Grants for Spay Neuter Programs 2026: State Funds

By GrantsightsUpdated 5 official sourcesHow we checkCorrections

Quick Answer: If you're running a low-cost spay and neuter clinic, a trap-neuter-return group or a humane society sterilization program, your money comes from state spay and neuter programs, local governments and private foundations that report grants on IRS Form 990-PF.

Full answer and how we checked it

Grantsights didn't find a dedicated federal program. According to the Texas Department of State Health Services, its new pilot funded 38 of 119 applicants from $13 million over two years, and Maryland's next round opens in January 2027.

Data note: Foundation counts come from Grantsights analysis of IRS Form 990-PF grant records tagged to animal welfare, grouped by recipient state and pulled October 29, 2026, with filings mostly from tax years 2023 through 2025. The animals cause covers 82,567 grants in 51 state groups. State program details come from each agency's own page.

Across the US, these foundations gave 82,659 grants totaling $2,251,745,863.

Historical giving does not establish an open application or eligibility for your organization. For-profit operators should check each foundation's applicant rules before buying.

$29 keeps this list for good. $99 opens all nine causes, including churches and ministries, in every state for a year.

  • Foundation data from the foundations' own public tax returns (IRS Form 990-PF), not government grants. We never promise funding.
  • Paid by card through Stripe, with an emailed receipt (refund details in our terms).
  • For comparison, full foundation databases are subscriptions: Candid Premium is $1,199 a year (nonprofit price, billed annually) and Instrumentl starts at $299 a month (billed annually). This list is $29, once.

Spay and neuter work is one of the few animal welfare activities that governments pay for, because fewer litters means fewer animals in public shelters. That makes state programs worth tracking even when they're small.

Spay and neuter source review, Grantsights, October 29, 2026: Grantsights checked the Texas Spay and Neuter Program page (opens in a new tab), the Maryland Department of Agriculture's grant program page (opens in a new tab), the West Virginia Department of Agriculture's WVSNP page (opens in a new tab) and 990-PF records naming spay and neuter programs. Where official sources stop: state pages explain eligibility. None says how a clinic should price surgeries so reimbursement covers its real costs.

No Federal Program: Why State Funds Matter Most

Grantsights looked for a federal grant built for dog and cat sterilization and didn't find one. The public money in this field is mostly state money, and several states pay for it with fees on pet food rather than general taxes.

Rescue groups that already run adoption programs can find more shelter funders in Grantsights' animal rescue guide. If your state isn't listed, ask your state agriculture or health department and your state veterinary board whether a fund exists. Some programs sit in surprising agencies; Texas runs its pilot from the zoonosis control branch of its health department.

Texas: $13 Million, 38 Awards and a Fast Close

According to DSHS, the legislature's 2026-27 budget (Senate Bill 1, Rider 32) appropriated $13 million over the biennium for a two-year pilot to sterilize dogs and cats. Applications opened January 23, 2026, contracts were awarded through open enrollment on a first-come, first-served basis, and the window closed February 24, 2026 because of high volume. The DSHS announcement says 38 of 119 applicants were funded.

Maryland and West Virginia: Programs Paid by Pet Food Fees

According to the Maryland Department of Agriculture, its program was created by 2013's Senate Bill 820 to reduce shelter intake and euthanasia, and it's funded wholly by a fee on pet food companies, capped at $100 per product since 2015. It gives competitive grants to local governments and nonprofit animal welfare organizations, which provide free spay and neuter services through their own clinics or partner veterinarians. The department calls it supplemental, not a sole source, and says it doesn't pay to sterilize shelter or rescue animals before placement. The FY27 window has closed; FY28 information is due in December 2026, with applications opening in January 2027.

West Virginia's program has made grants to nonprofits and government entities since 2018, funded by a small increase in a registration fee paid by pet food distributors. The WVDA says the program contributed to sterilizing more than 98,180 dogs and cats from 2018 through 2025, helped by a $4,050,000 commitment from the Mug-Z-Moo Foundation distributed over three years through the Federation of Humane Organizations of West Virginia.

Which Foundations Fund Spay and Neuter Work: What 990-PF Filings Show

According to IRS rules, private foundations report each grant on Form 990-PF (opens in a new tab), and spay and neuter programs often appear with that purpose written out. These tax year 2025 grants went to sterilization programs:

West Virginia has two rows in this table, and a third sample grant, $15,000 to the Hancock County Humane Foundation, also lists spay and neuter work. One organization in Colorado, Cat Care Durango, received $180,000 for feral cat neutering, which shows community cat work can draw large gifts.

What State Agencies Don't Tell You About Funding Spay and Neuter Work

These 5 points come from comparing the state program rules with the foundation records.

  1. Reimbursement isn't full cost. Texas pays $125 for a cat neuter. If your cost per surgery is higher, every surgery widens a gap someone else has to fill. Know your cost per procedure before you apply.
  2. Shelter animals may be excluded. Maryland doesn't fund sterilizing shelter or rescue animals before placement. Read the rules before you budget your adoption program around a state grant.
  3. Speed beats polish in open enrollment. Texas closed a month after opening. Programs like that reward groups that apply on day one.
  4. Supplemental means supplemental. Maryland says its grants aren't meant to be a primary source. Foundations and local governments have to carry the base.
  5. Feral cat work is fundable. Three of the nine sample grants name feral cats or TNR. Don't hide community cat work in a general request. The 990-PF reading guide shows where the purpose line sits on the form.

The honest view: state programs are real but small, irregular and limited to certain states. A clinic that depends on them alone will have empty months. Foundation grants, fees from pet owners who can pay, and contracts with local animal control keep the schedule full.

Common Mistakes in Spay and Neuter Grant Requests

Check every draft against these 5 points.

  • Counting animals without counting cost. A common mistake is reporting surgeries but not cost per surgery. Funders compare both.
  • No target population. Requests that don't say which zip codes, income levels or colonies you'll serve tend to fail. Targeting is the whole argument.
  • No veterinarian commitment. Texas required a veterinarian on staff with at least a year of experience. A request without a named vet is a red flag.
  • Underestimating transport and trapping. Underestimate trap costs, volunteer mileage and recovery space and the program stalls.
  • Weak reporting. Track surgeries by species, sex and owner income from day one, so renewal reports take an hour, not a week.

These 7 pages cover overlapping funders. Spay and neuter programs share funders with grants for animal rescues, grants for wildlife rehabilitation and grants for zoos and aquariums. Programs that also run therapy or service animal work can read grants for therapeutic riding programs. For a wider list, see the best grants for animal welfare nonprofits. Outside animal welfare, this set of organization guides also covers film festivals and sexual assault centers, each with its own state funder counts.
