West Virginia LIEAP 2026: Income Limits and Deadline
Quick Answer: West Virginia's version of LIHEAP is the Low Income Energy Assistance Program (LIEAP), run by the Department of Human Services (DoHS), with Emergency LIEAP for shutoffs and empty tanks.
Full answer and how we checked it
For federal FY2027, the income limit is $4,904 a month for a family of four (60% of state median income), and the maximum LIEAP benefit is $2,000 per household. DoHS started mailing pre-LIEAP applications to returning households on November 2, 2026, and those are due November 25, 2026; the general public date hadn't been announced as of November 3.
This guide is for: West Virginians who heat with natural gas, electricity, propane, coal or wood and are short on the winter bill, returning LIEAP households who just got the November mailing, older residents on a fixed income, and family members helping a parent in the coalfields or the Eastern Panhandle apply.
Data note: Grantsights checked DoHS's October 30, 2026 LIEAP announcement (opens in a new tab), its 2026 notices on the regular season (opens in a new tab), the February 9 closure (opens in a new tab) and Emergency LIEAP (opens in a new tab), and West Virginia's approved FY2026 LIHEAP plan (opens in a new tab) (October 1, 2025 to September 30, 2026) against ACF's FY2027 state median income table (opens in a new tab) and October 9, 2026 funding release (opens in a new tab) on November 3, 2026. Shutoff rules come from the West Virginia Public Service Commission's electric utility rules (150CSR3, rule 4.8). West Virginia's per-resident math uses its first FY2027 federal payment and the Census Bureau's July 2025 count of 1,766,147 residents.

West Virginia LIEAP 2026-27 at a Glance: 4 Kinds of Help
West Virginia offers 4 kinds of LIEAP-funded help, and each has its own short window. The FY2026 plan budgeted 42% of LIHEAP funds for heating, 10% for cooling, 13% for winter crisis, 15% for weatherization, 10% for carryover and 10% for administration.
| Component | 2026-27 timing | Amount | Who it's for |
|---|---|---|---|
| Regular LIEAP | Pre-LIEAP mail-out November 2 to November 25, 2026; public window not yet announced | Up to $2,000 per household | Households at or below the FY2027 limits who pay for heat |
| Emergency LIEAP (ELIEAP) | Separate window announced by DoHS (2026: June 8 to June 26) | Up to $2,000, minus regular LIEAP already received | Termination notice, past-due bill, or critically low bulk fuel |
| Repair or Replacement Program | Any time in the fiscal year, while funds last (FY2026 plan) | Up to $10,000 | Non-working or unusable heating or cooling systems |
| Weatherization | Through community action agencies | Up to $12,000 (FY2026, per the LIHEAP Clearinghouse) | Households up to 200% of poverty |
Sources: DoHS LIEAP and ELIEAP announcements; West Virginia FY2026 LIHEAP plan, sections 1.2, 2.5, 2.6 and 4.9; the LIHEAP Clearinghouse, an ACF-funded resource, for weatherization figures.
West Virginia pays the utility for regulated gas and electric customers. Per the FY2026 plan, households that heat with bulk fuel such as propane, oil, coal or wood usually get a direct payment instead, which matters later: Emergency LIEAP asks for a receipt proving that money went to heat.

West Virginia LIEAP Income Limits for FY2027
West Virginia's limit is $4,904 a month for a family of four, according to DoHS's October 30, 2026 notice. The state uses 60% of state median income for households of one to seven people and switches to 150% of the federal poverty level at eight, because the poverty-based line is higher for big families.
| Household size | Monthly gross limit (DoHS, FY2027) | Yearly equivalent (ACF FY2027 tables) | Basis |
|---|---|---|---|
| 1 | $2,550 | $30,603 | 60% of state median income |
| 2 | $3,335 | $40,019 | 60% of state median income |
| 3 | $4,120 | $49,435 | 60% of state median income |
| 4 | $4,904 | $58,852 | 60% of state median income |
| 5 | $5,689 | $68,268 | 60% of state median income |
| 6 | $6,474 | $77,684 | 60% of state median income |
| 7 | $6,621 | $79,450 | 60% of state median income |
| 8 | $6,965 | $83,580 | 150% of poverty |
| 9 | $7,675 | $92,100 | 150% of poverty |
| 10 | $8,385 | $100,620 | 150% of poverty |
| Each additional person | add $710 | add $8,520 | 150% of poverty |
Sources: monthly figures from DoHS's October 30, 2026 LIEAP notice (opens in a new tab); yearly figures from ACF's FY2027 state median income table (opens in a new tab) and FY2027 poverty guideline table (opens in a new tab). Effective for federal FY2027, October 1, 2026 to September 30, 2027.
Up from last season. The FY2026 limit for a family of four, in DoHS's June 2026 Emergency LIEAP notice, was $4,720 a month. The FY2027 figure is $184 higher, so a household that was just over the line last winter may qualify now.
Social Security and veterans benefits. DoHS's FY2027 notice carries the note "Social Security & Veterans Benefits Excluded" under the income chart, and its December 2025 notice carried the same note. If your household lives mostly on Social Security or VA benefits, don't rule yourself out based on the gross amount; apply and let DoHS count your income.
When the figures change next. The limits follow ACF's state median income and poverty tables for each federal fiscal year. Expect FY2028 figures with DoHS's fall 2027 announcement.
Other rules. Every household member must meet the program's income rules, and you must be responsible for heating costs. Per the FY2026 plan, you must live in a "traditional dwelling" tied to a physical address: a house, apartment, townhome, mobile home, RV or camper counts, but a tent or car doesn't. For food help, see our West Virginia SNAP guide, and for health coverage, our West Virginia Medicaid income limits guide.
How Much West Virginia LIEAP Pays
West Virginia caps regular LIEAP at $2,000 per household, according to DoHS's FY2027 notice. DoHS doesn't publish a public benefit chart; per the FY2026 plan, benefit levels are programmed into the eligibility system and based on income, household size, cost of energy and fuel type.
The FY2026 plan's own note on the matrix says base levels run from $1 to $446.25 and can be multiplied by as much as 1.75, with electric heat getting the largest increment, up to the $2,000 cap. The $1 floor exists because supplemental payments outside the matrix are possible. Treat the exact award as unknown until DoHS's notice arrives.
| West Virginia benefit | Maximum | Source |
|---|---|---|
| Regular LIEAP | $2,000 per household | DoHS, October 30, 2026 |
| Emergency LIEAP | $2,000, minus regular LIEAP received that season | FY2026 plan, section 4.9 |
| Repair or Replacement Program | $10,000 | FY2026 plan, section 2.6 |
| Lodging voucher when the heating unit fails | One day's lodging if no shelter is available, with LIHEAP coordinator approval | FY2026 plan, sections 4.3 and 4.8 |
Worked example. For example, a family of three in Charleston earning $3,000 a month with an Appalachian Power electric furnace is $1,120 under the $4,120 limit for three, so they qualify. Electric heat gets the largest multiplier under the FY2026 matrix note, which helps them, and the payment goes straight to Appalachian Power. A retired couple in McDowell County heating with coal and living on $2,600 a month in Social Security would likely qualify, since DoHS's note excludes Social Security, and their benefit would come as a direct payment. They should save the coal receipt, since Emergency LIEAP later requires proof the money went to heat.
Season Dates and Deadlines for 2026-27
West Virginia's LIEAP season runs in short bursts, and last year's public window lasted 6 business days. Here are the dates DoHS has announced, plus last season's for comparison:
| Date | What happens |
|---|---|
| November 2, 2026 | DoHS starts mailing pre-LIEAP applications to returning households with a child under 6, an adult 60+, or a person with a disability |
| November 25, 2026 | Deadline to return pre-LIEAP applications |
| Not yet announced | General public LIEAP window for 2026-27 |
| January 5 to January 30, 2026 (last season) | Mailed applications for returning and vulnerable households |
| February 2 to February 9, 2026 (last season) | Public window; scheduled to run to February 20, closed early when funds ran out |
| June 8 to June 26, 2026 (last season) | Emergency LIEAP, in person only |
Federal funding status. West Virginia's first FY2027 LIHEAP allocation is $30,943,848, according to ACF's state allotment table (opens in a new tab). ACF sent it October 9, 2026 under the stopgap Continuing Appropriations and Extensions Act, 2027 (Public Law 119-103, signed September 2, 2026) and says the $3,631,860,000 national release equals 90% of what that law provides. ACF restricts funds for states without an approved FY2027 plan; West Virginia's FY2027 plan wasn't on the LIHEAP Clearinghouse's plan list on November 3, 2026. More money for West Virginia this winter depends on Congress passing a full-year budget. The LIHEAP Clearinghouse lists West Virginia's full FY2026 funding at $35,169,635.
How to Apply for West Virginia LIEAP: 3 Ways
DoHS takes LIEAP applications 3 ways, and returning households can simply send back the form that came in the mail.
- Online at WV PATH (opens in a new tab), the state's benefits portal.
- By mail, returning the pre-LIEAP application DoHS mailed you, postmarked by the deadline.
- In person at your local DoHS field office (opens in a new tab). Last season, DoHS also listed West Virginia Community Action Agencies and West Virginia Senior Centers as places to get applications.
Documents DoHS requires:
- A current utility bill, if your main heat comes from a Public Service Commission-regulated utility
- Verification of your fuel supplier and a receipt, if you heat with bulk fuel such as propane, oil, coal or wood
- Proof of income for every household member
- For Emergency LIEAP: a termination notice or past-due bill for gas or electric, and, if you got a direct LIEAP payment, a receipt equal to that payment
Per the FY2026 plan, crisis applicants must be interviewed in a local DoHS office. If you can't get there, you can name someone to apply for you, or ask for a worker to come out. Questions go to DoHS's Office of Constituent Services Client Services Unit at 1-800-642-8589 or osaclientservices@wv.gov.
Emergency LIEAP and Shutoff Protection: West Virginia's 32-Degree Rule
West Virginia's FY2026 plan commits to resolving an energy crisis within 48 hours, and within 18 hours when it's life-threatening. The plan defines a crisis as being without heat or utility service, or in danger of losing it, with no resources to fix it.
What Emergency LIEAP covered in 2026, according to DoHS's June 4, 2026 notice:
- Gas or electric customers with a termination notice or past-due bill
- Households using bulk fuel or other heat sources whose fuel is critically low
- Heating or cooling bills, since the program covers both
- In-person applications only, while funds lasted
Life-threatening cases need documentation of an illness or condition worsened by having no heat. If the heating unit has failed and no shelter is available, the FY2026 plan allows a one-day lodging voucher, and the household can be evaluated for the Repair or Replacement Program, which can also fund electrical upgrades and propane tank replacement.
West Virginia's shutoff rules. West Virginia has no date-based winter moratorium. Instead, the Public Service Commission's rules for electric utilities (150CSR3, rule 4.8) set these protections:
| Protection | What it means for you |
|---|---|
| 32°F forecast | No disconnection when the National Weather Service predicts 32 degrees or colder |
| Fridays, weekends, holidays | No disconnection on a Friday, Saturday, Sunday or legal holiday, or when the utility can't take payment |
| Hours | No disconnection before 8:00 AM or after 4:00 PM |
| November 1 to March 31 | 3 attempts at personal contact before shutoff, at least one an on-site visit (2 attempts the rest of the year) |
| 10 days' written notice | Termination notice must be postmarked at least 10 days before the shutoff date |
| Medical certification | A licensed physician, nurse practitioner or physician assistant's certificate must reach the utility within 10 days and be renewed every 30 days, unless the condition is certified as permanent |
| Deferred payment | Utilities must offer a standard agreement: the balance plus a 2% fee over 12 monthly payments |
If you think a utility broke these rules, contact the Public Service Commission of West Virginia (opens in a new tab) at 800-344-5113.
Discounts, Weatherization and Funds That Stack With LIEAP
At least 4 other programs can stack with a LIEAP award in West Virginia.
- Special Reduced Residential Service Rate. According to the LIHEAP Clearinghouse, gas and electric utilities cut winter rates 20% for customers 60 or older who get SSI, WV WORKS or SNAP. The utility decides eligibility, and you must reapply every year.
- Weatherization. West Virginia's community action network runs the Weatherization Assistance Program (opens in a new tab) for households up to 200% of poverty, according to the Clearinghouse. For roof or wiring repairs beyond weatherization, see our home repair grants guide.
- West Virginia Utility Assistance Program. The Clearinghouse says Dollar Energy Fund runs this one-time grant toward gas, electric and water bills, open to some customers who don't qualify for LIEAP; intake runs through local agencies and the Salvation Army.
- Mon Power Home Check-Up. An in-home energy evaluation with on-the-spot upgrades, for homeowners and renters with landlord approval, per the Clearinghouse.
West Virginia's FY2027 LIHEAP Money: $17.52 Per Resident
West Virginia's first FY2027 LIHEAP release is $30,943,848. Grantsights analysis of ACF's October 9, 2026 allotment table and Census Bureau July 1, 2025 population estimates found West Virginia received $17.52 per resident, 12th of 51 and about 68% above the $10.44 figure for the 50 states and D.C.
| State | ACF's first FY2027 LIHEAP check | Mountain State and neighbor populations, July 2025 | Per-person LIHEAP dollars | Order among 50 states plus D.C. |
|---|---|---|---|---|
| West Virginia | $30,943,848 | 1,766,147 | $17.52 | 12th |
| Pennsylvania | $196,812,079 | 13,059,432 | $15.07 | 19th |
| Ohio | $161,386,149 | 11,900,510 | $13.56 | 22nd |
| Maryland | $76,151,261 | 6,265,347 | $12.15 | 25th |
| Kentucky | $50,491,589 | 4,606,864 | $10.96 | 28th |
| Virginia | $92,181,317 | 8,880,107 | $10.38 | 32nd |
| 50 states and D.C. | $3,569,741,735 | 341,784,857 | $10.44 | n/a |
West Virginia comparison uses ACF's FY2027 first-release table and the Census Bureau's Vintage 2025 state file (opens in a new tab). Rank excludes territories.
Specifically, West Virginia's first release equals about $684 for each of the 45,270 households the LIHEAP Clearinghouse says got heating help in FY2024. Even at that level, the money ran out in early February last season. If DoHS keeps the FY2026 split, about $13.0 million of this release is for heating and about $4.0 million for winter crisis. What DoHS's LIEAP Page Doesn't Tell You
DoHS's Bureau for Family Assistance page says LIEAP runs "for a short time each winter," but 6 details matter more than that summary lets on.
- The mailed form is your best bet. Returning households with a young child, an older adult or a disabled member get a head start of weeks. Send it back before November 25, not on it.
- The public window can close in days. Last season it opened February 2 and closed February 9 when funds ran out, 11 days ahead of its scheduled end.
- Social Security may not count. DoHS's FY2027 income chart notes that Social Security and veterans benefits are excluded, which can make many older households eligible.
- Keep every fuel receipt. Direct payments for bulk fuel must be backed by a receipt if you later apply for Emergency LIEAP, or DoHS denies the application.
- Emergency LIEAP is in person. The 2026 round required applying at a local DoHS office, with a termination notice or past-due bill in hand.
- There's no winter moratorium. Protection depends on a 32-degree forecast, the day of the week and the contact rules, so a mild Tuesday in January is when shutoffs happen.
Common Mistakes and Scam Red Flags
These 5 mistakes cost West Virginia households the most, based on DoHS's rules:
- Waiting for the public window. It may open late and close fast. A common mistake is assuming there's time until spring.
- Leaving off the utility bill. Applicants with a regulated utility must include a current bill.
- Spending a direct payment on something else. It can block Emergency LIEAP later.
- Not sending the medical form. Medical protection requires a certificate within 10 days of telling the utility, renewed every 30 days.
- Underestimating the Repair or Replacement Program. A dead furnace or a stove you can no longer load because of a disability can qualify for up to $10,000; ask your DoHS office.
Scam warning signs. The FTC's guidance on fake utility callers (opens in a new tab) says real utilities won't demand payment by gift card, wire transfer, cryptocurrency or payment app. In West Virginia, watch for:
- A caller threatening shutoff on a Friday or weekend, when PSC rules bar disconnection
- Anyone charging to fill out or "fast-track" a LIEAP application; DoHS, WV PATH, community action agencies and senior centers are free
- Messages promising "West Virginia energy grants" outside the DoHS process
- Requests for your WV PATH password
Hang up and call the number on your Appalachian Power, Mon Power or gas bill. Report scams at ReportFraud.ftc.gov (opens in a new tab) and to the West Virginia Attorney General's Consumer Protection Division.
If You're Denied or Funds Run Out: 4 Next Steps
West Virginia's LIEAP closed 11 days early last season, so plan for the money running out before you need it.
- Ask for a fair hearing. If DoHS denies your application or doesn't act on it, follow the hearing instructions on your notice and ask your local DoHS office for help filing.
- Watch for Emergency LIEAP. DoHS announces the window separately; last year it ran June 8 to June 26. Keep your termination notice and fuel receipts ready.
- Call your utility. Ask about a deferred payment agreement, the 20% senior winter rate and the Dollar Energy Fund grant.
- Look past LIEAP. Call 211 for local help. Our rental assistance guide covers rent, our emergency cash assistance guide covers one-time help, our help for seniors guide covers older West Virginians, and our Lifeline guide covers phone bills.

Frequently Asked Questions
What is the income limit for West Virginia LIEAP?
For federal FY2027, DoHS lists maximum gross monthly income of $2,550 for one person, $4,120 for three, $4,904 for four, $6,621 for seven and $6,965 for eight, plus $710 for each person after ten. That's 60% of state median income for households up to seven and 150% of poverty for eight or more. DoHS's notice marks Social Security and veterans benefits as excluded.
When can I apply for LIEAP in West Virginia?
DoHS began mailing pre-LIEAP applications on November 2, 2026 to households that got regular LIEAP last season and have a child under 6, an adult 60 or older or a person with a disability. Those applications are due November 25, 2026. DoHS hadn't announced the date for general public applications as of November 3, 2026; last season the public window opened February 2, 2026.
How much does West Virginia LIEAP pay?
DoHS says the maximum LIEAP benefit is $2,000 per household. The amount depends on income, household size, energy cost and fuel type, and is figured by DoHS's eligibility system. Emergency LIEAP can pay up to $2,000 minus any regular LIEAP you already got that season, and the separate Repair or Replacement Program can spend up to $10,000 on a heating or cooling system.
What is Emergency LIEAP in West Virginia?
Emergency LIEAP (ELIEAP) helps households facing the loss of heating or cooling. Gas and electric customers need a termination notice or past-due bill; bulk fuel users must have critically low fuel. You apply in person at your local DoHS office. The 2026 window ran June 8 to June 26, 2026, and anyone who got a direct LIEAP payment had to show a receipt proving it went to heating.
Can my heat be shut off in winter in West Virginia?
Yes, but with limits. Under the Public Service Commission's electric utility rules, a regulated electric company can't disconnect when the National Weather Service predicts 32 degrees or colder, or on a Friday, weekend or legal holiday. From November 1 to March 31 it must make three attempts at personal contact, including an on-site visit, before shutting you off.
Who runs LIEAP in West Virginia?
The West Virginia Department of Human Services (DoHS), through its Bureau for Family Assistance, runs LIEAP in its county field offices. You can apply through WV PATH online, by mail, or at a local DoHS office; last season DoHS also listed community action agencies and senior centers as application sites. Questions go to 1-800-642-8589.
Why did West Virginia LIEAP close early last year?
DoHS stopped taking applications at the close of business on February 9, 2026 because regular LIEAP funding ran out, a week after the public window opened on February 2. DoHS says funding is limited and awarded first-come, first-served, so returning applicants should send the mailed form back well before November 25, 2026.
Is there a winter discount on utility bills in West Virginia?
Yes. According to the LIHEAP Clearinghouse, gas and electric utilities give a 20% winter discount, the Special Reduced Residential Service Rate, to customers 60 or older who get SSI, WV WORKS or SNAP. You must reapply each year, and you must be on one of those programs in each month you want the discount.
