Full answer and how we checked it
Grantsights is an independent guide, not part of any council or the Government; it doesn't take applications and never asks for your PPSN, medical details or bank details. The disability grant pays up to €40,000 (100% of the cost for household incomes up to €37,500), older people's repairs up to €10,700 and mobility aids up to €8,000, and in Grantsights analysis of Department of Housing payment statistics, the average Exchequer payment in 2025 was €8,903 for a disability grant and €4,612 for older people's repairs.
This guide is for: older people, people with a disability, their families and carers in Ireland who need a home adapted or repaired, and want to know which council grant fits, how much it pays and how long it takes.
Data note: Grant rates and income bands come from the Housing (Adaptation Grants for Older People and Disabled People) Regulations 2024, S.I. No. 612 of 2024 (opens in a new tab), downloaded on October 29, 2026, and Citizens Information's pages on each grant, read in a browser the same day (the older people page was edited June 17, 2026; the disability and mobility aids pages January 20, 2025). Council allocations come from the Department of Housing's press release of March 9, 2026. Payment counts and values come from the Department's spreadsheets "Housing Adaptation Grants by Year" and the by-area files for the disability and older people grants (2008 to 2025), downloaded October 29, 2026. Those values are Exchequer funding only and leave out each council's own contribution, so actual grants are higher. Dáil written answers were read through the Oireachtas open data service, because the Oireachtas website showed a human-verification check that Grantsights didn't try to get past. The Department doesn't publish waiting times or approval rates.

The 3 Housing Adaptation Grants and What Each Pays
The 3 grants together paid 15,700 claims in 2025, according to the Department of Housing's March 9, 2026 announcement, and they share one application form. Which one you need depends on whether the work is an adaptation for a disability, basic mobility equipment, or essential repairs for an older person.
| Housing Adaptation Grant for People with a Disability | Mobility Aids Grant | Housing Aid for Older People Grant | |
|---|---|---|---|
| Maximum grant | €40,000 (€20,000 for a house under 12 months old) | €8,000 | €10,700 |
| Share of cost covered | 100% down to 30%, by income | Up to 100% | 100% down to 30%, by income |
| Household income limit | €75,000 | €37,500 | €75,000 |
| Who it's for | A household member with an enduring physical, sensory, mental health or intellectual impairment | Older people and people with disabilities with mobility needs | People aged 66 and over in poor housing conditions (under 66 in hardship cases, at the council's discretion) |
| Typical work | Ramps, wider doors, ground-floor bedroom or bathroom extension, accessible shower, stairlift or through-floor lift, fixed track hoist | Grab rails, accessible shower, ramps, stairlift, fixed track hoist, minor works | Roof repairs, rewiring, windows and doors, heating repair or replacement |
| Medical evidence | Doctor's section; occupational therapist report for extensions, lifts, hoists or major changes of room use | Doctor's section; OT report for a stairlift or hoist | Not needed unless you're asking for urgent medical priority |
| VAT | Not covered (VAT refund may be available from Revenue) | Not covered | Covered |
S.I. No. 612 of 2024 and Citizens Information grant pages, read October 29, 2026.
Occupational therapist costs. Citizens Information says the council can arrange the OT assessment, or you can hire an OT yourself and get up to €300 of the cost back as part of the grant.
No new fossil fuel boilers. Since January 1, 2025, the older people grant can't pay for a new oil or gas boiler. It can still repair an existing one, extend an existing system, fit a second-hand boiler installed by a qualified contractor, or install electric or biomass heating.
Council tenants use a different scheme. If you live in council housing, these grants don't apply. The council adapts its own homes under the Disabled Persons Grant scheme, so contact its housing maintenance section instead.
Income Bands: How Much of the Cost You'll Get
Households with assessed income of €37,500 or less get 100% of the approved cost, up to the maximum, under S.I. No. 612 of 2024, which came into operation on December 1, 2024. Income is the gross income of the owner and spouse or partner for the previous tax year (or the tenant's, for a registered private tenancy).
| Assessed household income | Share of cost | Disability grant max (house 12+ months old) | Disability grant max (house under 12 months) | Older people grant max | Mobility Aids max |
|---|---|---|---|---|---|
| Up to €37,500 | 100% | €40,000 | €20,000 | €10,700 | €8,000 |
| €37,501 to €43,750 | 85% | €34,000 | €17,000 | €9,095 | Not eligible |
| €43,751 to €50,000 | 75% | €30,000 | €15,000 | €8,025 | Not eligible |
| €50,001 to €62,500 | 50% | €20,000 | €10,000 | €5,350 | Not eligible |
| €62,501 to €75,000 | 30% | €12,000 | €6,000 | €3,210 | Not eligible |
| Over €75,000 | No grant | No grant | No grant | No grant | No grant |
S.I. No. 612 of 2024, Regulations 3, 4 and 5.
Deductions that can move you into a better band. The Regulations reduce assessed income by:
- €6,250 for each household member under 18, or aged 18 to 23 in full-time third-level education
- €6,250 if the person the grant is for is cared for full-time by a relative
- Up to €6,250 for housing costs such as mortgage or rent on the home
- Up to €12,500 for residential care fees you pay for a spouse or co-owner
- Up to €12,500 for homecare fees (cut to €6,250 if the full-time relative carer deduction also applies)
Citizens Information lists the payments that aren't counted at all, including Carer's Allowance and Carer's Benefit (where paid for the person needing the grant), Child Benefit, Working Family Payment, Domiciliary Care Allowance, Fuel Allowance, the Household Benefits Package, Living Alone Allowance and Foster Care Allowance.
Worked example from Citizens Information: a household assessed at €45,000 after deductions gets 75% of the cost for the older people grant, up to €8,025. On a €15,000 job, the grant is €8,025, not €11,250. Run the same sum for your own quote before you commit to a builder.
If someone's income has dropped sharply and permanently because of illness, injury or disability, confirmed by a medical consultant, the Regulations let the council use the last 13 weeks of earnings, annualised, instead of the previous tax year.
How to Apply and What Happens Next
There are 3 priority levels, and Citizens Information says applications are ranked by medical urgency, so your place in the queue depends more on priority than on the date you apply. The steps:
- Get the current form. Use the form updated for the December 2024 rules, from your council or gov.ie. It covers all 3 grants; fill in the sections for the one you need.
- Doctor's section and evidence. Include proof of household income for the previous tax year, proof your Local Property Tax is up to date, your landlord's written permission if you rent, and an OT report where needed. For the older people grant, add an insurer's letter for roof repairs, a Safe Electric registered electrician's report for rewiring, or a heating contractor's report for heating work.
- Technician visit. The council checks the work is feasible and suits the person's needs.
- Approval letter. It states the amount approved. Don't start before you have it.
- Quote, contractor details and bank details. The council asks for a quote, your contractor's tax reference number and your bank account.
- Do the work. Citizens Information says work is expected to start within 6 months of approval, though the council may extend that.
- Payment. The grant is paid when the work is complete. If the grant is over €10,000, you'll need tax clearance from Revenue.
Priority levels. Priority 1 is for people who are terminally ill or dependent on family or a carer, or who could return home from hospital or residential care with the adaptation. Priority 2 is for people who are mobile but need help getting to a bedroom or bathroom. Priority 3 is for people who are independent but want adaptations for quality of life or to future-proof the home.
Appeals. If you're refused or unhappy with the decision, appeal in writing to the council within 3 weeks. Someone who wasn't involved in the first decision reviews it, which can take up to 6 weeks.
Grantsights Analysis of Council Funding and Payments
The Department of Housing allocated €129.5 million in Exchequer funding for 2026, up €30 million, and with councils' 15% contribution the projected total is €152,352,941 for about 17,000 claims, according to its March 9, 2026 press release. Grantsights compared each council's 2026 allocation with the grants it paid in 2025.

Grantsights analysis of the Department of Housing's 2026 funding table (press release, March 9, 2026) and its "Housing Adaptation Grant for Disabled People by Area" and "Housing Aid for Older People Grant by Area" spreadsheets (2008 to 2025), downloaded October 29, 2026. Averages are Exchequer payments divided by claims paid, and exclude each council's own contribution. The 12 largest allocations are shown, plus Louth, Offaly and Leitrim. Mobility Aids Grant payments aren't published by council.
The national trend tells you where the money is going:
| Year | Disability grants paid | Value (Exchequer) | Older people grants paid | Value (Exchequer) | Mobility Aids grants paid | Value (Exchequer) |
|---|---|---|---|---|---|---|
| 2021 | 3,811 | €31.1m | 4,736 | €19.2m | 1,736 | €6.2m |
| 2022 | 4,684 | €38.1m | 5,999 | €24.3m | 1,804 | €6.4m |
| 2023 | 4,995 | €40.8m | 7,264 | €29.5m | 1,439 | €5.0m |
| 2024 | 5,533 | €44.4m | 8,419 | €34.0m | 1,246 | €4.2m |
| 2025 | 5,541 | €49.3m | 8,845 | €40.8m | 1,314 | €5.1m |
Department of Housing, "Housing Adaptation Grants by Year" spreadsheet, downloaded October 29, 2026. Values are Exchequer funding and exclude council contributions.
What this means if you're applying:
- Older people's repair grants have nearly doubled. Claims paid rose 87% from 4,736 in 2021 to 8,845 in 2025. If your need is repairs rather than adaptation, this grant is the most widely paid of the 3.
- Mobility Aids claims are falling. They dropped from 1,804 in 2022 to 1,314 in 2025, even as total funding rose. The €37,500 income limit is far stricter than the €75,000 limit on the disability grant, so if you're just over €37,500, apply for the disability grant instead: a stairlift or accessible shower qualifies under both.
- The average grant is well below the maximum. The average disability grant's Exchequer share in 2025 was €8,903, against a €40,000 cap. Full extensions are the exception; most claims are for smaller works.
- Your council matters. Average disability grants range from €5,996 in Kerry to €13,605 in Offaly, which reflects what each council approves as much as what people need. The Department told the Dáil on May 12, 2026 that allocations are based on Census 2022 population of older and disabled people, the Pobal HP Deprivation Index and each council's grant activity.
What Councils Don't Tell You About Adaptation Grants
The Department of Housing told the Dáil on March 4, 2026 that it "does not hold collated dynamic data on waiting times" for these grants, so no national waiting list figure exists. These are the points families underestimate.
1. Councils can run out of money mid-year. In answers on May 12 and May 19, 2026, the Minister confirmed that some councils had paused priority 2 and priority 3 applications while still accepting priority 1 cases, and that the Department redistributes unspent allocations between councils during the year. If your council has paused, ask whether your case could be priority 1, for example if an adaptation would let someone leave hospital. Case in point: Louth County Council got over €3.5 million for 2026, 30% more than its original 2025 allocation, yet a Dáil question answered on May 19, 2026 described Louth's 3 adaptation schemes as closed to new applications. A bigger allocation doesn't guarantee an open list.
2. You pay the builder; the council pays you afterwards. The grant is paid on completion. A deputy asked on June 23, 2026 how many approved grants are never drawn down because people can't fund the work up front; the Minister's answer didn't give a number or a new support. If you can't bridge the cost, raise it with the council before you accept the approval.
3. Starting early forfeits the grant. The Regulations say no grant is paid for works started before approval. If a hospital discharge is urgent, tell the council so it can treat the case as priority 1, rather than starting work yourself.
4. Over-€37,500 households lose the Mobility Aids route. It's an all-or-nothing limit. The disability grant covers the same items at 85% or less above that income.
5. The house must be your main home when the work ends. The grant isn't paid unless the person it's for lives there as their normal residence on completion. A grant also can't be processed twice at the same time for the same person.
6. Children with parents who live apart. The Regulations let a council fund adaptations to a second home where the other parent lives, if it considers the works reasonably necessary for the child's access.
7. Energy upgrades are a separate, faster-growing pot. Insulation and heating improvements for welfare recipients go through SEAI's Warmer Homes Scheme, not these grants. Our SEAI grants guide covers the amounts and the wait.
Budget 2027: What's Announced and What Isn't
The 2026 allocation of €129.5 million is the latest confirmed figure. Budget 2027 hasn't published a 2027 amount. The Budget 2027 Expenditure Report (October 9, 2026) says the housing capital allocation "will enable a greater level of Housing Adaptation Grant and Mobility Aid works", inside more than €750 million for specific housing needs that also covers retrofitting social homes, defective block remediation and temporary accommodation. A Dáil question of October 13, 2026 asking for the 2027 amount and the number of grants it would fund was recorded as "reply not received".
| Item | Status on October 29, 2026 |

| Council contribution cut from 20% to 15% | In force with the 2024 Regulations (Dáil answer, June 23, 2026) |

Watch your council's website early in 2027 for its new allocation. In 2026, councils received theirs on March 9, so applications that were paused in late 2026 may not reopen until the new money is confirmed.
Scams and Safe Contacts
The grant is paid only by your council, after its own technician has inspected the home, so nobody else can "approve" you. Watch for these:
- Phishing calls and texts. The Competition and Consumer Protection Commission's phishing guidance (opens in a new tab) warns that scammers pose as government bodies and may already know your name and address. Hang up and call the council on a number from its own website.
- Doorstep sellers of stairlifts, showers or repairs. If you agree to a sale on your doorstep without having arranged the visit, the CCPC says you have a 30-day cooling-off period (opens in a new tab). Don't sign before the council has approved the grant: work started early won't be funded.
- Fees for "grant help". The Department's pages and Citizens Information don't describe any fee to apply. Citizens Information's free phone service is on 0818 07 4000.
- If you've lost money, contact your bank about a chargeback and report it to the Gardaí, as the CCPC advises.
Which Grant Should You Apply For?
Start here: the Mobility Aids Grant is your best bet if the job is a stairlift, grab rails, ramp or accessible shower and your assessed household income is €37,500 or less. It's designed to be fast-tracked and covers up to 100%. Apply for the disability grant for anything larger, or if your income is above €37,500. Choose the older people grant if you're 66 or over and the problem is the house itself: the roof, wiring, windows or heating.

Frequently Asked Questions
How much is the housing adaptation grant in 2026?
Up to €40,000 for the Housing Adaptation Grant for People with a Disability, or 100% of the cost if your assessed household income is €37,500 or less. The percentage drops to 85%, 75%, 50% and 30% as income rises, and there's no grant above €75,000. For a house less than 12 months old the maximum is €20,000. The Housing Aid for Older People Grant pays up to €10,700 and the Mobility Aids Grant up to €8,000. These rates come from S.I. No. 612 of 2024 and have applied since December 1, 2024.
What is the income limit for the housing adaptation grant?
€75,000 a year of gross household income for the previous tax year, after disregards and deductions. The Mobility Aids Grant has a lower limit of €37,500. Your council deducts €6,250 for each child under 18 and each 18 to 23 year old in full-time education at home, €6,250 if a relative cares for the person full-time, up to €6,250 for housing costs, and up to €12,500 each for residential care and homecare fees. Payments such as Carer's Allowance, Child Benefit, Fuel Allowance and Domiciliary Care Allowance aren't counted.
How long is the waiting list for the housing adaptation grant?
It depends entirely on your council and your priority level. The Department of Housing told the Dáil on March 4, 2026 that it doesn't hold waiting-time data, and in May 2026 it confirmed that some councils had paused priority 2 and priority 3 applications while still accepting priority 1 cases. Priority 1 covers people who are terminally ill, dependent on family or a carer, or who could leave hospital or residential care if the home were adapted. Ask your council's housing grants section for its current waiting time.
Can I get the housing adaptation grant if I rent?
Yes, for the disability grant and the Mobility Aids Grant, if you rent privately with a tenancy registered with the Residential Tenancies Board and your landlord gives written permission. Approved housing body tenants also qualify with the body's permission. Council tenants don't qualify; councils adapt their own homes under the separate Disabled Persons Grant scheme. The Housing Aid for Older People Grant is for owners or people with a right to live in the home.
Can I start the work before the grant is approved?
No. The 2024 Regulations say a grant isn't paid for works started or completed before the council has received and approved the application. Citizens Information says work is expected to start within 6 months of approval, and the grant is paid when the work is finished.
Does the housing adaptation grant cover VAT?
Citizens Information says the disability grant and the Mobility Aids Grant don't cover VAT on the work, but you may be able to reclaim VAT from Revenue on aids and appliances for people with disabilities. The Housing Aid for Older People Grant can cover the total cost including VAT.
Did Budget 2027 increase housing adaptation grants?
No 2027 figure has been published. The Budget 2027 Expenditure Report says funding will enable a greater level of Housing Adaptation Grant and Mobility Aid works, within more than €750 million for specific housing needs, but it doesn't say how much. A Dáil question asking for the 2027 amount on October 13, 2026 was recorded as 'reply not received'. The 2026 Exchequer allocation is €129.5 million.
