Rhode Island LIHEAP 2026: Income Limits and How to Apply
Quick Answer: Rhode Island's Low Income Home Energy Assistance Program (LIHEAP) is run by the RI Department of Human Services (DHS) through local Community Action Agencies.
Full answer and how we checked it
For FFY 2027 (the 2026-27 season), the income limit is $83,481 a year, or $6,956 a month, for a family of four, which is 60% of state median income. The state's accepted FY2027 plan sets primary heating grants at $50 to $895 and crisis help up to $1,700, and it runs heating aid from October 1, 2026 to April 15, 2027. LIHEAP households also qualify for RI Energy's discount rate, which blocks winter termination.
This guide is for: Rhode Island households struggling with a heating oil, gas or electric bill, families with a termination notice from RI Energy, older residents on fixed incomes, and anyone helping a relative fill out a LIHEAP application.
Data note: Grantsights checked DHS's FFY 2027 Low Income Guidelines (opens in a new tab) page, its LIHEAP Eligibility and How To Apply (opens in a new tab) page, the July 2026 application instructions, DHS's State Energy Assistance Programs page, Rhode Island's accepted FY2027 LIHEAP model plan and FFY 2026 grant chart as posted by the LIHEAP Clearinghouse (an ACF-funded resource), DHS's October 2025 data responses in Public Utilities Commission Docket 25-38-GE, and ACF's FY2027 and FY2026 allocation tables on November 3, 2026. Population figures are Census Bureau Vintage 2025 estimates for July 1, 2025.

Rhode Island LIHEAP Income Limits for FFY 2027
Rhode Island's FFY 2027 limit is $6,956 a month for a household of four, up $185 from last season's $6,771. DHS says households qualify when gross income is at or below 60% of state median income, and its FFY 2027 chart became mandatory on October 1, 2026.
| Household size | Annual limit | Monthly limit |
|---|---|---|
| 1 | $43,410 | $3,617 |
| 2 | $56,767 | $4,730 |
| 3 | $70,124 | $5,843 |

| 12 | $125,221 | $10,435 |
Source: DHS FFY 2027 Low Income Guidelines (opens in a new tab), checked November 3, 2026; the annual figures match ACF's FY2027 state median income table (opens in a new tab). DHS lists sizes up to 14 ($130,230). The page also shows a three-month column; its entry for three people repeats the two-person figure, so ask your agency for the three-month number if you need it.
The same chart covers the Weatherization Assistance Program and the Appliance Management Program. DHS updates it for each federal fiscal year, so the FFY 2028 chart should apply from October 1, 2027.
How income is counted, per DHS's July 2026 application instructions:
- Gross income for the past four weeks for every household member.
- Students aged 18 to 23 who send a full-time class schedule (12 credits or more) don't have their income counted.
- Interest over $500 a year must be reported.
- Adults claiming no income sign an Adult Household Member with No Income Form.
- Help from family or friends needs a signed Support Letter from whoever gives it.
You don't have to be on public assistance, and you don't need an unpaid bill to apply, according to DHS. Renters and owners both qualify.

How Much Rhode Island LIHEAP Pays
Rhode Island's accepted FY2027 plan lists a primary heating grant range of $50 to $895 and a winter crisis maximum of $1,700. DHS says primary grants depend on income, family size, fuel type and minimum delivery requirements. DHS hadn't posted an FFY 2027 grant chart on its site as of November 3, 2026. The FFY 2026 chart, valid from October 1, 2025 to September 30, 2026, shows how the bands work:
| FFY 2026 band | Oil, propane, kerosene | Natural gas | Electric and other |
|---|---|---|---|
| A: up to 75% of poverty | $861 | $232 | $393 |
| B: 76% to 100% | $805 | $211 | $357 |
| C: 101% to 125% | $752 | $192 | $324 |
| D: 126% to 150% | $704 | $175 | $295 |
| E: 151% and up | $657 | $159 | $268 |
| F: subsidized housing with own heating bill | $657 | $159 | $268 |
| G: heat in rent, paid to household | $400 | $400 | $400 |
| H: heat in rent, secondary electric | n/a | n/a | $80 |
| I: subsidized heat in rent, secondary electric | n/a | n/a | $50 |
Source: DHS LIHEAP Grant Amounts FFY 2026, posted by the LIHEAP Clearinghouse. FFY 2027 amounts may differ; the FY2027 plan's top grant is $895, up from $861.
The gap between columns is large. A deliverable fuel household in band A got more than 3 times what a gas-heated household in the same band got, because oil customers carry the full cost of each delivery up front.
Crisis grants. The FY2027 plan describes 3 kinds:
| Crisis grant | When you qualify | What you get |
|---|---|---|
| Deliverable fuel crisis | Less than a quarter tank (or equivalent) and $300 or less left on your primary grant | 100 gallons of fuel |
| Utility crisis | A termination, or a move where the utility needs a payment on a back balance | The share needed to restore service |
| Heating system crisis | An inoperable heating system | Repair or replacement |
In DHS's October 2025 responses to the Division of Public Utilities, the average deliverable crisis grant for oil in FFY 2025 was $393, utility crisis grants usually covered about 25% of the amount owed, and a household getting both a gas and an electric crisis grant could receive up to $1,500 combined. The FY2027 plan's $1,700 cap is the newest ceiling.
LIHEAP Enhancement grant. Rhode Island adds a ratepayer-funded grant on top of the first LIHEAP primary grant. DHS told the PUC in October 2025 that the FFY 2026 Enhancement grant was $350, paid to households receiving a primary grant. Grantsights didn't find a published FFY 2027 amount as of November 3, 2026.
Season Dates and Application Window
The accepted FY2027 plan runs Rhode Island's heating component from October 1, 2026 to April 15, 2027, and says crisis grants can be requested through April 15, 2027. DHS's general guidance says applications are taken from September through May in most years.
Here's what to know about timing. As of November 3, 2026, DHS's How To Apply page still showed last season's notice that applications closed April 15, 2026 and the program was "expected to reopen" on October 1. The FFY 2027 income chart took effect on October 1, 2026. Call your Community Action Agency to confirm it's taking 2026-27 applications before you go in.
If funding looks like it'll run out early, the plan says DHS opens deliverable crisis requests to households with an elderly, disabled or young child member several weeks before everyone else.
How to Apply for LIHEAP in Rhode Island
Rhode Island takes applications at 7 Community Action Agencies, and DHS sends applicants to the Rhode Island Community Action Association's town lookup. Phone numbers that lookup lists, as of November 3, 2026:
| Agency | Phone |
|---|---|
| Providence Community Action Partnership | 401-273-2000 |
| Comprehensive Community Action | 401-467-9610 |
| Blackstone Valley Community Action Program | 401-723-4520 |
| Community Care Alliance | 401-235-7000 |
| Westbay Community Action | 401-732-4660 |
| East Bay Community Action Program (Riverside) | 401-437-1000 |
| East Bay Community Action Program (Newport; serves Tiverton, Little Compton, Portsmouth, Middletown, Newport, Jamestown) | 401-847-7821 |
| Tri-County Community Action Agency | 401-351-2750 |
| Tri-County Community Action Agency (South County office, 1935 Kingstown Road) | 401-789-3016 |
Steps, per DHS:
- New applicants should apply in person at the agency serving their town. Agencies will arrange a convenient site for older or disabled applicants.
- Or start online. DHS's online application requires you to verify your email within 30 minutes or start over. Crisis grants can't be requested online, according to the FY2027 plan; the intake worker follows up.
- Returning households usually get a renewal form by mail. Update your address with the agency if you've moved.
Documents, from the DHS application instructions dated July 2026:
- A signed LIHEAP application
- Photo ID for the applicant, and proof of Social Security numbers for everyone in the household
- One ID document for each other household member, such as a birth certificate, passport or state ID
- A recent heating bill and electric bill with a household member's name and address
- If heat is in your rent, a lease or the Landlord Information Form
- Proof of residence, such as a mortgage statement, tax bill, lease or utility bill
- Gross income for the past four weeks, such as pay stubs, award letters or bank statements
One detail matters for discounts: DHS says the utility bills must be in the applicant's name to qualify for certain RI Energy payment plans or the discount rate.
For example, a family of three in Providence earning $2,800 a month ($33,600 a year) heats with oil. That's far below the $5,843 monthly limit for three. On the FFY 2026 grid, $33,600 for three fell in band D (126% to 150% of the 2025 poverty line), which paid $704 for deliverable fuel, and the Enhancement grant added $350. Specifically, that's $1,054 in grants before any crisis fill. If the tank later drops under a quarter with $300 or less left, the family can ask for a 100-gallon crisis fill. The same family on gas heat would have gotten $175 in band D, plus the discount rate on its RI Energy bill.
Shutoff Protection and RI Energy's Discount Rate
Rhode Island's FY2027 LIHEAP plan says the winter utility termination moratorium runs November 1 through May 1, and that households approved for the discounted rate can't have utilities terminated by RI Energy, the state's largest gas and electric provider. All LIHEAP households are eligible for that rate, and DHS sends RI Energy a monthly data transfer of certified households.
The LIHEAP Clearinghouse, an ACF-funded resource, gives a shorter window in its disconnection policy table (opens in a new tab): November 1 to April 15, with no disconnections for customers who are unemployed, elderly or disabled, LIHEAP recipients, seriously ill, or living with an infant under 2 and facing financial hardship. The two sources differ on the end date, so ask RI Energy or the PUC which date applies to your account.
Other Rhode Island protections the Clearinghouse lists:
- Heat advisories. No customer can be disconnected during a heat advisory or excessive heat warning.
- Serious illness. A 21-day disconnection delay, which may be extended.
- Help line. The Rhode Island Public Utilities Commission consumer line is 401-941-4500.
DHS's State Energy Assistance Programs page also points to RI Energy's discount rates, payment plans for back bills and a 12-month budget plan to smooth winter costs.
Programs That Stack With Rhode Island LIHEAP
Beyond the primary grant, Rhode Island has at least 6 related programs. DHS lists these on its State Energy Assistance Programs page:
| Program | Run by | What it does |
|---|---|---|
| LIHEAP Enhancement grant | Utility charge, issued by DHS | Extra grant with the first primary grant ($350 in FFY 2026) |
| RI Energy discount rate | RI Energy | Lower monthly gas and electric rates for LIHEAP and certain DHS benefit households |
| Good Neighbor Energy Fund | United Way of Rhode Island | Help for households that can't meet a current energy bill |
| Keep the Heat On | Private nonprofit | Help for households that used up, or don't qualify for, other aid |
| Weatherization Assistance Program | DHS through CAAs | Insulation and health and safety work for LIHEAP households |
| Heating System Repair and Replacement Program | DHS through CAAs | One-time heating system upgrade for owner-occupied homes |
The FY2027 plan adds that when an agency denies a LIHEAP application, it checks whether the household qualifies for the Good Neighbor Energy Fund and says so. For other home repairs, see our home repair grants guide.
Rhode Island's LIHEAP Money: $23.6 Million Released So Far
ACF sent Rhode Island $23,574,007 in FY2027 LIHEAP block grant money on October 9, 2026, per ACF's first FY2027 allocation table (opens in a new tab). According to the LIHEAP Clearinghouse, whose funding page (opens in a new tab) lists every release, the October payment was 90% of the funds available under Public Law 119-103, the continuing resolution signed September 2, 2026.
| Measure | Rhode Island | 50 states and D.C. |
|---|---|---|
| FY2027 first release (October 9, 2026) | $23,574,007 | $3,569,741,735 |
| FY2026 first CR release (November 28, 2025) | $23,458,656 | $3,554,500,706 |
| FY2026 total (CR, IIJA and final release) | $26,792,128 | $4,067,621,118 |
| FY2026 per resident | $24.04 | $11.90 |
| FY2026 rank per resident (of 51) | 5th | n/a |
| Households helped with heat, FFY 2025 | 27,924 | n/a |
Sources: ACF FY2027 first release table and FY2026 final release table (opens in a new tab); Census Bureau Vintage 2025 estimates (Rhode Island: 1,114,521); FFY 2025 household count from DHS's October 2025 PUC data responses.
Grantsights analysis of Rhode Island's FY2026 total from ACF, set against the Census Bureau's 2025 population, comes to $24.04 per resident, about twice the U.S. figure of $11.90 and 5th of 51. The FY2027 first release is 0.5% above last year's first release and equals $21.15 per resident. DHS told the PUC in October 2025 that it served 27,924 heating households and 3,263 crisis households in FFY 2025. As of November 3, 2026, ACF's funding releases page (opens in a new tab) lists no second FY2027 release.
What DHS's LIHEAP Pages Don't Tell You
DHS's pages give the basics. These 6 points come from the FY2027 plan and the PUC record.
- Oil households get far more than gas households. On the FFY 2026 grid, the gap in band A was $861 against $232. If you heat with gas, a year-round discount rate can end up doing better than the one-time grant, so make sure you're enrolled.
- The crisis fill is 100 gallons, not a dollar amount. Its value moves with oil prices; the FFY 2025 average was $393.
- You can request a crisis fill before the tank is empty. The trigger is under a quarter tank with $300 or less left on your grant.
- The moratorium date depends on which source you read. The plan says May 1; the Clearinghouse table says April 15.
- The application page lagged behind the season. It still showed last spring's closing notice on November 3, 2026.
- Bills in someone else's name can block the discount. The application instructions tie certain RI Energy plans to bills in the applicant's own name.
Common Mistakes and Red Flags
The most common mistake is assuming LIHEAP is only for people with a shutoff notice. DHS says you don't need an unpaid bill to qualify. Another one: waiting until the tank is dry, when a crisis fill can be requested at a quarter tank.
Other problems that slow Rhode Island applications:
- Missing ID for a household member. Each person besides the applicant needs one ID document.
- No Landlord Information Form when heat is in the rent.
- Letting the email verification lapse on the online form.
- Appealing late. You have 15 days from receiving the denial letter.
Scam red flags. Applying through a Community Action Agency is free. ACF's LIHEAP page (opens in a new tab) explains that states and local agencies run the program, and the FTC's utility impostor scam guide (opens in a new tab) warns that real utilities don't demand gift cards, wire transfers or crypto. Be suspicious of:
- A caller posing as RI Energy demanding payment within the hour to stop a shutoff
- Anyone charging a fee to file your LIHEAP application
- A website collecting Social Security numbers that isn't dhs.ri.gov or your agency
Report scams at ReportFraud.ftc.gov (opens in a new tab), and report LIHEAP fraud through the DHS fraud link on its site.
What to Do If You're Denied or the Money Runs Out
Rhode Island gives you 15 days from receiving a denial letter to appeal, according to DHS, and the FY2027 plan describes a 2-step process. First, submit the First Appeal Request Form included with the letter. The agency holds a hearing with an impartial representative, you can bring someone with you and review your file, and the agency decides within five business days. If you still disagree, you can take a second appeal to DHS. The plan reports 0 fair hearings in the prior year.
If LIHEAP isn't enough:
- Ask about the Good Neighbor Energy Fund through United Way of Rhode Island.
- Try Keep the Heat On if you've used up or don't qualify for other help.
- Call RI Energy about the discount rate, a payment plan or budget billing.
- Look at the rest of the budget. Our guides to SNAP in Rhode Island, Rhode Island Medicaid income limits, emergency cash assistance and the Lifeline phone program cover other help.

If you're not sure which Rhode Island programs fit your household, the Grantsights free eligibility checker sorts the public options in a couple of minutes. Choose "Individual" and then "Personal financial help." It doesn't list grants for personal bills, because there aren't any; it points to official routes such as the USA.gov benefit finder, bill help and 211, and for a Rhode Island heating bill that means LIHEAP through your Community Action Agency.
