Food Stamps South Carolina 2026-27: SNAP Limits and Rules
Quick Answer: South Carolina's food stamp program is SNAP, run by the South Carolina Department of Social Services (SCDSS) through DSS offices in all 46 counties.
Full answer and how we checked it
Apply at the DSS Benefits Portal (opens in a new tab), at a county office, or by mail or fax. South Carolina keeps the federal 130% gross income limit, so a family of four can earn up to $3,575 a month gross for October 2026 through September 2027, and the most it can get is $1,023 a month. Since early February 2026, adults 18 to 64 without a child under 14 face the 80-hour monthly work rule. Starting November 1, 2026, SNAP can't buy candy, soft drinks, energy drinks or sweetened beverages here. South Carolina didn't run SUN Bucks in summer 2026.
This guide is for: South Carolinians who are short on food money, between jobs, raising kids on a small paycheck, caring for an older parent, or helping a neighbor sign up for SNAP.
Data note: On October 28, 2026, Grantsights checked SCDSS's SNAP, application, FAQ, SNAP/EBT Fraud, Healthy Food SC, Healthy Bucks, SNAP Employment and Training and county office pages; SCDSS's February 2, 2026 work rules release; USDA's August 25, 2026 letter to SCDSS on the Healthy Food SC start date; USDA's June 2026 BBCE chart, FY2024 and FY2025 payment error rate tables, food restriction waiver list, EBT modernization map and July 2026 state participation tables (data as of October 9, 2026); and Maryland DHS's October 2026 income guidelines, which print the same FY2027 federal figures USDA uses. South Carolina's funding figures come from USAspending.gov (opens in a new tab): FY2025 (October 1, 2024 to September 30, 2025) obligations with South Carolina as the recipient state under Assistance Listings 10.551 (SNAP benefits) and 10.646 (Summer EBT). The per-resident numbers divide by Census Bureau July 1, 2025 estimates, for South Carolina and for every other state in the national comparison. These are federal commitments to the state program; no single household's benefit can be read from them.

SNAP isn't a grant, it's free to apply, and SCDSS says state agencies and EBT processors will never call or text to ask for your EBT PIN or card number.

South Carolina SNAP at a Glance
USDA's July 2026 state participation tables (initial figures, data as of October 9, 2026) count 481,856 South Carolinians in 230,439 households on SNAP that month. That's down 14.7% from 564,900 people in July 2025, a bigger drop than the 13.3% national decline. July 2026 benefits fell even faster, down 23.3% to $89,341,975, or about $185.41 per person, close to the national average of about $187.56. SCDSS's own February 2026 release said more than 520,000 South Carolinians got SNAP in December 2025, and that about 48% of recipients are under 18.

How to Apply for Food Stamps in South Carolina
SCDSS's application page (opens in a new tab) lists three routes, and you can check your status by text, email or phone after you file.
| Route | How it works | Worth knowing |
|---|---|---|
| Online | Create an account on the DSS Benefits Portal (opens in a new tab) | The portal also tracks your application and has an "Am I Eligible" screener |
| In person | Go to your county DSS office | Find it on the SCDSS county office list (opens in a new tab), grouped by Upstate, Midlands, Lowcountry and Pee Dee |
| Mail or fax | Send Form 3800 to your county office | The form is posted in English and Spanish |
The interview. SCDSS says eligibility caseworkers interview applicants, and its FAQ (opens in a new tab) says you can ask for a face-to-face interview by calling or visiting any county office. The FAQ's examples of what may need proof include a photo ID such as a driver's license or work ID, Social Security numbers for everyone applying, pay stubs for the last four weeks, the last four weeks of child support, award letters for unemployment or Social Security, household expenses and, for older or disabled members, medical bills. SCDSS says it tries to verify everything during the interview and asks for more only if it can't.
How long it takes. SCDSS says to allow up to 30 days. You may get expedited benefits within 7 days if your household's gross monthly income is under $150 and your cash and bank balances are $100 or less, if your income plus cash is less than your rent or mortgage and utilities, or if you're a destitute migrant or seasonal farmworker with $100 or less.
Help by phone. The DSS Connect Call Center (1-800-616-1309) answers application status questions; have your case number ready, printed at the top right of every notice.
Older adults have a shorter route. The Elderly Simplified Application Project (ESAP) is a simpler SNAP application for South Carolinians 65 and older with no earned income. Call 1-888-898-0055. Our help for seniors guide covers other programs older adults often miss.
South Carolina SNAP Income Limits for 2026-27
South Carolina doesn't raise the gross limit above the federal default. USDA's June 2026 BBCE chart (opens in a new tab) lists South Carolina as giving all households broad-based categorical eligibility through a pamphlet, with no limit on assets but a gross income limit of 130% of poverty. So the federal FY2027 figures, in effect since October 1, 2026, are the ones to use:
| Household size | Gross limit (130%) | Net limit (100%) | Max monthly benefit |
|---|---|---|---|
| 1 | $1,729 | $1,330 | $306 |
| 2 | $2,345 | $1,804 | $562 |
| 3 | $2,960 | $2,277 | $808 |
| 4 | $3,575 | $2,750 | $1,023 |
| 5 | $4,191 | $3,224 | $1,217 |
| 6 | $4,806 | $3,697 | $1,463 |
| 7 | $5,421 | $4,170 | $1,616 |
| 8 | $6,037 | $4,644 | $1,841 |
| Each additional person | +$616 | +$474 | +$225 |
Source: USDA FY2027 SNAP cost-of-living tables (opens in a new tab) for October 1, 2026 to September 30, 2027.
What the 130% limit means for a South Carolina household:
- Working families hit the ceiling sooner. A family of four earning $3,700 a month gross is over South Carolina's limit, even though the same family would pass the gross test in a state using 200% under BBCE, such as North Carolina. If your pay is close to the line, list every household member correctly; household size changes the limit by $616 a person.
- Older and disabled households skip the gross test. SCDSS's FAQ says households with someone 60 or older or disabled face only the 100% net limit. That's $2,750 for a household of four after deductions.
- Medical costs count. SCDSS lets older and disabled members deduct medical costs above $35 a month, including prescriptions, insurance premiums and mileage to the doctor. Keep the receipts.
The asset question. USDA's chart says South Carolina has no asset limit under BBCE, but SCDSS's FAQ, checked October 28, 2026, still says household resources can't exceed $3,000, or $4,500 with a member who is 60 or older or disabled. We couldn't find an SCDSS page that reconciles the two. Don't let savings stop you from applying: file, and let the caseworker apply the rule to your case in writing.
SNAP Work Requirements in South Carolina in 2026
SCDSS announced on February 2, 2026 that the 2025 law's work rules had taken effect. Its SNAP page (opens in a new tab) and FAQ spell out who's covered:
| Rule | South Carolina detail (SCDSS) |
|---|---|
| Ages covered | 18 to 64 (before: 18 to 54) |
| Hours needed | 80 a month (about 20 a week) of work, a work program, or a mix; or workfare |
| Time limit if you don't meet it | 3 months in any 36-month period |
| Child exemption | Only for a child under 14 in the household (before: under 18) |
| Exemptions that ended | Veterans, people experiencing homelessness, people 24 or younger who aged out of foster care |
| Area waivers | Only where unemployment is above 10% |
Source: SCDSS SNAP page, FAQ and February 2, 2026 release (opens in a new tab), checked October 28, 2026.
SCDSS says only about 3% of its SNAP clients were classified as able-bodied adults without dependents before the change, and it expects that number to rise significantly. Parents whose youngest child is 14 to 17 are the group most likely to be caught off guard.
SNAP2WORK is the state's SNAP Employment and Training program. SCDSS's SNAP2WORK page (opens in a new tab) lists work readiness training, education, vocational training, work experience and job retention services, offered with technical colleges, the Department of Employment and Workforce and community groups through SC Works areas. That page still describes the time limit as covering ages 18 to 52, an older federal range; the SNAP page and FAQ, which say 18 to 64, are current.
The South Carolina EBT Card: Deposit Days, the Card Lock and Theft
Ongoing SNAP cases in South Carolina get benefits between the 1st and the 19th, and the schedule doesn't run in order. Per the SCDSS FAQ, it follows the last digit of your case number (not your Social Security number):
| Last digit of case number | Benefits available |
|---|---|
| 1 | 11th |
| 2 | 2nd |
| 3 | 13th |
| 4 | 4th |
| 5 | 15th |
| 6 | 6th |
| 7 | 17th |
| 8 | 8th |
| 9 | 19th |
| 0 | 10th |
If you've had SNAP without a break since before September 1, 2012, SCDSS says your benefits come on the day matching your last digit. New cases get benefits the day after approval. Unused benefits roll over, but SCDSS removes the balance after 274 days (9 months) without card use, after mailing a notice 45 days ahead.
The card is locked by default. SCDSS's SNAP/EBT fraud page (opens in a new tab) says that starting April 28, 2026, every South Carolina EBT card was placed in a "Block High Risk Transactions" status. Locked cards still work at in-state stores but can't be used out of state or online. To shop online or while traveling, unlock it in the ConnectEBT app or portal, or by calling 1-800-554-5268, and pick an automatic re-lock after 30, 60 or 90 minutes. A replacement card needs a brand-new PIN; the old one doesn't carry over.
If benefits are stolen, call the 24-hour EBT line at 1-800-554-5268 right away to cancel the card. SCDSS's fraud page explains how to cancel and replace the card, but it doesn't describe any way to get stolen benefits back, so treat prevention as your main protection:
- Leave the block on, and unlock only for the minutes you need.
- Set text or email alerts for transactions in ConnectEBT.
- Check card readers; SCDSS says a loose, off-center or wiggly reader is a red flag.
- Change your PIN often and avoid repeating or sequential numbers.
South Carolina isn't on USDA's list of states that have issued chip EBT cards or have a chip project in progress, per USDA's EBT modernization map (opens in a new tab) updated October 28, 2026. That map marks it only as a state bordering chip-card states, so South Carolina stores should accept chip cards from visitors, but local cards still rely on the magnetic stripe.
Healthy Food SC: What SNAP Can't Buy From November 1, 2026
South Carolina is one of the states restricting what SNAP can buy. USDA's food restriction waiver page (opens in a new tab) (updated October 13, 2026) lists South Carolina with a November 1, 2026 start for restricting candy, energy drinks, soft drinks and sweetened beverages. SCDSS's Healthy Food SC page (opens in a new tab), current as of October 26, 2026, says USDA asked for the delay. USDA's August 25, 2026 letter to SCDSS cites a court order that vacated restriction waivers for five other states and asks South Carolina to start November 1 so USDA can publish a notice and take public comments first.
| Item | Status from November 1, 2026 (SCDSS definitions) |
|---|---|
| Candy | Not allowed. Protein and granola bars, baking chips and sprinkles, and bakery items like cookies and muffins stay allowed |
| Soft drinks | Not allowed if carbonated and sweetened with more than 5 grams of sugar or sweetener; diet and zero sugar stay allowed |
| Energy drinks | Not allowed at 65 mg or more of caffeine per 8 ounces; coffee and tea drinks stay allowed |
| Sweetened beverages | Not allowed, except milk and milk-substitute drinks, drinks with 50% or more juice and no added sweetener, infant formula, sports drinks, carbonated water and medical drinks |
Plan for the checkout. From November 1, 2026, restricted items in your cart need another way to pay, such as cash or a debit card. If you rely on SNAP alone, leave them out so your purchase isn't held up at the register.
Healthy Bucks, SUN Bucks and Other State Extras
Healthy Bucks is South Carolina's produce incentive. SCDSS's Healthy Bucks page (opens in a new tab) says that when you spend at least $5 of SNAP on fresh produce at an approved Healthy Bucks vendor, you get $15 in Healthy Bucks tokens to spend on more fruits and vegetables. The program started June 1, 2014 and runs year-round, though some farmers and markets are seasonal. SCDSS posts a vendor directory on that page. In our view, that's the best deal South Carolina SNAP offers: a $5 purchase becomes $20 of produce.
SUN Bucks isn't available here yet. USDA's summer 2026 participation list, covered in our Summer EBT (SUN Bucks) guide, shows South Carolina among the 11 states that didn't run the program in summer 2026. USAspending.gov shows no FY2025 Summer EBT obligations to South Carolina, compared with $8.16 per resident across the 50 states and D.C. SCDSS hadn't announced anything for summer 2027 as of October 28, 2026. Kids can still get free summer meals at USDA summer meal sites.
WIC and heating help. A SNAP household with a pregnant member or a child under 5 can use its SNAP enrollment toward WIC; our WIC program guide explains how. For power bills, see our LIHEAP guide.
South Carolina's Error Rate and the Cost Share Starting in 2027
South Carolina's FY2025 payment error rate was 8.80%, down from 9.25% in FY2024, according to USDA's FY2025 (opens in a new tab) and FY2024 tables. Both are under the 10.62% national rate. Under the 2025 law, a state with a rate from 8% to under 10% pays 10% of SNAP benefit costs starting October 1, 2027 (federal FY2028), and can use its FY2025 or FY2026 rate for that first year. Getting under 8% would cut the share to 5%.
| Measure | South Carolina | Source |
|---|---|---|
| FY2024 payment error rate | 9.25% (10% tier) | USDA |
| FY2025 payment error rate | 8.80% (10% tier) | USDA |
| FY2025 overpayment and underpayment rates | 7.83% and 0.97% | USDA |
| Grantsights estimate at 10% of FY2025 benefit obligations | About $130.7 million a year | Grantsights analysis of USAspending.gov |
| Same estimate if the rate fell under 8% | About $65.4 million a year | Grantsights analysis of USAspending.gov |
Most of South Carolina's error is overpayment: 7.83 of the 8.80 points. That's why SCDSS is likely to keep checking income and household changes closely. What it means for you: report changes in pay or household members on time through the portal or your county office, answer verification letters by the deadline, and keep copies. Overpayments can lead to claims you have to repay.
FY2025 SNAP Funding in South Carolina per Resident
South Carolina's FY2025 SNAP benefit obligations were $1,307,437,542, the 23rd-largest of any state, according to USAspending.gov FY2025 data. Grantsights analysis of USAspending.gov FY2025 obligations, using Census Bureau July 1, 2025 estimates, puts that at $234.72 per resident, about 7.7% below the national figure of $254.36 for the 50 states and D.C., and 25th among them.
| State or total | FY2025 SNAP obligations (10.551) | Per resident | FY2025 payment error rate |
|---|---|---|---|
| South Carolina | $1,307,437,542 | $234.72 | 8.80% |
| North Carolina | $2,811,396,212 | $251.06 | 7.36% |
| Georgia | $3,228,668,751 | $285.65 | 15.21% |
| Tennessee | $1,554,080,025 | $212.45 | 9.44% |
| 50 states and D.C. | $86,936,054,742 | $254.36 | 10.62% (national) |
Data: USAspending.gov (opens in a new tab) obligations for Assistance Listing 10.551 by recipient state, FY2025; per-resident math uses Census Bureau July 1, 2025 estimates; error rates from USDA's FY2025 table dated June 24, 2026.
South Carolina lands between Tennessee and North Carolina per resident. For neighbors' state-specific rules, see our Georgia food stamps guide and North Carolina guide rather than comparing limits from memory; they change every October.
How to read this: per-resident funding isn't your benefit. A South Carolina family of four has the same $1,023 maximum as a family anywhere in the lower 48 states. What's different here is the 130% gross limit, the November 2026 food restrictions and the lack of SUN Bucks.
What SCDSS's SNAP Pages Don't Tell You
The SCDSS site has the basics, but several pages haven't caught up, and that can steer you wrong.
- The FAQ income table is out of date. On October 28, 2026, it still showed a gross limit of $3,483 for a family of four. The current figure, since October 1, 2026, is $3,575. A family earning $3,500 a month might wrongly think it's over the line.
- The asset rule is unclear. The FAQ lists $3,000 and $4,500 resource limits, while USDA lists South Carolina with no asset limit under BBCE. Apply anyway and ask for the decision in writing.
- Stolen benefits aren't addressed. The fraud page explains how to cancel a card but says nothing about reimbursement. Assume money taken from your card is gone, and keep the high-risk block on.
- Your deposit day depends on your case number, not your Social Security number or name, and it isn't sequential. Many families mix this up after moving from another state.
- SNAP2WORK still cites the old 18 to 52 age range. If you're 53 to 64, the work rule applies to you now unless an exemption does.
- Healthy Bucks is easy to miss. It's not mentioned on the main SNAP page, but it can add $15 of produce for a $5 purchase.
Avoid SNAP and EBT Scams in South Carolina
SCDSS warns that state agencies and EBT processors will never call or text you for your EBT PIN or card number. USDA's SNAP scam alerts page (opens in a new tab) describes texts claiming a card is locked, a scam that may look believable here because South Carolina really did lock cards against out-of-state use in April 2026. The FTC's government grant scams page (opens in a new tab) says government agencies don't charge to apply.
Red flags in South Carolina:
- A text saying your card's "high risk block" needs a link or PIN to fix
- Any fee to apply for SNAP or to speed up a DSS decision
- A site other than benefitsportal.dss.sc.gov, dss.sc.gov or ConnectEBT asking for your Social Security number
- Someone offering cash for your EBT card or PIN
Report suspected SNAP fraud to SCDSS at 1-800-616-1309, cancel a compromised card at 1-800-554-5268, and report scams at ReportFraud.ftc.gov (opens in a new tab).
Other Food and Money Help in South Carolina
South Carolina SNAP averaged about $185 per person in July 2026, so most families need more. Look at:
- TANF cash assistance, covered nationally in our TANF guide, and short-term help in our emergency cash assistance guide.
- Food banks and pantries. Dial 211 or visit 211.org (opens in a new tab).
- If you're comparing states, our Maryland food stamps guide shows how a 200% limit and state extras change the picture.
If you aren't sure where to start, Grantsights' free eligibility checker can help, but it can't approve SNAP and there's no South Carolina food grant for it to find. After you choose "Individual" and then "Personal financial help" or "Student," it lists official places to go next: the USA.gov benefit finder, rental help, help with bills, food help and studentaid.gov, plus the 211 line.
