Kentucky LIHEAP 2026: Income Limits, Dates and Crisis

By GrantsightsUpdated 12 official sourcesHow we checkCorrections

Quick Answer: Kentucky runs LIHEAP through the Cabinet for Health and Family Services (CHFS) and Community Action Kentucky's 23 local agencies, in two main parts: the Fall Subsidy and Winter Crisis.

Full answer and how we checked it

For the 2026-27 season (federal FY2027), a family of four qualifies with income up to $4,125 a month (150% of the poverty guidelines), and the preliminary plan lists Fall Subsidy benefits of $21 to $250 plus crisis help of up to $400. The Fall Subsidy runs November 9 to December 18, 2026 or until funds run out, and Winter Crisis dates for 2027 are still to be announced.

This guide is for: Kentuckians behind on a gas, electric, propane or coal bill, renters whose heat is folded into the rent, anyone holding a 10-day termination notice from LG&E, KU, Kentucky Power, Duke or a rural co-op, and family members booking a LIHEAP appointment for an older parent.

Data note: Grantsights checked the CHFS LIHEAP program page (opens in a new tab), the Kentucky preliminary FY2027 LIHEAP state plan (opens in a new tab) (filed with a legislative committee July 2, 2026, covering October 1, 2026 to September 30, 2027), Fall Subsidy notices from local Community Action agencies, and Public Service Commission regulation 807 KAR 5:006 (opens in a new tab) against ACF's October 9, 2026 funding release (opens in a new tab) on November 3, 2026. Income figures apply 150% to the 2026 HHS poverty guidelines (opens in a new tab). The per-resident comparison uses Kentucky's slice of ACF's first FY2027 release and the Census Bureau's 2025 state population counts.

In this guide (12 sections)

Kentucky measures income against 150% of the poverty guidelines, while many states use 60% of state median income instead; our LIHEAP income limits guide compares every state.

Kentucky LIHEAP sends a voucher to your fuel vendor or utility. No agency sends a cash "Kentucky energy grant" by text, so treat that kind of message as a scam.

Kentucky LIHEAP 2026-27 at a Glance: 3 Benefit Windows

Kentucky splits LIHEAP into 3 windows, and the preliminary FY2027 plan puts 42% of the money into Winter Crisis, 25% into the Fall Subsidy and 7% into cooling. Weatherization gets 15%, administration 10% and energy-saving services 1%. That split is unusually crisis-heavy: most states spend more on regular heating help than on crisis, but Kentucky deliberately holds the biggest share for January through March, when shutoff notices pile up.

Sources: Kentucky preliminary FY2027 LIHEAP plan, sections 1.1, 1.2, 2.6, 3.6 and 4.12; Fall Subsidy dates from Community Action of Southern Kentucky (opens in a new tab) and Tri-County Community Action (opens in a new tab), checked November 3, 2026.

Note the gap between the plan and the agencies. The July plan listed heating dates of November 3 to December 14, 2026, while the local agencies now post November 9 to December 18. Go by the agency dates; they're the later, official announcement for this season.

Kentucky LIHEAP Income Limits for 2026-27 (150% of Poverty)

Kentucky's limit for heating, cooling and crisis help is 150% of the HHS poverty guidelines, according to sections 2.1, 3.1 and 4.1 of the preliminary FY2027 plan. For a family of four, that's $49,500 a year, or $4,125 a month. Weatherization uses a higher line, 200% of poverty.

Household sizeMonthly limit (150%)Annual limit (150%)Weatherization (200%), annual
1$1,995$23,940$31,920
2$2,705$32,460$43,280

8$6,965$83,580$111,440
Each additional personadd $710add $8,520add $11,360

Grantsights calculated these figures by applying the plan's 150% and 200% lines to the 2026 HHS poverty guidelines (effective January 13, 2026). Agencies count gross income for the month before you apply. The 2027 guidelines are due in January 2027, and the FY2028 plan takes effect October 1, 2027.

Monthly income is what matters. Local agencies ask for every household member's income from the preceding month, so a household that had a big overtime month in October can qualify in December if November was normal.

Resources count too. CHFS's LIHEAP page says applicants can't have more than $2,000 in liquid resources, or up to $4,000 if a household member has a catastrophic illness and the money goes to medical and living costs. Ask your agency how it applies this test before you book.

One out-of-date number to ignore. The CHFS page still describes the Fall Subsidy as serving households at or below 130% of poverty. The FY2027 plan says 150% for every LIHEAP component, and local agency notices for 2026 say 150% too. If your income falls between the two lines ($3,575 and $4,125 a month for four), apply.

How Much Kentucky LIHEAP Pays: $21 to $400

Kentucky's Fall Subsidy runs from $21 to $250, according to section 2.6 of the preliminary FY2027 plan. CHFS says the biggest awards go to households with the lowest income and highest energy burden, based on household size and fuel type. Tri-County Community Action describes it the same way: every eligible applicant gets a benefit based on income and primary fuel, paid to the fuel vendor.

BenefitMinimumMaximumHow it's paid
Fall Subsidy (heating)$21$250Voucher or account credit to your heating vendor
Winter CrisisAmount needed$400, over one or more crisis eventsPaid to the vendor within 48 hours of eligibility
Spring or summer cooling (if funded)$41$250Credit on your electric account
Summer crisis (if funded)Amount needed$400Paid to the electric vendor

Source: Kentucky preliminary FY2027 LIHEAP plan, sections 2.6, 3.6, 4.9 and 4.12. The LIHEAP Clearinghouse, an ACF-funded resource, lists the FY2026 heating range as $15 to $250, so the floor rose by $6 this year.

The crisis co-pay. CHFS says households at or above 75% of the poverty level must pay part of the minimum amount needed to end the crisis. For a family of three, 75% of poverty is about $1,708 a month. Bring some money to the crisis appointment if your income is above that.

In-kind help. Agencies may hand out blankets and sleeping bags, and they can loan space heaters during a crisis, according to section 4.13 of the plan. In a heat emergency, the plan lets agencies buy air conditioners when funds allow.

Worked example. For example, a family of three in Louisville earning $3,000 a month with LG&E gas heat is under the $3,415 limit. At the Fall Subsidy appointment in November, the family would get a one-time credit somewhere between $21 and $250, set by its income and fuel; Kentucky doesn't publish the exact payment chart. Say a disconnect notice for $450 arrives in late January. Winter Crisis could pay up to $400 of it, but because $3,000 is above 75% of poverty (about $1,708 for three), the family would owe a co-pay toward the amount needed. If LG&E had already cut service in January, the PSC's winter hardship rule would let the family reconnect by paying $150 (one-third of $450, which is less than $200) with a certificate of need and agreeing to a payment plan.

Bulk fuel works differently. A widow in eastern Kentucky living alone on $1,500 a month in Social Security, heating with propane, is under the $1,995 limit for one. She gets the Fall Subsidy in November. In February, with her tank showing four days of fuel left, she qualifies for Winter Crisis without any utility notice, because the plan treats four or fewer days of propane, fuel oil, kerosene, wood or coal as a crisis. Her $1,500 is above 75% of poverty for one person (about $998), so she'd pay a share of the delivery.

Season Dates and Deadlines for 2026-27

Kentucky's Fall Subsidy window is 6 weeks long this year, November 9 to December 18, 2026, and it closes early if a local agency runs out of money. Applications are first come, first served.

Tri-County Community Action says Winter Crisis dates for 2027 are still to be determined. Watch your county agency's page or the Community Action Kentucky network list (opens in a new tab) in December.

Federal funding status. Kentucky has $50,491,589 in hand for FY2027 so far, according to the ACF state allotment data in its October 9, 2026 release table (opens in a new tab). That money is Kentucky's cut of a $3.63 billion first release, which ACF describes as 90% of the funding available under the stopgap Continuing Appropriations and Extensions Act, 2027 (Public Law 119-103, signed September 2, 2026). For scale, the full FY2026 Kentucky award was $56,497,880, according to the LIHEAP Clearinghouse. Until Congress passes a full-year bill, nobody can say what Kentucky's final FY2027 total will be.

How to Apply for Kentucky LIHEAP in 4 Steps

Kentucky has no online LIHEAP application; section 1.10b of the FY2027 plan says so directly. Every application goes through one of 23 Community Action agencies, which have outreach offices in all 120 counties.

  1. Find your county agency. Use the zip code search on Community Action Kentucky's network page (opens in a new tab), or call CHFS's public line at (800) 456-3452.
  2. Book an appointment. Community Action of Southern Kentucky says all clients must schedule an appointment with their local agency. Some offices run an online scheduler or a dedicated LIHEAP phone line.
  3. Bring your papers and a photo ID. A valid photo ID is required at the appointment.
  4. Watch for the vendor credit. The benefit goes to your utility or fuel dealer and may show as a credit on your account.

Documents to bring, based on the CHFS page and current agency notices:

  • Proof of Social Security number, or a permanent resident card, for each household member
  • Proof of income for everyone in the home for the month before you apply (Social Security and SSI recipients can print a benefit letter from my Social Security (opens in a new tab))
  • Your most recent heating bill and electric bill, with account numbers and account-holder names
  • A landlord statement if heat is included in your rent, or a utility statement if you're on prepaid electric
  • For Winter Crisis: the disconnect or past-due notice, or proof you're down to four days of bulk fuel

Older and disabled Kentuckians can get in early. Section 2.3 of the FY2027 plan says adults 60 and older and people with disabilities on fixed incomes may pre-register for heating help. Ask your agency in October or early November how its pre-registration works.

Shutoff Protection: Kentucky's 30-Day Certificate and $200 Reconnection Rule

Kentucky has no statewide winter shutoff ban, but its Public Service Commission rule gives LIHEAP-eligible households 2 strong tools from November 1 to March 31. Both run through a "certificate of need" that your Community Action agency issues on behalf of CHFS.

1. A 30-day delay. Under Section 15(3) of 807 KAR 5:006 (opens in a new tab), a gas or electric utility can't shut you off for 30 days past the termination date if CHFS or its designee certifies in writing that you're eligible for energy assistance or your income is at or below 130% of poverty. The termination notice must be issued between November 1 and March 31, and you have to hand the certificate to the utility during the 10-day notice period. You also make a payment you can afford and agree to a plan that gets you current by October 15.

2. Winter hardship reconnection. If you're already disconnected and apply to reconnect between November 1 and March 31, Section 16 requires the gas or electric utility to restore service when you present a certificate of need, pay one-third of the outstanding bill or $200, whichever is less, and agree to a repayment schedule ending no later than October 15. If you owe more than $600, the utility must accept a plan that covers current charges plus a good-faith payment toward the balance. The utility can't charge a new deposit. You also agree to a weatherization referral.

Other PSC protections:

Rule (807 KAR 5:006)What it means
10 days' written noticeGas and electric utilities must mail a termination notice 10 days ahead, separate from the bill
27-day floorService can't be cut before 27 days after the unpaid bill was mailed
30-day medical certificateA doctor, registered nurse or public health officer can delay a shutoff 30 days
Partial payment plansUtilities must negotiate a reasonable plan after a termination notice, unless you broke a previous plan
ReconnectionWithin 24 hours or close of the next business day once the cause is fixed

These rules cover utilities the PSC regulates, such as LG&E, KU, Kentucky Power, Duke Energy Kentucky, Atmos, Columbia Gas and the rural electric co-ops. City-owned utilities set their own rules, so ask them directly. To file a complaint, contact the Kentucky PSC (opens in a new tab).

Crisis help speed. Section 4.4 of the plan says agencies resolve a crisis within 48 hours, or 18 hours when it's life-threatening, meaning the household will be without heat within 18 hours in dangerous weather, or a member's health is at risk.

Kentucky's FY2027 LIHEAP Money Per Resident

Kentucky's first FY2027 LIHEAP release is $50,491,589, according to ACF's October 9, 2026 table. Grantsights analysis of that ACF table and Census Bureau July 1, 2025 population estimates found Kentucky received $10.96 per resident, a little above the $10.44 average for the 50 states and D.C.

Kentucky and neighbor figures: ACF's first FY2027 allotment table (opens in a new tab) divided by the Census Bureau's July 1, 2025 state estimates (opens in a new tab); territories aren't ranked.

Specifically, Kentucky's $10.96 sits in the middle of its neighbors: $6.56 per resident below West Virginia and $2.53 above Tennessee, according to the Census population data and ACF's table. Applying the preliminary plan's split to this first release, about $21.2 million (42%) is set aside for Winter Crisis and about $12.6 million (25%) for the Fall Subsidy. Your best bet is to apply in November even without a notice: the Fall Subsidy pot is the smaller one, and it closes when it's spent. What CHFS's LIHEAP Page Doesn't Tell You

CHFS's page explains the two components, but 6 practical points are missing or out of date.

  1. The income line on the page is old. It says 130% of poverty; the FY2027 plan and 2026 agency notices use 150%. A family of four between $3,575 and $4,125 a month is eligible.
  2. There's no online application. You can't apply on a state website. Book through your county agency, and do it early in the 6-week window.
  3. Crisis isn't automatic in January. Winter Crisis needs a disconnect or past-due notice, four or fewer days of bulk fuel, or an eviction notice for rent that includes heat. A high bill alone isn't enough.
  4. You may owe a co-pay. Households at or above 75% of poverty pay part of the crisis amount. Plenty of families underestimate this and show up with nothing.
  5. The certificate of need is your shutoff shield. The PSC's 30-day delay and $200 reconnection rule only work if you take the agency's certificate to the utility. Ask for it at your appointment.
  6. Unspent crisis money gets moved. Section 1.3 of the plan says crisis funds not spent by March 15 can be shifted to heating, cooling, weatherization or other components, which is how Kentucky paid for its 2026 spring and summer cooling rounds.

Programs That Stack With Kentucky LIHEAP

At least 5 Kentucky utility and charity programs can add to a LIHEAP voucher, according to the LIHEAP Clearinghouse. Most are small, first-come funds, so apply for LIHEAP first and use these to fill the gap.

ProgramWho runs itWhat it does
WeCareLG&E and KUFree home energy inspection, air sealing and attic insulation for customers at or below 125% of poverty, with priority for older and disabled customers
WinterCareKentucky Utilities customer donations, via local agencies such as Harlan County Community ActionHelp with KU bills for low-income, older and disabled households

Weatherization Assistance ProgramKentucky Housing Corporation through local agenciesInsulation, furnace repair or replacement, up to 200% of poverty

Weatherization is the one that cuts every future bill. Section 5 of the FY2027 plan lists furnace repair and replacement, energy-related roof repair, water heaters, windows, doors and insulation as allowed work. Homeowners with bigger repair needs can also check our home repair grants guide.

Common Mistakes and Scam Red Flags

Here are 5 mistakes that cost Kentucky households a LIHEAP benefit or a winter protection, based on the plan, agency notices and the PSC rule:

  • Waiting until December. The Fall Subsidy closes December 18 or sooner if money runs out. A common mistake is assuming it runs all winter.
  • Skipping the Fall Subsidy because no notice arrived. You don't need a past-due bill for the subsidy. Apply now, then use crisis later if a notice comes.
  • Forgetting the photo ID or a household member's income. Agencies need ID and last month's income for everyone in the home; a missing pay stub can push your appointment past the deadline.
  • Not handing the certificate to the utility. The 30-day delay only applies if the certificate reaches the utility during the 10-day notice period.
  • Breaking a payment plan. Utilities don't have to offer a new partial plan to someone who's behind on a previous one.

Scam red flags. The FTC's guide to utility impostor scams (opens in a new tab) warns that real utilities don't demand gift cards, wire transfers, cryptocurrency or payment-app transfers. In Kentucky, a red flag is any caller who says your LG&E or Kentucky Power service will be cut "within the hour" without the 10-day written notice the PSC requires. Others: someone charging a fee to book your LIHEAP appointment, a site claiming to take Kentucky LIHEAP applications online (the state doesn't), and anyone promising cash instead of a vendor payment. Report fraud in LIHEAP itself to the CHFS Office of Inspector General at (800) 372-2970, and scams to ReportFraud.ftc.gov (opens in a new tab).

Kentucky LIHEAP Denials and Empty Funds: 4 Next Steps

Kentucky gives you 30 days to request a hearing in writing, according to section 12.4 of the FY2027 plan.

  1. Ask for a hearing. Send a written request to your Community Action agency within 30 days of the decision. Staff will meet with you first to try to fix it informally.
  2. Appeal upward. If the hearing goes against you, the plan says you can appeal to Community Action Kentucky and then to CHFS. Final action comes within 90 days of your request.
  3. Come back for Winter Crisis. Missing the Fall Subsidy doesn't bar you from crisis help in January if you get a notice.
  4. Look beyond LIHEAP. Dial 211, ask your utility for a budget billing plan (the PSC requires gas and electric utilities to offer one), and check our emergency cash assistance guide and rental assistance guide. Older Kentuckians can use our help for seniors guide, and anyone can cut the phone bill with our Lifeline guide.

For how LIHEAP works nationally, see our LIHEAP energy assistance guide. Tennessee neighbors can use our Tennessee LIHEAP guide.

If you're not sure which programs fit, the free eligibility checker on Grantsights takes a couple of minutes: pick "Individual," then "Personal financial help," and it points you to official routes for bills, rent, food and benefits screening. It doesn't award grants. For a Kentucky heating bill, the route ends at your county Community Action agency.

Frequently Asked Questions

What is the income limit for Kentucky LIHEAP in 2026-27?

Kentucky's FY2027 LIHEAP plan sets the limit at 150% of the HHS poverty guidelines for heating, cooling and crisis help. Using the 2026 guidelines, that's $1,995 a month for one person, $3,415 for three and $4,125 for a family of four. Local agencies ask for the household's income from the month before you apply.

When does Kentucky LIHEAP open for 2026?

The Fall Subsidy takes applications November 9 through December 18, 2026, or until money runs out, according to Community Action Kentucky's local agencies. Winter Crisis dates for 2027 haven't been announced yet; the preliminary FY2027 plan lists January 6 to March 26, 2027.

How much does Kentucky LIHEAP pay?

The FY2027 preliminary plan lists a Fall Subsidy heating benefit of $21 to $250, set by income, household size and fuel type. Crisis help pays the amount needed to end the crisis, up to $400. Payments go straight to your utility or fuel dealer.

Can I apply for Kentucky LIHEAP online?

No. Kentucky's FY2027 plan says the state doesn't offer an online application. You make an appointment with the Community Action agency for your county, and some agencies let you book that appointment online or by a dedicated phone line.

Can my utility shut off my heat in winter in Kentucky?

Kentucky has no blanket winter ban. Instead, Public Service Commission rules let a LIHEAP-eligible household get a certificate of need that delays a gas or electric shutoff for 30 days when the notice is issued between November 1 and March 31. If you're already cut off in that window, the utility must reconnect you if you bring the certificate, pay one-third of the bill or $200, whichever is less, and agree to a payment plan.

Do I need a shutoff notice for Kentucky LIHEAP?

Not for the Fall Subsidy. Local agencies say it doesn't require a disconnect notice, past-due bill or eviction notice. Winter Crisis does require one: a disconnect or past-due notice, four or fewer days of bulk fuel, or an eviction notice if heat is included in your rent.

Does Kentucky LIHEAP help with summer electric bills?

Sometimes. The FY2027 plan sets aside 7% of funds for cooling and lists a spring cooling window of April 13 to May 26, 2027, but CHFS says cooling help runs only when extra federal or state money is available. In 2026 Kentucky ran a spring cooling round and a summer round from August 3 to September 11.

What can I do if Kentucky LIHEAP denies me?

Ask for a hearing in writing within 30 days of the decision. The plan says the Community Action agency first tries to settle it informally, then holds a hearing before someone who wasn't involved. You can appeal further to Community Action Kentucky and then to CHFS, with a final decision within 90 days of your request.
