Maine First-Time Home Buyer Programs 2026
Quick Answer: MaineHousing, Maine's state housing agency, is one of the few in the country whose help includes true grants.
Full answer and how we checked it
Its First Generation program gives a $10,000 grant credited at closing and a rate 1% below the regular First Home Loan rate (4.950% versus 5.950% on the sheet effective November 1, 2026). Its Advantage option adds $5,000 toward closing with no second mortgage, no rate add-on and nothing to repay. Both come with a MaineHousing First Home Loan (FHA, VA, USDA-backed or uninsured), which needs a 640 credit score and has income limits of $105,000 to $159,965 depending on area and household size, effective June 1, 2026. For how Maine compares with other states, see our national first-time home buyer grants guide.
This guide is for: first-time buyers in Maine, and anyone who searched for "Maine first time home buyer programs" and wants to know what MaineHousing actually offers in 2026 and what it costs.
Data note: Grantsights checked MaineHousing's First Home Loan page (opens in a new tab), First Generation page (opens in a new tab), Salute ME page (opens in a new tab), its Advantage and First Generation summary sheets, its income and purchase price limits page (opens in a new tab) and its rate sheet effective November 1, 2026 on November 3, 2026. Maine medians come from 2020-2024 ACS owner-occupied values, which run behind today's listing prices.

Maine Home Buyer Programs Compared (2026)
MaineHousing runs 1 core mortgage and 4 add-ons for buyers, and 2 of those add-ons are money you don't pay back. This is where each Maine option stood on November 3, 2026.
| Maine program | Run by | Type | Amount | Repayment terms | First-time buyer rule | Credit minimum | Funding status (as stated by agency) |
|---|---|---|---|---|---|---|---|
| First Home Loan | MaineHousing | First mortgage (FHA, VA, USDA RD, insured or uninsured) | Up to the area purchase price limit | 30-year fixed; 5.950% with 0 points on the November 1, 2026 sheet | No home owned in 3 years | 640 | Open; MaineHousing doesn't post a funding cutoff |
| Advantage | MaineHousing | Grant in effect: no second mortgage, no rate add-on | $5,000 (1 unit); $8,000 to $14,000 for 2 to 4 units | None listed; no second mortgage required | Same as First Home Loan | 640 | Listed on the current rate sheet with the 0-point rate |
| First Generation | MaineHousing | Grant plus discounted first mortgage | $10,000 grant; rate 1% below First Home Loan | Grant credited at closing | Never owned anywhere, plus first-generation or foster care history | 640 | Listed on the November 1, 2026 rate sheet; page calls it a pilot |
| Salute ME / Salute Home Again | MaineHousing | Rate discount | 0.50% off the First Home Loan 30-year rate | Regular mortgage payments | Waived for veterans under Salute Home Again | 640 | Open |
| Maine HOPE | MaineHousing | Deferred loan, 0% (if you lose your job) | Up to 4 mortgage payments | No payments; repaid when you sell, pay off the loan or move out | Comes with MaineHousing loans | Not applicable | Available to borrowers in good standing |
Sources: MaineHousing First Home Loan, First Generation and Salute ME pages; Advantage Summary and First Generation Program summary sheets; MaineHousing rate sheet effective November 1, 2026. All checked November 3, 2026.
The honest read: Advantage's $5,000 and First Generation's $10,000 are rare. MassHousing, CHFA, RIHousing and NH Housing structure their main down payment help as loans. The tradeoff in Maine is size: $5,000 doesn't go far in Cumberland or York County.

MaineHousing Income and Purchase Price Limits (2026)
MaineHousing sorts the state into 7 limit areas. According to its homebuyer limits page, the income limits took effect June 1, 2026; the purchase price limits on that page show an effective date of June 1, 2025, and the rate sheet dated November 1, 2026 lists the same price figures.
| Area | Main communities | Income limit, 1-2 people | Income limit, 3+ people | Price limit, 1 unit | Price limit, 2 units |
|---|---|---|---|---|---|
| Portland HMFA | Portland, South Portland, Westbrook, Scarborough, Gorham, Windham, Falmouth; Old Orchard Beach and 3 York County towns | $139,100 | $159,965 | $565,000 | $625,000 |
| York/Kittery HMFA | Kittery, York, Eliot, Berwick, South Berwick | $132,900 | $152,835 | $565,000 | $625,000 |
| Sagadahoc County | Bath, Topsham | $116,634 | $134,129 | $565,000 | $625,000 |
| York County (outside HMFAs) | Biddeford, Saco, Sanford, Kennebunk | $116,554 | $134,037 | $565,000 | $625,000 |
| Cumberland County (outside Portland HMFA) | Brunswick, Bridgton, Harpswell and others | $115,754 | $133,117 | $565,000 | $625,000 |
| Bangor HMFA | Bangor, Brewer, Old Town, Orono, Hampden, Hermon and others | $106,500 | $122,475 | $525,000 | $575,000 |
| All other areas | Lewiston, Auburn, Augusta, Waterville and the rest of Maine | $105,000 | $120,750 | $525,000 | $575,000 |
Source: MaineHousing, Homebuyer Income and Purchase Price Limits for the First Home Loan, First Generation, Salute ME and Salute Home Again programs (income effective June 1, 2026), and the MaineHousing rate sheet effective November 1, 2026. Three- and four-unit price limits run $625,000 to $775,000. MaineHousing notes income limits may be higher in federal targeted areas.
These limits are generous for Maine. MaineHousing says most Maine households are income-eligible and most homes are price-eligible, and the numbers back that up: a family of 3 in Lewiston can earn up to $120,750.
How Far $5,000 and $10,000 Go in Maine
Measured against Maine's $296,600 median home value, Advantage's $5,000 covers 1.7% and First Generation's $10,000 covers 3.4%, according to Grantsights analysis of U.S. Census Bureau QuickFacts (2020-2024 ACS). Neither fully covers a 3.5% FHA down payment on a median home on its own.
| Maine area | Median home value (owner-occupied) | $5,000 as a share | 3.5% FHA down payment | Gap after $5,000 Advantage | Gap after $10,000 First Gen |
|---|---|---|---|---|---|
| Maine (statewide) | $296,600 | 1.7% | $10,381 | $5,381 | $381 |
| Cumberland County | $451,200 | 1.1% | $15,792 | $10,792 | $5,792 |
| Portland (city) | $489,600 | 1.0% | $17,136 | $12,136 | $7,136 |
| York County | $395,700 | 1.3% | $13,850 | $8,850 | $3,850 |
| Kennebec County | $238,200 | 2.1% | $8,337 | $3,337 | $1,663 to spare |
| Penobscot County | $214,100 | 2.3% | $7,494 | $2,494 | $2,506 to spare |
Calculation: grant amounts divided by the median value; FHA minimum down payment of 3.5% from HUD's loans page (opens in a new tab). VA and USDA loans can need no down payment, which changes the picture. ACS medians run below 2026 sale prices.
The rate discount matters as much as the grant. On MaineHousing's November 1, 2026 sheet, the monthly payment factor is $5.96 per $1,000 at 5.950% and $5.34 at First Generation's 4.950%. On a $250,000 loan, that's about $1,490 versus $1,335 a month in principal and interest, roughly $155 less every month for a First Generation buyer.
Local Help in Portland, Lewiston, Bangor and South Portland
6 Maine cities get 1 specific MaineHousing perk: a private mortgage insurance pilot with Arch MI for single-family homes and approved condos in Bangor, Lewiston, Auburn, Westbrook, Portland and South Portland only, per the First Home Loan page. Ask a MaineHousing lender whether it lowers your monthly cost compared with FHA.
Beyond that, Grantsights didn't verify a current city-run down payment program with posted dollar amounts for Portland, Lewiston, Bangor or South Portland as of November 3, 2026, so none is listed here. A few practical notes:
- Portland and South Portland are in the Portland HMFA, with Maine's highest income limits ($139,100 and $159,965) and the $565,000 single-family cap. On a $489,600 median Portland home, even First Generation's $10,000 leaves a $7,136 gap on a 3.5% down payment.
- Lewiston and Auburn fall under "all other areas" ($105,000 and $120,750), where lower prices mean Advantage covers a larger share.
- Bangor, Brewer and Orono use the Bangor HMFA limits ($106,500 and $122,475).
If you're buying in any Maine city, ask the city's community development office whether it runs a HOME- or CDBG-funded down payment program, and whether it can be combined with a MaineHousing loan.
FHA, VA and USDA Loans in Maine
MaineHousing's First Home Loan can be insured by FHA, VA or USDA Rural Development, which is how many Maine buyers put little or nothing down. MaineHousing sets the rate; the federal agency insures or guarantees the loan.
- FHA in Maine: MaineHousing pairs FHA insurance with its 640 credit floor and Advantage's $5,000. The federal down payment floor is 3.5% on 1 to 4 unit homes, according to HUD's loans page (opens in a new tab).
- VA in Maine: VA loans don't require a down payment or monthly mortgage insurance, according to VA's purchase loan page (opens in a new tab). Stack that with Salute ME's 0.50% discount.
- USDA in Maine: USDA Rural Development's guaranteed loan page (opens in a new tab) describes no-money-down loans for eligible rural buyers earning up to 115% of median. Check the address on USDA's map before you shop.
Our USDA housing grants guide covers USDA's direct loans and repair grants, and the national first-time home buyer guide compares the loan types side by side.
What MaineHousing Doesn't Tell You Up Front
Grantsights compared MaineHousing's program pages with its summary sheets and rate sheet and found 4 details that affect your choice.
- Advantage isn't available with the 2-point option. The rate sheet lists "2 Points (No Advantage)" at 5.450%. If you want the lower rate from paying points, you give up the $5,000.
- First Generation can't be combined with Salute ME or the 2-point option. Its summary sheet says so directly. A first-generation veteran has to choose between the 1% discount and the 0.50% discount; the 1% is larger.
- The class order matters. First Generation buyers must take the financial literacy class before the homebuyer education class, per the summary sheet. Taking them out of order can delay your closing.
- The price limits page shows an older date. The income table says June 1, 2026, but the price table on the same page says June 1, 2025. The November 1, 2026 rate sheet shows the same price limits, so they appear current, but confirm with your lender if you're near the cap.
One more thing in your favor: MaineHousing says Advantage has no liquid asset test, so savings in the bank won't disqualify you from the $5,000.
Common Mistakes and Red Flags for Maine Buyers
Most problems come from 5 mistakes, and each is easy to avoid with a little planning.
- Skipping the 1% contribution. A common mistake is assuming Advantage or First Gen covers everything. MaineHousing requires at least 1% of the loan amount from you (it can be a gift for Advantage), and the class fee counts toward it.
- Taking cash back. Advantage doesn't allow cash back at closing; any excess goes toward the loan, and principal reductions must be under $500.
- Claiming First Gen after owning before. First Generation requires that every borrower has never owned a principal residence, anywhere, ever. That's stricter than the 3-year rule for the First Home Loan.
- Underestimating southern Maine prices. In Portland, $5,000 covers about 1% of a median home. Budget for the rest.
- Paying for "grant help." A red flag is anyone charging a fee to get you a Maine first-time home buyer grant. Per the FTC's government grant scams page (opens in a new tab), a government grant never comes with a fee, and anyone asking for payment by gift card, wire or cryptocurrency is running a scam.
If the home needs work, MaineHousing's Purchase Plus Improvement option can add $500 to $35,000 of repairs to the mortgage, and our guide to home repair grants for low-income homeowners covers help after you move in.
How to Apply for MaineHousing Help, Step by Step
MaineHousing's process takes 6 steps, all through one of its 40-plus approved lenders.
- Check your area's limits. Find your town in the table above and compare your household's gross income.
- Check your credit. MaineHousing's minimum is 640.
- Take the right classes. Advantage needs a hoMEworks-approved homebuyer education class. First Generation needs a MaineHousing-approved financial literacy class first, then the homebuyer class. The First Home Loan page (opens in a new tab) links to both.
- Get pre-qualified with a MaineHousing lender. Ask for quotes at 0 points with Advantage, at 2 points without it, and with First Generation if you qualify.
- Consider a First Home Finder. MaineHousing lists real estate agents who sold 3 or more homes bought with First Home Loans in the prior year.
- Close. The grant is credited at closing. There's no second mortgage to track for Advantage.
For example, a couple in Bangor earning $85,000 and buying a $220,000 home with an FHA-insured First Generation loan would be under the Bangor area's $106,500 limit and the $525,000 price cap. Their 3.5% down payment is $7,700. They'd put in at least 1% of the loan, about $2,120, and the $10,000 First Generation grant would cover the rest of the down payment plus part of the closing costs. At 4.950% instead of 5.950%, their payment on a roughly $212,000 loan would be specifically about $130 a month lower, and they'd owe nothing back on the grant.
If MaineHousing Help Pauses or Your Loan Is Declined
MaineHousing doesn't post a dollar balance for any of its 5 programs, and its First Home Loan page still refers to First Generation as a pilot.
- If First Generation pauses: Advantage's $5,000 is the fallback with the same First Home Loan, though at the regular rate.
- If you're over the income limit: check whether the address is in a federal targeted area, where MaineHousing says limits may be higher, or compare a standard FHA, VA or USDA loan.
- If your credit is under 640: a hoMEworks education provider can help you plan. Our guide on how to apply for grants as an individual shows how to spot a Maine "grant service" that's really a fee grab.
- If buying has to wait: see the rental assistance programs guide and the HUD income limits guide.
The HUD HOME program guide explains the federal money behind many city down payment programs, which can point you to local help in your town.
If you want a quick look at which official Maine programs could fit your household, the free eligibility checker points you to the agencies that run them. It doesn't hand out MaineHousing grants or apply with a lender for you.

Frequently Asked Questions
Is there a first-time home buyer grant in Maine?
Yes, two kinds through MaineHousing. The First Generation program gives a $10,000 grant credited at closing, according to its summary sheet, plus a rate 1% below the regular First Home Loan rate. The Advantage option gives $5,000 toward closing with no second mortgage, no rate add-on and no increase in the loan amount, so there's nothing to repay. Both require a MaineHousing First Home Loan.
How much is MaineHousing down payment assistance in 2026?
Advantage is $5,000 for a single-family home. Multi-Unit Advantage is $8,000 for 2 units, $11,000 for 3 units and $14,000 for 4 units. First Generation borrowers get $10,000. All of them require at least 1% of the loan amount from the buyer, which can include the cost of the homebuyer class.
What are the MaineHousing income limits for 2026?
Effective June 1, 2026, the limits are $139,100 for 1 to 2 people and $159,965 for 3 or more in the Portland area, $132,900 and $152,835 in the York/Kittery area, $106,500 and $122,475 in the Bangor area, and $105,000 and $120,750 in most of the rest of Maine. Cumberland, Sagadahoc and York counties outside those metro areas sit in between.
What's the MaineHousing purchase price limit?
For a single-family home, $565,000 in the Portland and York/Kittery areas and in Cumberland, Sagadahoc and York counties, and $525,000 in the Bangor area and the rest of the state. Two- to four-unit limits run up to $775,000. Mobile homes using the self-insured option are capped at $250,000 on owned land and $200,000 on leased land.
What credit score do I need for a MaineHousing loan?
640. MaineHousing's First Home Loan and First Generation pages both list a minimum credit score of 640 and say buyers should generally plan to spend no more than 30% to 33% of income on the monthly mortgage payment.
Who qualifies for MaineHousing's First Generation program?
All borrowers must be true first-time buyers who have never owned a principal residence anywhere. At least one borrower must have never lived in a home owned by their biological parents or legal guardians, or must have been in foster care at some point in childhood. You also need a MaineHousing-approved financial literacy class and then a homebuyer education class before closing.
Do veterans get extra help from MaineHousing?
Yes. Salute ME gives qualified active duty, veteran and retired military borrowers a 0.50% discount on the First Home Loan 30-year rate, and Salute Home Again waives the first-time buyer rule for veterans who've owned before. Advantage's $5,000 can be added.
Are Maine home buyer grant ads real?
Be skeptical. The FTC says no government agency will contact you to demand that you pay to get a grant. MaineHousing's grants only come through its 40-plus approved lenders as part of a First Home Loan. Don't pay anyone a fee to unlock a Maine home buyer grant.
