My Maine Connection and Maine SNAP 2026-27: How to Apply
Quick Answer: The official portal for Maine SNAP is My Maine Connection (opens in a new tab), run by the Maine DHHS Office for Family Independence (OFI), and the OFI Eligibility Call Center is 1-855-797-4357.
Full answer and how we checked it
Grantsights is an independent guide, not OFI, and it never asks for your login, Social Security number or case number. OFI's chart for applications from October 1, 2026 lists a gross limit of $5,359 a month for a family of four (labeled 200% of poverty), the four-person maximum benefit is $1,023, and USDA lists no asset limit for Maine. OFI has 30 days to decide, every applicant has an interview, and SNAP households now get a $20.01 Heat and Eat cash payment once a year.
This guide is for: Mainers trying to log in to My Maine Connection, apply for SNAP (still called food stamps, and the Food Supplement program on some state pages), keep benefits through a 6 Month Report or renewal, or figure out a card that suddenly won't work.
Data note: Grantsights checked OFI's SNAP page (income chart, application steps, work and student rules, EBT rules), the Maine.gov office list, OFI's SNAP Outreach, SUN Bucks, EBT scam, SNAP E&T and Quality Control pages, OFI's August 10, 2026 Heat and Eat partner fact sheet and February 2026 noncitizen FAQ, My Maine Connection's own Help & FAQ pages, and USDA's broad-based categorical eligibility chart, FY2025 payment error rates, July 2026 state participation tables, FY2025 state benefit summary, EBT chip card map, Restaurant Meals Program list and food restriction waiver page, on October 29, 2026. Federal money figures are FY2025 (October 1, 2024 to September 30, 2025) obligations to Maine from USAspending.gov (opens in a new tab) for Assistance Listings 10.551 (SNAP benefits) and 10.561 (state administration). Per-resident math divides by the Census Bureau's July 1, 2025 estimate of 1,414,874 Mainers. Those totals are what Washington committed to Maine's program, not what any family receives. Federal background lives in our national SNAP benefits guide.

Applying costs nothing, and SNAP isn't a "grant" anyone can sell you a shortcut to. A website or caller that wants a fee to file with OFI isn't OFI.
How to Apply for Food Stamps in Maine: 4 Routes
OFI's SNAP page (opens in a new tab) lists four ways to apply, and OFI says it has to make a decision on every application it receives. If you're unsure whether you qualify, My Maine Connection has a free Prescreening Tool, but OFI's advice is simple: just apply.
| Route | How it works | Details from OFI |
|---|---|---|
| Online | My Maine Connection (opens in a new tab) | You need an account to submit an application; the site works in Chrome, Edge, Firefox and Safari |
| Phone | 1-855-797-4357 | Interpretation on request; call center hours are 7:00 a.m. to 4:00 p.m., Monday to Friday |
| Mail, email or fax | OFI, 114 Corn Shop Lane, Farmington, ME 04938; Farmington.DHHS@Maine.gov; fax (207) 778-8429 | Download the paper application from OFI's forms page first |
| In person | One of 16 DHHS district offices | OFI's noncitizen FAQ lists office hours of 8:00 a.m. to 4:00 p.m. on weekdays |
Source: OFI SNAP page (opens in a new tab) and DHHS district office list (opens in a new tab).
The district office list (opens in a new tab) covers Augusta, Bangor, Biddeford, Calais, Caribou, Ellsworth, Farmington, Fort Kent, Houlton, Lewiston, Machias, Portland, Rockland, Sanford, Skowhegan and South Paris. Each office has its own phone and email, but eligibility questions for SNAP, MaineCare and TANF go to the same 1-855-797-4357 line. TTY users can dial Maine Relay 711.
The interview. Every applicant has one, by phone or in person. OFI says an Eligibility Specialist calls you, and it takes about 30 minutes on average. OFI recommends saving 1-855-797-4357 in your contacts so you don't let the interview call go to voicemail thinking it's spam.
Proof and timing. OFI asks for proof of identity, income and expenses within 10 days, by letter with a due date. Sending pay stubs, rent receipts, child care receipts and utility bills with the application speeds things up. OFI has 30 days to decide and mails a Notice of Decision. If you're approved and have never had an EBT card, it arrives in 5 to 7 days. If you're denied, you have 30 days to send more information or request a hearing.
Free help applying. OFI pays community groups to help people apply. Its SNAP Outreach page (opens in a new tab) lists these partners:
| Organization | Area served |
|---|---|
| Good Shepherd Food Bank | Statewide |
| Maine Federation of Farmers' Markets | Statewide |
| Full Plates Full Potential | Statewide, with a focus on Cumberland, Sagadahoc, Androscoggin, Lincoln, Waldo, Knox, Hancock and Washington |
| Maine Access Immigrant Network | Statewide, focused on Greater Portland |
| Food and Medicine | Penobscot, Waldo, Hancock, Piscataquis and Washington counties |
| Healthy Acadia | Hancock and Washington counties |
| Age Maine (formerly Southern Maine Area Agency on Aging) | Cumberland and York counties |
Using My Maine Connection: Account, Password, Documents and Renewals
My Maine Connection describes itself as Maine's self-service portal for MaineCare and Cub Care, SNAP, TANF, HOPE, Emergency Assistance and SUN Bucks. Everything below comes from the portal's own Help & FAQ pages and OFI documents.
Creating an account. You need an account to submit an application and manage benefits, though the Prescreening Tool works without one. Each person can have only one account, and your username is the email address you signed up with. If you already have an account, use it rather than starting a new one.
Password and login trouble. Click Reset Password on the Sign In screen, just below the Password field. If you can't remember which email you used, call the help desk at 1-855-797-4357. The portal's footer lists MMCHelp.DHHS@maine.gov for help logging in. One thing that trips people up: the site logs you out after 15 minutes of inactivity, so gather your documents before you start a long form.
Uploading documents. Click "Documents" on your Dashboard to reach the Document Center. The rules are strict:
| File type | Size limit |
|---|---|
| PDF, DOCX, XLSX, MSG, EML, TIF, TIFF | 2 MB |
| JPEG, JPG, PNG | 5 MB |
| Password-protected files or other types | Not accepted |
A confirmation message means OFI received the file, not that it has accepted it as proof. Uploads from the past 13 months show under "Recently Submitted." OFI also accepts proof by mail, drop-off or email.
Renewals and the 6 Month Report. When either one is due, a "Renewal" or "SNAP 6 Month Report" button appears on your Dashboard. If both are due, the portal says to finish the Renewal first. While either button is showing, "Report a Change" disappears, but you can update your information inside the form.
Checking your case. OFI's noncitizen FAQ says the portal runs 24 hours a day, 7 days a week, and once you're signed in you can read letters, apply, renew, report changes, print your current benefit levels and check program eligibility.
What else is on it. MaineCare covers health care, including the Medicare Savings Program. TANF covers cash help for families with children, including Parents as Scholars and Alternative Aid. HOPE helps parents pay for school after high school. Emergency Assistance pays vendors for families with children facing past-due utilities, repairs, a disaster or another emergency. SUN Bucks covers summer groceries for school-age kids.
No phone call needed for some help. The portal's home page offers a "Schedule a call" tool so an OFI representative can call at a time you pick, plus a playlist of video tutorials on signing up and applying.
There's no official My Maine Connection app listed on OFI's pages, so be wary of any app store listing that claims to be one. Your EBT card has its own separate app, ebtEDGE, run by the card vendor FIS.
Maine SNAP Income Limits for October 2026 to September 2027
Maine uses broad-based categorical eligibility, so most households face a gross income limit of 200% of poverty instead of the federal 130%. USDA's BBCE chart (opens in a new tab) (updated June 29, 2026) lists Maine with "all households are eligible" through a resource guide, no limit on assets, and a 200% gross limit. OFI's chart:
| People in your household | OFI gross monthly limit (labeled 200%) | Federal default gross limit (130%) | FY2027 maximum benefit |
|---|---|---|---|
| 1 | $2,609 | $1,729 | $306 |
| 2 | $3,525 | $2,345 | $562 |
| 3 | $4,442 | $2,960 | $808 |
| 4 | $5,359 | $3,575 | $1,023 |
| 5 | $6,275 | $4,191 | $1,217 |
| 6 | $7,192 | $4,806 | $1,463 |
| 7 | $8,109 | $5,421 | $1,616 |
| 8 | $9,025 | $6,037 | $1,841 |
| Each additional | +$917 | +$616 | +$225 |
Sources: OFI SNAP income eligibility chart (opens in a new tab), marked effective October 1, 2026; federal 130% limits and maximum benefits from USDA's FY2027 standards for the 48 contiguous states and D.C.
The numbers don't quite line up. OFI's maximum benefits match USDA's new FY2027 figures, but its income column looks a year old. USDA's FY2027 net limit for four is $2,750 (100% of poverty), so 200% is $5,500, not the $5,359 OFI shows; for one person, it's $2,660 versus OFI's $2,609. Grantsights couldn't confirm which figure OFI's system actually applies. If your income falls between the two numbers, apply anyway and ask your Eligibility Specialist which limit was used.
Specifically, a family of four with $4,800 a month in gross pay is over the federal $3,575 line but under either Maine figure, so it's screened in, and OFI then subtracts rent, utilities, child care and the 20% earnings deduction. Whether any money results depends on the federal formula: the maximum benefit minus 30% of net income. Our national SNAP guide walks through that math.
Older and disabled Mainers. Households with someone 60 or older or disabled only need to pass the net income test. The Heat and Eat Supplement, below, now qualifies those households for Maine's highest utility deduction, and OFI says that raises SNAP for over 12,000 households.
A common mistake is assuming savings disqualify you. OFI's page says it looks at "financial resources," but USDA's chart lists no asset limit for Maine under BBCE. Don't skip applying because you have money in the bank.
The Heat and Eat Supplement: Maine's $20.01 a Year
This one is unique to Maine. According to OFI's August 2026 partner fact sheet (opens in a new tab), the Governor's 2026 supplemental budget created a yearly $20.01 payment for SNAP households to help with home energy costs.
| Question | What OFI says |
|---|---|
| Who gets it | SNAP households, automatically; there's no application |
| When | August 31, 2026 for households on SNAP that August; new households in the month they're approved; then about the same month each year |
| Where | The cash side of your EBT card, not the food side; choose "cash" at the register or withdraw it at an ATM |
| How long | It expires 180 days after it's deposited |
| Why | It lets households with someone 60+ or disabled get SNAP's Full Standard Utility Allowance automatically |
| Effect on benefits | OFI says over 12,000 households will see higher SNAP; over 60% of households no longer need extra utility calculations |
OFI is open about the motive: the main goal is to simplify budgeting, cut verification and lower Maine's payment error rate, with higher benefits for some households as a side effect. It isn't the same as HEAP, the heating assistance program run through MaineHousing and local CAP agencies. You can get both. See our LIHEAP guide for how HEAP works. According to USAspending.gov FY2025 data, Maine received $43,229,102 in LIHEAP obligations, or $30.55 per resident, the third-highest rate among the 50 states and D.C.
The fact sheet also mentions a Worker Supplement Benefit that some working SNAP households already receive the same way. OFI's public pages don't give its amount, so ask OFI whether your household qualifies.
Maine SNAP Work Rules: The Clock Reset October 1, 2026
OFI posted an update on October 19, 2026: Maine's new 36-month ABAWD time-limit period began October 1, 2026 and runs through September 30, 2029. That means anyone subject to the time limit starts fresh with 3 months of SNAP before the work requirement kicks in.
| Rule | What OFI's SNAP page (opens in a new tab) says |
|---|---|
| Who the ABAWD rule covers | Adults 18 to 64 who can work and don't live with a child under 14 |
| How to meet it | 80 hours a month of work (paid, unpaid or for goods), a work program such as SNAP E&T, or a mix |
| Volunteer option | Workfare or community service hours equal to your benefit divided by Maine's minimum wage |
| Time limit | 3 months in the 36-month period if you don't meet the rule; months don't need to be in a row |
| Exemptions | Health limitation, pregnancy, someone under 14 in the household, exempt from general work rules, or member of a federally recognized tribe (or IHS-eligible) |
| Getting SNAP back | Meet the rule for 30 days or report an exemption |
| General work rules | Ages 16 to 59: respond to job requests and don't quit or cut hours below 30 a week without good reason |
| Earnings exemption | Working 30 hours a week or earning at least $217.50 a week |
The exemption list on OFI's page doesn't include veterans or people experiencing homelessness, which matches the 2025 federal law. OFI published an ABAWD questions-and-answers sheet in May 2026 and a volunteering flyer for people who want to meet the rule through community service.
SNAP E&T is free job training, adult education and certificate programs for SNAP recipients who don't get TANF. OFI's E&T page (opens in a new tab) lists providers by area.
College students enrolled more than half-time need an exemption, such as working 20 hours a week, caring for a child under 6, or being placed in school by SNAP E&T, HOPE or WIOA. OFI says students who get most meals from a campus meal plan don't qualify.
Noncitizens. OFI's February 2026 FAQ (opens in a new tab) says the 2025 law's restrictions took effect in Maine on April 1, 2026. Refugees, asylees, parolees and several other groups lost federal SNAP unless they're green card holders. OFI estimated about 3,500 people affected: about 1,200 could move to state-funded SNAP under a Maine hardship rule with no gap, and about 600 would lose SNAP. OFI also says it doesn't report applicants to immigration agencies when they list an undocumented status, and it doesn't check a parent's status when applying only for a U.S.-born child.
Your Pine Tree EBT Card: Out-of-State Block, Scams and Theft
Maine's EBT card is the Pine Tree card, and FIS runs card customer service at 1-800-477-7428.
The out-of-state block. Since August 2025, OFI has limited card use to Maine, New Hampshire and Vermont to stop thieves from draining cards in other states. Online orders delivered to a Maine address aren't affected. Traveling to see family in another state? Call OFI at 1-855-797-4357 before you go.
Chip cards. USDA's EBT modernization map (opens in a new tab), updated October 28, 2026, lists Maine as a state with a chip card project in progress. OFI's SNAP page hasn't announced a date, so your current magnetic-stripe card is still the one to use.
What OFI's scam page (opens in a new tab) warns about:
- Robocalls or voicemails asking you to call back and enter your card number. Scammers copy the greeting "Welcome to Maine EBT Customer Service" and have even used DHHS's own recordings.
- Calls, texts or emails asking for your card number or PIN. The only time you enter them is when you call 1-800-477-7428.
- Messages threatening to cut off benefits unless you act now.
DHHS says it will never call or text you for your card number or PIN. If you're unsure whether a call is real, hang up and call OFI directly. You don't need to report a phishing attempt unless your card was compromised.
If your card was compromised or benefits were stolen: during business hours, call OFI at 1-855-797-4357 to disable the card and request a new one. After hours, call FIS at 1-800-477-7428, or use the ebtEDGE app or website. Change your PIN, report the theft to local police, and file with the FTC at ReportFraud.ftc.gov (opens in a new tab). Be realistic about getting money back: USDA's stolen benefits page (opens in a new tab) says federal authority to replace skimmed SNAP covered thefts only through December 20, 2024, and OFI's pages don't describe a state replacement program.
SUN Bucks, Harvest Bucks and Other Maine Extras
| Program | Maine status (checked October 29, 2026) |
|---|---|
| Heat and Eat Supplement | Active; $20.01 a year in EBT cash |
| Maine Harvest Bucks | Active at farmers' markets, CSAs and farm stands; no sign-up |
| Farm Fresh Rewards | Offered through Good Shepherd Food Bank, per OFI |
| SUN Bucks (Summer EBT) | Ran in summer 2026; $120 per child |
| Restaurant Meals Program | Not offered; Maine isn't on USDA's RMP state list |
| Soda or candy restrictions | None; Maine isn't on USDA's food restriction waiver page |
| Chip EBT cards | Project in progress per USDA; no date announced |
Maine Harvest Bucks. When you spend SNAP on local food at a participating farmers' market, you earn bonus bucks for fruits and vegetables. At CSAs and farm stands, you usually get a percentage discount instead. There's nothing to sign up for; just bring your card. The program site, MaineHarvestBucks.org (opens in a new tab), doesn't post a single statewide match amount, so ask at the market.
SUN Bucks. OFI's SUN Bucks page (opens in a new tab) says each eligible child got a one-time $120 for summer 2026. Children in SNAP or TANF households, kids certified for free or reduced-price meals, and some MaineCare, foster, homeless and migrant families were enrolled automatically, with letters by June 15. The application deadline for summer 2026 was August 15, 2026; later applications count toward summer 2027. Benefits go on your family's Pine Tree card, must be activated within 45 days of receipt, and disappear 122 days after they're issued. According to USAspending.gov FY2025 data, Maine's Summer EBT (10.646) obligations were $12,065,831, or $8.53 per resident against $8.16 across the 50 states and D.C. Our Summer EBT guide explains the national rules.
WIC. Pregnant women and children under 5 can get WIC on top of SNAP. According to USAspending.gov FY2025 data, Maine received $21,113,373 in WIC obligations. Our WIC guide covers how to apply.
Maine's 10.81% Error Rate and the Cost Share Coming in FY2028
USDA's FY2025 payment error rate table (opens in a new tab), dated June 24, 2026, puts Maine at 10.81% (9.33% overpayments and 1.48% underpayments), just above the national 10.62%.
What that costs Maine. Under Public Law 119-21, a rate of 10% or more means the state pays 15% of SNAP benefit costs starting October 1, 2027 (FY2028). Maine's rate times 1.5 is about 16.2%, under the 20% that would delay the start to FY2029. Grantsights analysis of USAspending.gov (opens in a new tab) FY2025 obligations ($319,589,541 in SNAP benefits) puts 15% at roughly $48 million a year. The law lets a state use its FY2025 or FY2026 rate for FY2028, so a rate under 10% for FY2026 would cut the bill to 10% or less of benefit costs.
That explains the timing of the Heat and Eat Supplement. A flat utility allowance removes one of the most error-prone parts of the SNAP budget, and OFI's own fact sheet names the error rate as a goal. OFI's Quality Control page (opens in a new tab) says reviewers check more than 1,100 randomly picked Maine households a year. If you're picked, you have to cooperate to keep SNAP.
Running the program. The federal share of SNAP administrative costs fell from 50% to 25% on October 1, 2026. According to USAspending.gov FY2025 data, Maine received $19,592,222 in SNAP state administration funds (10.561), or $13.85 per resident, under the national $19.53. If spending stayed the same, Grantsights analysis estimates Maine would need roughly $9.8 million more a year to cover the lost federal half.
None of this changes your benefit formula. It does mean OFI has every reason to check paperwork carefully, so answer each request by its due date.
Maine SNAP by the Numbers: FY2025 Funding Per Resident
According to USAspending.gov FY2025 data, Maine received $319,589,541 in SNAP benefit obligations. Grantsights analysis of USAspending.gov (opens in a new tab) FY2025 obligations, divided by 1,414,874 residents, comes to $225.88 per resident: $28.48 (11.2%) below the national $254.36 and 28th of the 50 states and D.C.
| Maine and neighbors | SNAP benefits obligated, FY2025 | Per resident (July 2025 population) | FY2025 payment error rate |
|---|---|---|---|
| Massachusetts | $2,361,566,812 | $330.10 | 12.49% |
| Maine | $319,589,541 | $225.88 | 10.81% |
| Vermont | $139,436,933 | $216.29 | 5.38% |
| New Hampshire | $127,641,895 | $90.18 | 8.85% |
| 50 states and D.C. | $86.94 billion | $254.36 | 10.62% (national) |
Per-resident figures divide FY2025 obligations for Assistance Listing 10.551 by Census Bureau July 1, 2025 estimates; error rates are USDA's FY2025 figures. For the state next door, see our Massachusetts food stamps guide.
USDA's own FY2025 state summary counts $348,288,821 in Maine benefits, about 8% more than the USAspending total. The gap comes from timing: USAspending records when USDA obligates money to the state agency, while USDA's summary counts benefits issued month by month.
Who's enrolled. USDA's state participation tables (opens in a new tab) (data as of October 9, 2026) count 147,218 Mainers in 88,343 households on SNAP in July 2026, about 10.4% of residents. That's down 9.7% from 163,108 a year earlier, a smaller drop than the national 13.3%. One oddity: USDA shows Maine's July 2026 benefits at $33,573,706, up 29.4% from June, which works out to about $228 per person against roughly $174 in June. Grantsights couldn't find an explanation from OFI or USDA, so treat the July average as unconfirmed. OFI says its programs together reach nearly one in three Mainers.
What OFI's Pages Don't Tell You
OFI's pages are detailed, but some practical points sit between the lines:
- The income chart may be a year behind. OFI's limits ($5,359 for four) are below 200% of the FY2027 poverty figure ($5,500). If you're in that gap, apply and ask which limit applied.
- Heat and Eat is cash, and it expires. Many households have only ever used the food side of the card. Select "cash" at the register, and spend it within 180 days.
- Your card is fenced in. The Maine, New Hampshire and Vermont limit catches travelers and people visiting family. Call OFI before the trip, not at the checkout.
- The 15-minute logout is real. My Maine Connection drops idle sessions after 15 minutes. Have pay stubs and bills ready before you start.
- "Upload successful" isn't approval. It only means OFI got the file. Watch your letters for a request that still says something's missing.
- The ABAWD clock just reset. If you lost SNAP under the time limit before, the period that began October 1, 2026 gives you 3 new months. It costs nothing to reapply.
Avoid Maine EBT and Benefits Scams
On top of OFI's robocall warning, the FTC's government grant scams page (opens in a new tab) says real government agencies don't charge fees to give you money. Red flags in Maine:
- A voicemail that sounds like Maine EBT Customer Service and asks you to call a different number back
- A text saying your Pine Tree card is "locked" because of the out-of-state block, with a link to "verify"
- A site that looks like My Maine Connection but isn't at mymaineconnection.gov or a maine.gov address
- Anyone charging to fill out an OFI application or "guarantee" approval
If you shared your card number or PIN, call OFI or FIS right away to cancel the card. For food today, call 211 Maine or contact one of the outreach partners above.
Nothing on Grantsights connects to your OFI case or your My Maine Connection account. Our free eligibility checker asks who you are; pick "Individual," then "Personal financial help" or "Student," and it lists official places to go instead of grants: the USA.gov benefit finder (opens in a new tab), rental help, help with bills, food help, studentaid.gov (opens in a new tab) and the 211 line. For cash help, see our TANF guide; the District's version of this page is our DC food stamps guide.
