agency for your county; ADECA says it doesn't schedule appointments or take applications itself. Many agencies have a call center and an online appointment scheduler, and some take applications online. Bring a photo ID, Social Security cards for everyone, last month's income and a recent utility bill with your account number.
Can Alabama Power cut off my power in cold weather?
Not on a freezing day. Alabama Public Service Commission Rule 12 bars disconnecting residential electric or natural gas service for nonpayment when the National Weather Service forecasts 32 degrees or below for that location that day. The utility must also give at least 5 days' written notice and can't cut you off after 3:30 p.m. before a day its office is closed.
What counts as a crisis for Alabama LIHEAP?
The FY2027 plan counts a crisis when a household member's health is at risk from heat or cold, the home was hit by a declared disaster, or the household includes a child under 18, someone 60 or older, or a disabled member. A life-threatening crisis, such as no service, a pending cutoff or under 10% of a propane tank, must be resolved within 18 hours.
Can I appeal an Alabama LIHEAP decision?
Yes. Ask your local agency for a conference or a fair administrative hearing in writing within 45 days of being told the decision. You can also ask for one if your application isn't approved or denied within 15 days. ADECA's state office in Montgomery makes the final decision.
